2 POSITION PURPOSE The purpose of the Project Delivery Manager role is to provide leadership of project management expertise across the Oranga Tamariki Change Programme. This includes resourcing and managing a pool of skilled Project Managers and Project Co-ordinators, supporting their growth and development, and their success in delivering change outcomes. The Project Delivery Manager will also need to work with managers across the Change PMO team to develop and execute the overall resourcing strategy and plan for upcoming projects to support the successful delivery of these for Oranga Tamariki. KEY ACCOUNTABILITIES Key Result area People Management - Manage the recruitment, on-boarding and induction processes for all new Project Managers and Project Co-ordinators, liaising with our internal recruitment team and external recruitment agencies where appropriate. - Ensure on-going performance across all Project Managers and Project Co-ordinators by providing regular support, mentoring and guidance sessions to ensure excellence in delivery for Oranga Tamariki and in alignment to the Oranga Tamariki values and the Change PMO s ways of working. - Manage regular performance reviews and development plans for all employed Project Managers and Project Co-ordinators, in accordance with Oranga Tamariki policies and processes. - Establish clear expectations of Contractors (Project Managers and Project Co-ordinators), including ensuring internal capability uplift and appropriate transfer of intellectual property. - Proactively discuss and resolve issues with contracted Project Managers and Project Co-ordinators in conjunction with their agency or representative. - Champion appropriate placement within projects and on training and development programmes to support individual development plans. - Support and ensure appropriate execution of all Oranga Tamariki people related processes and policies in respect of Project Managers and Project Co-ordinators. - Manage the time approval and invoice payment processes for contracted Project Managers and Project Co-ordinators. - Support and manage a positive exiting and handover process for all Project Managers and Co-ordinators, ensuring lessons learnt are captured and this information is utilised to continuously improve. Project Allocation - Ensure all Project Managers and Project Co-ordinators are allocated appropriately to projects in line with Oranga Tamariki s priorities, project type, cultural and team fit. 3 Key Result area - Work with Project Managers and Project Co-ordinators and key stakeholders to ensure continuing on-going fit and suitability for project roles and resolve issues in project allocation as and when they arise. Resource Strategy and Planning - Work with the Change PMO team to develop a clearly defined resourcing strategy for the Oranga Tamariki Change Programme. - Create and execute consistent resourcing policies and procedures for the allocation of Project Managers and Project Coordinators to change projects. - Plan and forecast resource requirements and project allocation for Project Managers and Project Co-ordinators, ensuring an appropriate balance of employed and contract staff is maintained, capacity and capabilities are maximised and any waste is minimised. PMO Advisory - Participate as a member of the Change PMO team and support the wider goals of the Change Programme Management Office. Relationship Management - Build and maintain effective relationships with a wide range of people in addition to your own team, particularly both our internal recruitment team and external recruitment agencies, but also including senior responsible owners, senior managers, stakeholders/customers, other project team members and managers, external agencies and vendors. Risk management - Actively identify and manage organisational and operational risks. - Ensure that analysis, data and information supplied is accurate and verified. - Establish and maintain quality management processes for the programme. - Keep the Manager - Change PMO informed of any risks and/or issues that may impact on organisational reputation. 4 Key Result area Being part of the Oranga Tamariki team - Actively and positively participate as a member of the team. - Proactively look for opportunities to improve the operations of Oranga Tamariki. - Perform any other duties as needed by Oranga Tamariki. - Comply with and support all health and safety policies, guidelines and initiatives. - Ensure all incidents, injuries and near misses are reported into our H&S reporting tool. - Comply with all legislative and regulatory requirements, and report any breaches as soon as they become known. - Adhere to all Oranga Tamariki procedures, policies, guidelines, and standards of integrity and conduct. - Demonstrate a commitment to and respect for the Treaty of Waitangi and incorporate these into your work. KEY RELATIONSHIPS Internal - Senior Responsible Owners and Project Teams - Change PMO Team - Project Stakeholders - Project Governance Groups - People and Leadership Team - Senior Leaders of Oranga Tamariki External - Audit, IQA QUALIFICATIONS & EXPERIENCE Qualifications - Experience in a formal project methodology, with preference for Prince2 and Agile methodologies. - Experience in people management, mentoring and coaching. - Experience working in inclusive and collaborative environments. - Good knowledge of the application of agile and design thinking mindset. Other Requirements - Willingness to travel within New Zealand to fulfil the requirements of the role. Experience - Experience in working in a large change programme. - Demonstrated experience in supporting Project Teams in a large scale programme, ideally at least 5 years experience. - Ideally hands on project management experience in a previous role. - Demonstrated people management experience in leading high Position Description Project Delivery Manager 4
