HUMAN RESOURCES DIRECTOR CITY OF SAN RAFAEL, CALIFORNIA Salary: $138,888 $168,816 Annally DOQ/DOE The City of San Rafael is looking for a Hman Resorces (HR) Director. We invite yo to lead innovative changes in spport of a florishing city. The Director shold have experience with labor and employee relations, policy and procedres, longrange strategic planning, employee development and training, workplace safety and risk, classification and compensation, and the ability to oversee other HR fnctions sch as benefits administration, wellness, recritment and selection, worker s compensation, etc. The sccessfl candidate will have a history of pshing the envelope to bridge the pblic-private divide, thinking beyond breacracy and providing excellence in service and programs while balancing a cltre of professionalism and fn.

4 CORE OVERSIGHT FUNCTIONS: Develop, Administer, Collaborate with, Oversee, and/or Maintain Eqitable and competitive classification and compensation programs. Employee development programs. Develop City employee training programs. Risk management and worker s compensation programs. Safety and loss committees. Employee benefit programs for City employees. Claims administrators, brokers, and insrance companies. Employee recognition and awards and work with employee recognition committees. Day-to-day working relationships with employee associations and nions and participate on the labor negotiations team. Remain informed and p to date on HR local, state, and federal laws, rles, and reglations. The Hman Resorces Director leads a division of for spport staff and is part of the City s exective team who represent a cltre that inspires creative thinking, engagement, and spports qality of life and work-life balance. In addition to overseeing all HR activities for the City, the Hman Resorces Director is responsible for the overall direction and vision of the department, provides professional spport and consltation and makes recommendations regarding operational, policy gidance, and personnel matters to City Manager, Assistant City Manager and department leaders and the City Concil. The department oversees the following: Benefits Administration and Wellness Employee and Labor Relations Workplace Safety Worker s Compensation and Risk Management Recritment and Selection Employee Development and Training Classification and Compensation Policies and Procedres Long Range Strategic Planning The City has eight bargaining nits and three nrepresented employee grops and the HR Director will be the lead negotiator, or work closely with consltants, to negotiate on behalf of the City. This is an at-will position that reports directly to the Assistant City Manager. In addition to the traditional core oversight fnctions, this position will be a: BUSINESS PARTNER work with management to devise effective soltions to organization or performance challenges CHANGE AGENT help others nderstand and help acclimate to change LEADER effectively inflence others, and balance concerns for employees with organizational reqirements and goals.

5 IDEAL CANDIDATE PROFILE As an important liaison between residents and the City, the sccessfl candidate will: Leadership Use effective listening skills to identify the Department s corse of action now and in the ftre. Bild collaborative partnerships with nions; exective and department leadership. Demonstrate strong political savvy and intelligence and be comfortable having frank and open discssions with others. Effectively advise and provide consltative services across the organization on a variety of HR matters. Serve as the City s Chief Labor Negotiator, as needed. Provide strategic direction and planning on department and City organizational goals. Be accessible and responsive to others. Demonstrate sond jdgment, make togh decisions and nderstand decision impacts. Understand and incorporate the City s desired policy direction. Bild, mentor and provide opportnities for staff, be fair and open, and provide resorces for staff to do their job sccessflly, set clear goals and expectations, and hold people accontable. Ensre a fairness and eqality in all employment and hman resorces practices. Remain informed and p to date on HR local, state, and federal laws, rles, and reglations. Be genine, and bring a sense of hmor and the ability to bild an enjoyable work atmosphere. Demonstrate emotional intelligence, commnicate effectively, and vale cstomer service. In addition to the above competencies, or candidate shold have sfficient edcation, training and/or work experience to demonstrate possession of the following knowledge, skills, and abilities, which wold typically be acqired throgh: A Bachelor s Degree in hman resorces management, indstrial relations, pblic administration, bsiness or related field. Backgrond working for or with a mnicipal organization preferred, bt not reqired. SPHR Certification ideal. Five years of experience in a hman resorce fnction in either bsiness or government, particlarly recritment, training, and employer-employee negotiations as chief negotiator with at least three years of experience in a spervisory role. A Master s Degree in pblic administration or pblic policy is ideal.

6 COMPENSATION & BENEFITS The City of San Rafael offers an attractive compensation and benefits program. The salary range for this position is $138,888 $168,816 annally DOQ/DOE, and a competitive benefits program inclding: Car Allowance: $350/month allowance or a city pool vehicle may be tilized Retirement: The City is a part of the Marin Conty Employees Retirement Association (MCERA) plan, which offers reciprocity between agencies in CalPERS (this is part of the 37 Act Conty System); Classic members receive 55 formla and PEPRA members receive 62 formla, with p to 2% COLA Health Insrance: Fll flex cafeteria plan which can be applied to a health plan or converted to an Opt-Ot cash payment.
