January2015 Approved the Updating process of the pan-european indicators for SFM (UPI) Established an Advisory Group to facilitate the process, adopting its Terms of Reference Adopted a set of objectivesfor the set of C&I and a set of principlesand general recommendationsto lead the updating process.

5 Objectives, principles and general recommendations to lead the updating process (1/3) Set of objectives for the pan-european C&I for SFM for the purpose of the updating process within framework 6 Criteria 1. Provide a fameworkfor dialogue and communication 2. Monitor, assess and report on the state and trends of forests and the forest sector 3. Provide a framework for NFPs, policies and plans, laws and improve forest sector governance 4. Provide information about forests and their use toother sectors, and global and regional initiatives and processes. 5. Provide a framework to support the practical implementation of SFM

6 Objectives, principles and general recommendations to lead the updating process (2/3) Set of principles and general recommendations to lead the updating process a. Balance between the three pillars of SFM: ecology, economy and socio-cultural aspects. b. The set should be political relevant and contribute to achieving the agreed objectives. c. Meaningfulness, data availability, feasibility and reliability, and cost benefit should be explicitly considered. d. A long-term approach. e. Avoidradicalchangesinindicatorsandtheirspecificationsinordertobeabletouse historically data and analyses. f. The links between the quantitative and qualitative indicators should be strengthened, enhancing the policy relevance of the different quantitative indicators. g. Flexibility of approach allowing adaptation to developments at global, regional, supranational and national level.

7 Objectives, principles and general recommendations to lead the updating process (3/3) Operational considerations. The updating process should: a. seek cooperation and synergies with other on-going initiatives on indicators b. start from the existing indicator set and relevant experience. Stakeholders, notably national correspondents and relevant international data providers, should be consulted throughout the updating c. be designed to generate enough meaningful information to satisfy the agreed objectives without excessive volumes of data not needed for those purposes d. aim to keep the set within a reasonable number of indicators, keeping in mind reporting burdens of the countries e. make best use of secondary data from other sources, keeping in mind the need for time series, and reporting mechanisms where these exists f. removeindicatorswhenitisobviousthatdatawillnotbeavailableorreliable g. promote a common understanding and work towards further harmonization and clarity in the terms, definitions and parameters, also taking into account other commitments and requirements of other processes h. The changes proposed for the update should be realistic and feasible for the countries to accept and should have added value.

8 Roadmap on the updating of the pan-european indicators of SFM (1/2) The ELM backed the roadmap to the updating process, including: A participatory process with focal points and stakeholders (two online consultations and a Workshop) An Advisory Group composed of representatives from countries, stakeholders and experts UPI Process: Approved by ELM, January 2015 UPI Advisory Group Two online consultations w. countries & stakeholders Workshop, April 2015 Results to be presented at ELM, June 2015

10 FOREST EUROPE Advisory Group on the updating of the pan-european Indicators for SFM (AG UPI) AG UPI composition and work Experts from 13 countries, 7 international organizations and one independent expert, supported by LUM and the assistance. Mr. Jari Parviainen leader of the Advisory Group. The AG objectives and scope specified in the ToR AG work has been based on the inputs from countries and stakeholders through the participatory process, experts inputs and the expertise of the members of the AG. 1st meeting (Madrid, 11 February 2015) + Virtual meetings AG UPI First report: Based on the inputs from the 1 st Online Consultation, comprises general recommendations on updating proposals to the set of indicators and it has been the basis for the 2nd Online Consultation 2nd Meeting (Madrid, 9-10 April 2015) AG UPI Second report: specific approaches to the proposals, and it has been brought to this Workshop with national experts, stakeholders and international organizations Final Report With the outcomes of the Workshop, the AG UPI will give its final recommendations on proposals for updating the list of pan-european indicators on SFMto an ELM that will take place in July 2015.

11 The participatory process with focal points and stakeholders: Online consultations 1st Online consultation (Dec 2014 Jan 2105) Necessities and demands on modifications of the current set of pan-european indicators for SFM: Draft UPI Table: Quantitative and qualitative indicators Desirability on having at regional level other uses of the set: key and subset of indicators: Questionnaire on possible additional elements to the set of indicators 24 inputs were received during the 1OC: 21 from signatories and 3 from observer organizations 2nd Online consultation on the draft updated set (March- April 2015) To collect the views from countries and stakeholders on the general recommendations on modifications to the indicators as presented in the AG UPI First report. 15 inputs were received during the 2OC: 14 from signatories and 1 from observer organizations.

12 The participatory process with focal points and stakeholders: Objectives of the Workshop Workshop on the updating of the pan-european Indicators for SFM (April 2015) General objective: to facilitate the debate and discussions aiming to come up with agreeable concrete proposals of an updated set of pan-european indicators for SFM. Attention will be focus on: o the needs to update the pan-european indicator set on the basis of new demands on forests and their products and services, o the necessity to better implement and communicate SFM and o to address the objectives for the set of C&I and the set of principles and general recommendations to lead the updating process agreed at the ELM. Expected Outcomes o Discuss and refine the proposed list of the updated set of pan-european indicators for SFM (name and full text)on the basis of the AG UPI Second report o Refinement of the update of the informative and supportive documents: Background Information and Terms and Definitions (built upon the documents from Vienna 2003), if feasible.
