1 POSITION DESCRIPTION URBANA PARK DISTRICT POSITION: PROJECT MANAGER DIVISION: PLANNING AND OPERATIONS STATUS: Full-Time FLSA STATUS: Exempt To perform this position successfully, an individual must be able to perform each essential duty satisfactorily. ESSENTIAL FUNCTIONS: The Project Manager is responsible for all comprehensive parks and facilities planning, design and/or capital development as directed. The Project Manager is responsible for implementing the ADA Transition Plan as part of capital projects. The Project Manager performs other duties as directed by the Superintendent of Planning and Operations. This position performs a majority of duties in a standard office environment-involving sitting and walking at will, close vision and hearing sounds/communication. The incumbent performs related duties in the field and/or project sites. This position requires the ability to physically perform the essential duties of the position, including exerting sustained physical effort, bending, reaching, crouching/kneeling, standing/walking, for long periods, pushing/pulling/lifting/carrying objects weighing more than 50 pounds, handling/grasping/fingering objects, hearing sounds/communication, close and far vision. SUPERVISION EXERCISED: The Project Manager supervises contractual workers, volunteers, and interns. The Project Manager works closely with all managers, departments, and staff. The Project Manager works with Construction staff on in-house construction projects. SUPERVISION RECEIVED: The Project Manager works under the supervision of the Superintendent of Planning and Operations. 2 DUTIES: General Administration and Leadership Assists with the preparation of departmental goals and objectives; proposes immediate and/or long-range plans for parks, facilities, equipment, development and/or other improvements. Develops and maintains complete and accurate project/departmental reports, records, maps, drawings, specifications and files. Develops, and/or implements procedures to improve the efficiency and effectiveness of planning and operations department. Demonstrates familiarity and follows with the Illinois park code and the Urbana Park District rules and regulations. Develops an awareness of and follows other federal, state and local statutes and ordinances, both existing and proposed which affect the district. Assists with negotiations and/or coordinates land acquisition and new park development. Observes, follows, and enforces rules, regulations and procedures established by the safety program pertinent to the activities conducted by the department. Assists with development and implementation of an effective preventive maintenance program for all parks, facilities, and equipment. Maintains cooperative and effective working relationships with community organizations and groups from the public, non-profit, and private sectors. Demonstrates ability to prioritize tasks to evaluate projects, and to manage/coordinate multiple planning initiatives simultaneously. Exercises excellent written, verbal, and graphic communication skills. Ensures the efficient and effective delivery of department services through communication and cooperation with other departments and divisions as well as community organizations, both public and private. Prepares and/or directs the preparation of bids to contractors/businesses for capital improvements, services and/or equipment. Performs inspections of fieldwork and makes authorizations and recommendations for change/improvement as needed. Oversees/coordinates projects assigned. Assists with preparation/revision of the district's and Planning and Operations department s comprehensive plan. Assists with development and recommendation of all park planning and design standards. Serves as district liaison with professional consultants. Assists with preparation of the Planning and Operations department s goals and objectives. Consults with the Executive Director and Superintendent of Planning and Operations and staff on park development and policies. Assists with development and review of plans for all park and facility improvements. Functions as a member of an inter-department team. Demonstrates knowledge of applicable safety practices and procedures, with ability to take proper precautions and assure safety of self, co-workers, volunteers and general public. Implements the District s ADA Transition Plan. 2

3 Capital Development Assists with the preparation and implementation of the annual capital improvement program in conjunction with staff, the finance committee, the board, and UPDAC, and/or other funding organizations. Oversees/researches/recommends all park/facility equipment requests. Researches and/or creates design solutions, cost estimates and project schedules for all projects as directed. Oversees, develops, and/or coordinates all bidding processes, construction documents, bid specifications, project schedules and pay requests for all capital development projects as directed. Develops and updates the Annual UPD Capital Improvement Budget and project budgets. Long term capital planning. Maintains prioritized comprehensive list of all potential capital improvements for the District. Community Planning Assists with coordination of the community's park and facility needs based on annual growth and development needs assessments, community input, trends and/or other research methodologies. Assists with coordination of all district planning efforts with state, regional, county and/or local planning agencies. Oversees and serves as district liaison with community and/or neighborhood planning groups. Physical Planning Coordinates and implements all capital improvement projects. Prepares and/or assists with planning/design standards, specifications, cost estimates and schedules for all development projects. Develops administrative controls to ensure fiscal accountability. Oversees, develops, and/or implements guidelines and procedures for the evaluation of proposed and the review of completed capital improvement projects. Assists with recommendation/selection of professional consultants. Environmental Planning and Design Creates/maintains files, records, drawings and/or other information regarding environmental planning/design policy, regulations, issues and/or trends. Incorporates sound environmental planning and design techniques into all district-wide park and facility developments. Assists with the preparation of environmental impact statements and/or other related and 3

