1 DIRECTOR OF INTERNATIONAL PROGRAMMES. JOIN THE TEAM. Salary 48,000-60,000 (we would usually expect the post holder to start at the lower end of this scale but salary is negotiable according to skills and abilities). Reports to Chief Executive. Contract Permanent, full time. Location UK based The post holder will also be expected to travel to our country programmes across Africa and Asia. A note about location: For the right candidate we are happy to discuss location and to consider flexible arrangements including working from our London office, or from our head office in Frome, or from home in the UK with the flexibility to attend meetings in Frome and London. ADD International fights for independence, equality and opportunity for persons with disabilities living in poverty in Africa and Asia. With over 30 years of experience working with Disabled People s Organisations (DPOs), we challenge the barriers and negative attitudes that limit opportunities for persons with disabilities within their families, communities and wider society. We provide tools and resources for persons with disabilities to live life to the full and campaign for their rights. ADD currently has 5 country programmes in Africa and Asia (Sudan, Tanzania, Uganda, Bangladesh and Cambodia) with a global staff team of approximately 90 people and an annual turnover of circa 3m. JOB PURPOSE. To provide strategic leadership for the overall development, delivery and learning of ADD s international programmes. WORKING RELATIONSHIPS. Reports to ADD s Chief Executive. Member of the ADD Senior Management Team (SMT), which also includes the Directors of Partnerships & Funding, Finance & Operations, and Policy & Influencing. Member of the Strategic Leadership Team (SLT), which comprises of the SMT plus five overseas Country Directors (CDs). Line management of the CDs, a Learning and Accountability Advisor (LAA), Programme Development Adviser and Programme Quality Advisor, and external consultants as required.

2 BUDGET RESPONSIBILITY. Direct management of the annual budget of the International Development Department. Oversight, signoff and ultimate management responsibility for the overall total country programme budgets. Through line management of Country Directors, and working closely with the Director of Partnerships and Fundraising, to ensure that targets for securing a pipeline of restricted funding are met. KEY RESPONSIBILITIES. DIRECTION, MANAGEMENT AND QUALITY OVERSIGHT FOR ADD S INTERNATIONAL PROGRAMMES. Provide strategic, management and technical support to country teams to ensure the quality implementation of ADD s programmes of work. Be the organisational lead within ADD for ensuring programmes contribute to delivery of our Global Strategic Framework, ensuring it is translated into clear, high quality Country Strategies, plans and projects. Oversight of planning processes for country programmes, and work with CDs and the Director of Finance and Operations to ensure that budgets are well planned and monitored, with particular regard to managing unrestricted and restricted income. Work with country teams and UK-based Finance and Funding departments to ensure that all donor or other contractual obligations are met to a high standard by country programmes. Develop and maintain systems to strengthen the quality, development, delivery, accountability, learning and overall management of overseas country programmes. Drive the development of performance information used to advise Senior Management and Leadership teams on required actions to achieve overall organisational objectives drawing on all organisational Monitoring, Evaluation and Learning (MEL). Ensure that cross-organisational learning from country programmes and all of ADD s work strengthens the way ADD uses learning to join up operational, policy and communications work, and ensure that best practices and lessons learned inform programme design and delivery. Visiting country programmes regularly to provide in-country management support to CDs and country teams. It is envisaged that this role will involve circa 25% of international travel time to support country programmes. Undertake a lead role within ADD for the development and roll-out of disability inclusive capacity support to mainstream organisations either from civil society, private sector, or government both in country programmes and internationally. This is an emerging workstream within ADD and will require specific time and attention to establish it. LINE MANAGEMENT. Provide high quality line management and distance support to CDs keeping closely in touch with individual CDs, and supporting them in their line management of their teams.

