Full Salary Range is $42,429 to $73,568 Job Close Date: Apply Immediately; This position will close once sufficient applications have been received Job Summary: Portland Community College is seeking an Environmental Health & Occupational Safety Specialist to join our team. Under the direction of management, incumbent is responsible for providing professional consultation, coordination and technical expertise associated with environmental, health and occupational safety matters pertaining to institutional health and safety regulatory requirements and standards, Department of Environmental Quality (DEQ) and Occupational Safety and Health Administration (OSHA). The incumbent serves as subject matter expert in support of the environmental, health and safety (EHS) department to eliminate hazards; prevent injury and illness to employees and the public; and to ensure that educational programs, practices and facilities operations are consistent with Portland Community College (PCC) environmental, health and occupational safety management policies, procedures, guidelines, and regulatory requirements. 2 Responsibilities/Duties: Responsibilities/Duties - Identifies known and/or potential environmental, health and occupational safety (EHOS) issues and implements practices and policies in support of PCC, Oregon OSHA, DEQ and other applicable environmental, health and safety regulations. - Provides technical assistance and consultation services on EHS issues. Serves as a contact for employees as well as vendors on EHS issues. - Develops programs and recommends solutions to a wide variety and range of EHS issues to minimize and eliminate hazards. Implements and maintains EHS programs as determined in conjunction with EHS, PCC departments, Risk Management and/or FMS management. - Works with management in developing, and maintaining, the Computerized Maintenance Management Systems (CMMS), AssetWorks (AIM) and/or Computerized Chemical Management Systems (CMS) for SDS (Safety Data Sheets); creates preventative and predictive schedules related to EHS and sets up routine preventative practices for program responsibilities. - Develops and maintains training programs for staff and provides training, such as new employee EHS orientation, chemical hygiene, personal protective equipment, etc. - Regularly introduces to department managers EHS 'best practice' options. - Works with Academic Services and Faculty, FMS, Risk Management, Public Safety, Transportation and Parking, Human Resources, Auxiliary Services and other departments as needed in addressing district wide safety and environmental issues. - Participates as a member of the Emergency Operations Center Team and the Business Continuity Planning Team. - Works across the district with programs that have comprehensive chemical laboratories and shop procedure programs involving SDS sheets. - Establishes and maintains relationships with vendors that are qualified to respond to hazardous materials and/or waste removal and emergency response district wide. - Acts as a liaison with Chemical Laboratory Technicians and Academic Chemical Hygiene program support positions. - Facilitates and coordinates with outside service vendors to augment Environmental and Safety compliance. - Trains and mentors staff in accordance with EPA, DEQ and OSHA rules and regulations. - Develops and integrates safety training with Managers involving OSHA regulations affecting the physical environment, work performed by employees or student educational experiences. Ensures ongoing compliance with training certifications. - Interprets laws, policies, and procedures to ensure PCC EHS and Risk Management programs are in compliance with all applicable DEQ and OSHA regulations. - In the event of unscheduled closures due to weather events and/or other circumstances, is considered "essential personnel" for reopening the college. See full list of duties at: EHOSSafetySpecialist.html Minimum Qualifications: Minimum Qualifications To be considered for this position, your application materials must show how you meet the following requirements (all experience requirements are full-time equivalent): - Bachelor's Degree in Occupational Health & Safety, Industrial Hygiene, Finance, Business Administration, Science or an Engineering related field (experience performing the duties of the position may substitute for the degree requirement on a year for year basis).

3 - Two years (full-time equivalent) of relevant experience in environmental, health, and occupational safety and/or risk management related work, with one year experience in safety training and/or loss control (injury prevention). - Two years (full-time equivalent) of lead or program management experience. - Must possess a valid Oregon driver's license. - Must possess or obtain the following required certifications within nine months of employment: - Forty-hour Hazardous Waste and Emergency Response Certification - DEQ Hazardous Waste training - DEQ UST Class A Certification Important Knowledge, Skills and Abilities Knowledge of: - Applicable Federal, State, and local laws, rules, and regulations; - Public administration principles; - Financial control practices and procedures; - Environmental hazard identification methods; - Safety hazard identification methods; - Hazard Communication (Haz-Com) utilizing MSDS/SDS; - Computerized Maintenance Management Systems (CMMS); - Computerized Chemical Management Systems (CMS) for MSDS/SDS; - Toxic Use and Hazardous Waste Reduction Program; - DEQ Hazardous Waste Reduction Program yearly reporting; - UST and AST compliance and Class C training; - Testing, calibration and certification of instruments and fume hoods; - Asbestos, lead and mold abatement and remediation; - Radiation safety. Skill in: - Developing and implementing environmental, health and occupational safety and/or risk compliance programs; - Preparing and maintaining records and electronic files; - Public speaking and training to a diverse audience; - Applying applicable laws, rules, and regulations; - Preparing reports; - Communicating and analyzing complex and detailed reports and information; - Handling multiple priorities simultaneously; - Utilizing computer technology used for communication, data gathering and reporting; - Proficiency in Microsoft Office tools: Excel, WORD, Powerpoint. Able to: - Work effectively with diverse academic, cultural, and ethnic backgrounds of community college students and staff; - Communicate effectively through oral and written media. Experience in inspecting for hazardous materials and understanding processes which can produce hazardous wastes and hazardous air pollutants including air and/or water pollution, including storm water. 4. Experience in developing, implementing, maintaining and training on hazardous materials and waste. 5. Bachelor's Degree or higher in physical, chemical, biomedical or biological science. 6. Experience with laboratory Chemical Hygiene programs. 7. Working knowledge of radiation safety. 8. Prior experience in higher education preferred. 9. Secondary language skills preferred.