4 necessary reports/documentation for proposed grants and/or capital improvement projects. Functions as a member of an inter-departmental team. Financial Prepares annual budget estimates, bid documents and other special financial requests applicable to the Planning and Operations department. Approves/accounts for the expenditure of funds in park-related categories under approved budgetary allowances. Maintains records of departmental budget activities. Investigates and develops alternate funding sources. Prepares the annual capital improvement budget; reviews proposed capital improvement budget with staff, the finance committee, UPDAC, the board, and/or others for approval. Assists with the preparation of grant proposals. Prepares vouchers for vendor payments. Conducts reviews of all capital development projects to maintain strict budget compliance. Coordinates project budgets, billing, payments, and/or financial transactions with business manager. Exercises a good and ethical judgment in the use of Purchase Card to support efficiency and effectiveness of job-related activities and fills out reports of its use as necessary. Public Relations and Communications Responds to inquiries from and interprets district policy for district and non-district residents. Conducts departmental, staff, committee and/or subcommittee meetings. Represents district at local service organizations, clubs, events and/or meetings. Maintains effective public information and community relations program through the use of various forms of publicity, and serves as liaison on park-related matters to other governmental agencies, residents, and community organizations. Responds to board inquiries concerning Planning and Operations of the District. Writes reports, proposals, procedures and policy statements for the Planning and Operations Department. Responds to written and verbal communications. Prepares and/or directs the preparation of board summaries, monthly reports, project bid recommendations, and periodic and special reports. Coordinates on-going planning, design and capital development efforts with all district departments. Assists with project-related public meetings and forums. 4

5 Professional and Continuing Education Maintains membership and participates in appropriate professional societies and/or other related professional organizations. Attends/participates in annual/regular professional meetings, special events, continuing education sessions and/or other activities. Participates actively in local business organizations, service clubs and/or other community groups. Maintains high level of knowledge regarding current research, information, trends and/or discoveries in the field of parks and recreation, planning and design, construction techniques, natural resources and/or other related fields. QUALIFICATIONS: EDUCATION AND EXPERIENCE: Bachelor's degree in Landscape Architecture, Architecture, Horticulture, Forestry, Leisure Studies, Urban Planning, Natural Resources, Civil Engineering and/or other related field from an accredited university. A minimum of five (5) years of experience in one of the above fields. A minimum of three (3) years of Project coordination experience. A minimum of three (3) years supervisory experience. PREFERENCES/OTHER CONSIDERATIONS: Additional related educational experience in addition to the minimum. Master's degree/terminal degree in Landscape Architecture, Architecture, Horticulture, Forestry, Leisure Studies, Urban Planning, Natural Resources, Civil Engineering and/or other related field from an accredited university. Related supervisory experience in addition to the minimum requirements. Registered/licensed in landscape architecture, architecture, urban planning, civil engineering and/or other related certification(s). Dedicated to a program of continuing education and continued self-improvement, professional growth, and development. Ability to maintain a flexible work schedule to be available on weekends, evenings, holidays, and emergencies as needed. Certification in First Aid/CPR/AED or have ability to complete within six (6) months of hiring is required. The incumbent will acquire and demonstrate expertise in ArcGIS and related software applications. Valid State of Illinois driver s license required. 5

6 DIFFICULTY OF WORK: The nature of this work is complex and multi-faceted. The duties are broad in scope and are of substantial intricacy with many variables and considerations. It requires a high level of consistent coordination with every department and supervisory personnel. The incumbent will be responsible to implement, complete, and evaluate a variety of unrelated tasks simultaneously, often with narrow and/or recurring deadlines. The incumbent performs according to the park district s goals, objectives, and strategic plan; to various legal requirements and generally accepted practices of the profession; and to the directives of the Board of Commissioners, exercising independent judgment in developing and maintaining appropriate programs and policies, managing operations, supervising personnel, and assuring the quality of parks provided to the citizenry. The incumbent must demonstrate thorough knowledge of the principles of park planning/design, natural resource management, and horticulture. RESPONSIBILITY: The incumbent operates according to generally accepted principles and procedures of the park and recreation profession, exercising independent judgment within those parameters, and supervising and directing personnel. The incumbent performs administrative and supervisory functions within park district code and policy, referring highly unusual or unprecedented circumstances to the Superintendent of Planning and Operations. The incumbent s decisions have a substantial impact upon departmental operations, and work is reviewed for compliance with departmental and district policy. The incumbent will be responsible to operate within the guidelines of the park district s safety program to minimize the hazards that adversely affect the safety of personnel, the security of property, and the well-being of patrons exposed to park district operations and personnel.