3 Line management of the International Development Team, comprising a Learning and Accountability Adviser, a Programme Development Adviser and a Programme Quality Adviser (all UK-based). CROSS-TEAM WORKING. To ensure high quality ways of working, coordination and communication takes place between country programmes and the other line departments Policy and Influencing, Partnerships and Funding, and Finance and Operations and that robust data drawn from programme evaluation informs outputs. Ensure that good practice, lessons learned and knowledge is shared between country programmes and the international office, and informs programme design and delivery. Foster and support peer networks of country based staff working on MEL and Programme Management and Development. Lead on the organisation and co-ordination of international meetings of the Strategic Leadership Team (SLT) both in-person and virtual, and support the full involvement of CDs in strategic decisions on ADD s work. Work closely with the Partnerships and Funding team to ensure alignment with strategic direction of programmes and quality programme development for submitting new bids for funding, including developing budgets for proposals. Work closely with the Policy and Influencing (P&I) team to ensure that the country and the global P&I agendas are aligned with each other. This includes ensuring that country level P&I strategies are in place and it includes fostering and maintaining strong working links between country programmes and the global P&I team based in the UK. In this, the working relationship with the Director of Policy and Influencing is key. EXTERNAL REPRESENTATION. To engage in key debates in the international development sector both mainstream and disability and development focussed with both practitioners and academics, keeping abreast of best practice, and actively sharing experience, expertise and learning from ADD s own practice. To engage with donors and potential partners, working closely with the Director of Partnerships and Funding, participating in decision making on potential major future funding bids, as ADD alone and in partnership / consortia with others. To engage with relevant external organisations at country or regional level, with the CDs, or internationally in support of ADD s programme goals. To identify opportunities and as appropriate to engage in policy and influencing representation at global or country level, working closely with the Director of Policy and Influencing. CONTRIBUTE TO ORGANISATIONAL LEADERSHIP & GOOD GOVERNANCE. To be an active member of SMT and SLT and contribute fully to shared leadership of the whole organisation. To attend and contribute to Trustee meetings and report to the board as required.

4 To be the SMT link with the International Development Trustee sub-committee, working closely with the chair of the subcommittee to co-ordinate regular meetings. As a member of SMT take a lead role for ADD in monitoring risks and take action as required, including issues related to compliance with legislation (local and global), safeguarding, health and safety, fraud, staff conduct and security, liaising with relevant staff across the organisation. To undertake such similar tasks as may be reasonably required by the Chief Executive from time to time. THE IDEAL CANDIDATE. QUALIFICATIONS. Essential Educated to degree standard or equivalent level of experience Desirable Management qualification Relevant Master s Degree KNOWLEDGE / EXPERIENCE Essential Significant track record in strategic senior leadership positions in the international development sector, including managing large scale programme delivery Experience of line management, including distance management Experience of taking a rights based approach to working with highly marginalised groups Experience of gender sensitive programming Up to date knowledge of best practice in the field of international development, with particular strength in both innovation and learning, as well as how to achieve scale through partnership and influence with larger organisations and institutions Understanding and experience of different approaches to capacity-building in order to build effective and sustainable organisations Understanding of social and organisational change, including experience of working with southernbased movements for change Experience of building strategic alliances & partnerships with other stakeholders e.g. governments, donors, other NGOs, the disability movement, global bodies Track record in working successfully with teams, fundraisers and externally with donors to secure funding with a good general knowledge of the global donor landscape Experience of having lived and worked in at least one developing country for a significant length of time

5 Desirable The lived experience of being a disabled person In depth knowledge of programming in the field of disability and development Experience of living and working in several developing countries/regions with varied cultures Experience & knowledge in the latest thinking on Monitoring, Evaluation and Learning Experience of working with others in consortia bids to secure funding Experience of raising resources in developing countries SKILLS / ABILITY/ ATTITUDES / PERSONAL QUALITIES Essential Commitment to and understanding of the Social Model of Disability Ability to think strategically and support others to do the same Highly developed management skills, with extensive experience of managing managers of teams Distance management of people and programmes Ability to coordinate and work well internally with other functions who don t fall under your own line management Ability to see the big picture but also handle and prioritise a high workload, and manage at a detailed level when needed Ability to plan and manage significant budgets Excellent communication skills & interpersonal skills working in a cross-cultural environment Fluent or native English speaker Flexible, agile and able to work and think rapidly HOW TO APPLY.
