1 SUPERVISOR ORIENTATION TRAINING Presented by Human Resource Services

2 Program Objective The Supervisor Orientation Training program will provide supervisors with an overview of the information and tools needed to be successful as a supervisor. Upon completion of all of the HR Supervisor training modules, supervisors will be able to explain the terms of: The union agreements University policies State and Federal laws related to employment And use this information to help: Identify, analyze and solve problems Make decisions Ensure compliance

3 Program Topics Topics to be covered today will include: Supervisor Job Description and Performance Expectations Applicable laws, agreements, and policies General Information Supervisor Training Manual and Training Program

4 Definition of a Supervisor Any individual having authority, in the interest of the employer, to: hire, transfer, suspend, layoff, recall, promote, discharge, assign, reward, or discipline other employees, or responsibility to direct them or adjust their grievances or effectively to recommend such action if in connection with the foregoing the exercise of such authority is not of a merely routine or clerical nature, but requires the use of independent judgment.

5 Supervisor Duties Representative of management Support the University mission, vision, goals and management decisions Establish unit goals Interpret and comply with collective bargaining agreements, EWU policies, state and federal laws Provide leadership and manage unit

6 Supervisor Duties continued Make decisions & solve problems Represent unit Manage unit hiring process Manage employee performance Coach, counsel & discipline employees Manage & ensure effective labor relations

7 Supervisor Duties continued Create ethical, non-discriminatory and safe work environment Manage conflict Accept resignations, initiate terminations, process layoff actions Approve leave and overtime; complete & review time sheets Establish & maintain budgets (if applicable) Conduct investigations including those involving workplace incidents and safety issues

8 Supervisor Performance Expectations Supervisors must perform the duties as outlined in the supervisor job description (full text is available at in addition to their regular work assignments by complying with the collective bargaining agreements, university policies and laws to create a cooperative and quality work environment

10 Employment Laws Employment At-Will Title VII, Civil Rights Act of 1964 Prohibits discrimination on the basis of race, sex, national origin, religion and color; Sex discrimination also means prohibitions against sex harassment and pregnancy discrimination Age Discrimination in Employment act Prohibits discrimination against employees of the age 40 and above

11 Employment Laws Americans with Disabilities Act Prohibits discrimination against those individuals with disabilities of a physical or mental nature that substantially limits a major life activity Equal Pay Act Employees doing the same or similar work must be paid the same, regardless of their sex Executive Order and the Vocational Rehabilitation Act Requires employers to improve the hiring and promotion of employees who are minorities and women and to reach to those with disabilities to improve utilization

12 Employment Laws Fair Labor Standards Act Establishes standards with respect to the wages and hours of employees Employers are required to pay the federal minimum wage Requires that employers be paid one and one-half times their regular wage in overtime situations Occupational Safety & Health Act Enacted to ensure so far as possible every worker a safe and healthful working environment National Labor Relations Act Regulates the relationship between employers and unions Gives employees right to organize and bargain collectively and right to strike

13 Employment Laws Worker s Compensation Laws Virtually every employer is covered and is required to self insure, buy insurance or contribute to a fund Family and Medical Leave Act Employee is entitled to 12 weeks off without pay in a year for specific reasons Consolidated Omnibus Budget Reconsideration Act Requires employers to offer continued coverage under group health plans at group rates to certain employees and their dependents whose coverage would otherwise have terminated

14 Employment Laws Employee Retirement Income Security Act Regulates disclosure and notification to employees and the federal government, fiduciary responsibilities and restrictions in dealing with parties of interest Immigration Reform and Control Act Prohibits employers from knowingly hiring, recruiting, referring for employment or employing an unauthorized alien
