1 Role Title Ref no- 18/01/237 Project Manager-Society Role Information Role Type Pay Band Location Duration Reports to Full time 6 Dhaka, Bangladesh Role purpose Indefinite Head of Society The key purpose of this role is to work with Head of Society to manage the delivery of the Society portfolio across Bangladesh. The post holder will work with country leadership, Regional Director Society & regional and global teams to manage the delivery of the Society portfolio at country level, contributing to the objectives and performance of the Country Plan as well as the regional strategy for Society. Geopolitical/SBU/Function overview: As the United Kingdom s international organisation for cultural relations and educational opportunities, the British Council creates international opportunities for the people of the UK as well as of Bangladesh in order to build trust and understanding between them and maintain mutually beneficial relationships. The importance of the British Council s work in the Education, Society and Skills sectors helps the organisation foster links between UK and local organisations, institutions and practitioners. There is significant and growing demand for UK collaboration within South Asia (Afghanistan Bangladesh, India, Iran, Nepal, Pakistan, Sri Lanka) across all areas in which we work creating prosperity, supporting development, contributing to security and stability agendas and building influence and attraction for the UK. This provides opportunities to expand our work in Education and Society. This demand is driven by the changing demographics of the region with over 50% of the population aged under 30 years old, a rising middle class with an appetite for education and with an increasing disposable income. In addition, national governments are responding to the pressures of their growing populations in order to address education and skill shortages and sustain social and economic development. They are looking for international partners to help them address these needs and in an increasingly competitive environment the British Council is in a good position to ensure the UK is seen as a partner of choice 1 Project Manager-Society 20 January 2018 The British Council

2 Society SBU To achieve global and regional ambitions within the refreshed 2020 strategy, the Education & Society SBU will strike a balance between Impact (strategy) & Income (sustainability), whilst ensuring that our strategy responds to UK, regional and country stakeholder/partner demand & creates value to the UK and Bangladesh. Our top strategic priorities for Education and Society in Bangladesh over the next five years are aligned with the corporate and SBU objectives 1. In recognition of the significant youth population in Bangladesh, we will continue to have a strong focus on young people and provide them with skills and safe places for dialogue. This will enable them to network with each other, for their voices to be heard and to benefit from a diversity of views and opinions. 2. Bangladesh is characterised by very mixed education and economic participation rates for women, we will therefore ensure that gender equity is a feature of all our business streams and where possible we will be explicit in prioritising gender in as many of our programmes as possible. 3. We are committed to responding to the huge demand for skills and employability and will act as a broker for the UK sector to engage more meaningfully with Bangladesh in skills reform. 4. We will invest in monitoring, research and evaluation in order to measure the impact of our work more accurately and to share our insights with UK and local partners. The alignment with the Sustainable Development Goals means that we expect to see significant contract opportunities across the region within the scope of Civil Society and Governance, Justice and Security, Social Enterprise and Women and Girls. This role will lead the development of the country strategy to build upon the opportunities within Bangladesh. In order to best position Bangladesh for success in 2020, our main areas of focus will be Developing a portfolio of programmes which reflect the Society themes of civil society and governance, conflict and peace building with cross cutting themes of social enterprise & access and diversity (including women and girls), as well as cross-sbu collaborations with Education, English and Arts. Identifying and supporting opportunities for partnerships and collaboration, incorporating more direct benefit to the UK in our work. Building sector capability and capacity in our core areas to support the development of an ambitious and integrated grant, co funding and contract portfolio and build a sustainable business that delivers impact and income. Building on the Next Generation series and embedding research, thought leadership and strong evidence based information to share with partners and key stakeholders. Theories of Change and VFM will be the focus of our data and evidence. Main opportunities/challenges for this role: Our strengths include our track record in delivery of contracts as a trusted partner for both DFID and the European Commission; a growing Society sector portfolio and opportunities to develop large scale co-funding programmes with governments, development partners and institutions. Our weaknesses include our capacity to respond to all opportunities, particularly around defining UK civil society, governance and justice expertise as well as our ability to mobilise implementation. We need to strengthen delivery and account management teams to continuously improve our quality of service as well as provide long term sustainability. Opportunities Bangladesh is an ODA classified country, this classification, aligned with the Sustainable Development Goals; means there are significant contract opportunities within Bangladesh. 2 Project Manager-Society 20 January 2018 The British Council

3 Threats External Bangladesh remains a challenging operational environment, with security issues combining with geographical and environmental risks. Threats Internal failure to build capability and succession planning to ensure continued business growth. Main Accountabilities: The role will have the responsibility to manage the delivery of ongoing contracts and projects including Active Citizens, PRODIGY (Promoting Democratic Inclusion and Governance through Youth), and Social Enterprise through good practice in initiation and implementation of projects. Key responsibilities include- 1. Project management - Deliver Society projects and strategy as devised by the Head of Society and manage ongoing Society projects including Active Citizens, PRODIGY and Social Enterprise. Use corporate project management systems and tools to ensure standards and compliances are met at all stages of project cycle. Develop and implement Monitoring and Evaluation (M&E) framework for the assigned projects in line with the British Council s Results and Evidence Framework (REF) Work closely with the Marketing and Communications team to support impact and reach of the Society programme, record and share projects outcomes and impact through internal and external channels. Lead small and low-risk Society projects, including project design, implementation and evaluation 2. Financial planning and management - Accountable for managing all aspects of project finances through British Council s SAPbased financial and business system (FABS) Develop detail budget plan for the assigned projects by allocating month-wise budget required for project activities as per project implementation plan Develop montly cash-flow projection for the assigned projects, and report on any variances occurred on previous month s cash-flow projection. Support Head of Society on the management of the Society budget, ensuring expenditure and income keep on track Work with Procurement and Finance team to ensure financial compliances are met and risk management is assured according to British Council corporate policies for the Society budget 3. Managing Accounts and Partnerships - Keeping professionally updated on the sectoral developments of Society strands in Bangladesh and the UK that affect British Council s strategy and delivery Manage the relationship with the delivery partners of Society projects to ensure standard implementation of the projects Developing and maintaining excellent networks and relationships with the relevant stakeholders in Bangladesh, supporting Head of Society to match them with potential partners and collaborators in the UK and South Asia, and actively exploring potential partners and beneficiaries for new British Council programme activity Support Head of Society to identify, nurture and maintain relationships to generate partnerships, sponsorship and partnership funding 3 Project Manager-Society 20 January 2018 The British Council

Line Management - Have an overall responsibility for agreed project coordinators professional and operational well-being Provide coaching and mentoring to all line managees Conduct relevant parts of the performance management system, including performance portfolios, quarterly reviews and end of year assessments Produce a personal and professional development plan for and in conjunction with line managees To escalate the concerns of staffs/line managees to senior managers To operate as an arbitrator in cases where colleagues have issues arising out of project management To manage recruitment as required Key Relationships: Internal Society team Bangladesh Members of other SBUs Regional Society colleagues: Director Society South Asia, External Delivery partner organisations for the assigned projects Major actors in across the Society strands in Bangladesh Government Ministries and other Departments relating to Society strands Role Requirements: Threshold requirements: Passport requirements/ Right to work in country Direct contact or managing staff working with children?
