The Advisory Forum : the main place for the improvement of the Community risk assessment system Presentation by Valérie Baduel (AFFSA) EFSA Management Board meeting Roma,

Objectives of the Risk Assessors Relevance Credibility and Confidence Efficiency EFSA has to play a major role in the achievement of these goals mainly by supporting the cooperation and the networking Additional challenge : diversity of the risk analysis systems in the Member states: national tasks of the AF s members are not identical. However, great wealth of competences and capacities gathered 2

Relevance 1. Actual risks assessment : close to the field, consideration of local or national specificities when related with food safety Complementarity of EFSA (hazard characterization) and national agencies (national specificities : consumption, exposure, observed diseases, communication) 2. Identification of the needs in terms of : 1. Risk assessment 2. Epidemiological data 3. Monitoring 4. Research 5. Communication 3. Identification of emerging risks 3

Credibility and Confidence 1. Highest assessment work s quality Collective, multidisciplinary and integrative expertise Independence Quality management of the assessment activities Operational efficiency : field awareness, link with research and reference laboratories 2. Mutual confidence Exchanges, pooling of experiences Sharing of assessment methodologies and harmonization (if relevant) Work sharing in risk assessment 4

Efficiency 1. More powerful assessment capacities with broader range of competences (national expert panels) 2. Taking into account other agencies works (data analysis, opinions) and experiences, avoiding duplications when useless. Importance of the National Focal Points for the mutual information 5

Collaboration : a learning process 1. National Focal Points : highly appreciated 2. EFSA scientific cooperation (ESCO) Successful : folic acid Under progress : emerging risk To be supported : harmonization of risk assessment methodologies; consumption database 3. Need for the analysis of the collaborative background (previous collaborations) and common programming for future activities 6

The role of EFSA : a vision for the future Support the exchanges regarding the national and community agencies work Sharing of experiences and skills Collaboration and work sharing between agencies (as already done by EFSA for Plant Protection Products - EMEA model?) to expand to other products / risks e.g. health claims, novel foods Sharing of risk assessment practices and benchmarking on risk assessment activities management (cf. Heads of Medicine Agencies) Common identification of the needs 7

The role of EFSA : national agencies vision 2 The role of EFSA : a vision for the future (contd) Interlocutor of the Commission (SANCO and RESEARCH) collection, synthesis and delivery of the needs in terms of research and risk assessment identified at the national level surveillance and collection of epidemiological data (eg FVO, EUROSTAT, JRC Relation with Community (ECDC, EMEA) and international agencies 8

European authorities (Council,, EP, Commission) Community agencies (EMEA, ECDC) International Risk assessment bodies EFSA Community stakeholders NCA National stakeholders To be supported by EFSA 9
