Introduction TERMS OF REFERENCE The African Development Bank (ADB) Group wishes to recruit a Consultant Social Development Specialist to join a multi-disciplinary team on operational activities through preparation, appraisal, loan processing and supervision of projects and programs within the Infrastructure and Private Sector Complex (OIVP). Areas and sectors under the OIVP jurisdiction include energy, transport and Information Communication Technology (ICT), and Private Sector Development. The Consultant shall be situated within the Environment and Climate Change Division (ONEC.3)

2 which is part of the Energy, Environment and Climate Change Department (ONEC). This Department assists OIVP Departments and Water and Sanitation Department (OWAS) although not in OIVP; Country Programmes and Departments to manage Bank Group energy operations in Regional Member Countries (RMCs) to address environmental and social issues by incorporating them into Bank Group supported operations and giving them the visibility required. Through its Environment and Climate Change Division, the ONEC Department will ensure that there is adequate mainstreaming of social development concerns in undertaking project designs and implementation. ONEC.3 is responsible for collaborating with the safeguards and compliance division of the Bank (ORQR.3). ONEC.3 is also responsible for assuring compliance with and implementing the Bank s environmental and social policies, procedures, and guidelines as well as for reviewing/monitoring key project documentation, such as Environmental and Social Impact Assessments (ESIAs), Environmental and Social Management Plans (ESMPs), Environmental and Social Management Systems (ESMS),Resettlement Action Plans (RAPs), and Environmental and Social Management Frameworks (ESMF). ONEC.3 is also responsible for supporting project teams in developing and monitoring operations in a socially and environmentally sustainable manner. II. Duties The Consultant will work under the general supervision and guidance of the Manager, Environment and Climate Change (ONEC.3). The Consultant shall be assigned tasks across all departments of OIVP which include Energy, Environment and Climate Change (ONEC), Transport (all modes) and ICT (OITC), and Private Sector (OPSM). In addition the ONEC.3 Division assists the Water and Sanitation Department (OWAS) of OSVP (Operations Sector) on environmental and social safeguards. His/her core duties and responsibilities will include the following: General Duties Provide technical and expert advice in the implementation of Country Programs in the social areas throughout the project cycle activities for operations within OIVP; Provide the required technical skills to design national and multinational projects that respond to the needs of the regional member countries (RMCs) and the Regional Economic Communities (RECs), in particular the socio-economic and social development needs; Monitor social developments in Bank financed operations and plans. Participate and exchange views in the Environmental and Social Safeguards Network of the Bank s experts. Any other duties deemed necessary by ONEC Management. Specific Duties Undertake reviews and ensure compliance with the Bank s environmental and social policies, procedures and guidelines, including reviewing key project documentation, such as the Environmental and Social Impact Assessment

3 (ESIA); the Resettlement Action Plan (RAP); the Environmental and Social Management Plan (ESMP); the Environmental and Social Management System (ESMS) and the Environmental and Social Management Framework (ESMF). Advise country teams engaged in the identification, preparation and appraisal of operations with potential social repercussions to ensure adherence to Bank policies on involuntary resettlement, poverty, gender and social safeguards. Provide advice and coaching to Bank staff and their counterparts in RMCs in the assessment and analysis of social impacts of projects and programs including the understanding of stakeholder identification and participation framework; formulation of participatory strategies; institutional and social organization issues; and social impact monitoring and evaluation of outcomes. Provide policy and operational guidance to Task Managers on social development issues as a means of strengthening the environmental and social performance of Bank operations. Address social development issues in various Bank operations during the identification, preparation, appraisal, and supervision stages. Assist Project Teams in the due diligence missions; draft or review relevant sections of the Project Concept Note (PCN) and the Project Appraisal Report (PAR), and be available to support the Project Team at Country Team (CT) and the Operations Committee (OpsCom) meetings, assist in responding to Peer Reviewers and Readiness Review comments; where necessary and feasible participate in loan negotiations and obtaining final Board approval. Represent the Bank on joint mission teams with other development partners on issues of social impacts and safeguards compliance. Provide support to the Bank s private sector operations (e.g. industries, services, infrastructure, and financial institutions) and the Bank s public sector operations in the energy, water and sanitation, transport and ICT sectors as required. Mainstream relevant and cross-cutting social issues into Bank operations, particularly issues related to gender, inclusive growth, employment creation social implications of climate change, involuntary resettlement, HIV/AIDS and participation. Develop recommendations to enhance social benefits and corrective measures to mitigate social risks in Bank operations into various components of projects and programs. Design and/or ameliorate project and program components contributing to reducing poverty, addressing vulnerability/ marginalization, and encouraging greater inclusion and participation. Identified Deliverables Counting on strong analytical and writing skills, the Consultant shall be expected to make written contributions and participate in the following: (i) Take a lead and/or contribute to drafting of the Categorization Memorandum of newly identified projects for review and validation by Quality Assurance and Compliance Department (ORQR)

4 (ii) Draft relevant sections of the Executive Summaries of environmental and social assessment and resettlement action plan reports for review by ORQR and posting on the Bank s website, and distribution to Board (iii) Contribute to drafting aide memoires and back-to-office reports during and after Missions, respectively (iv) Draft and defend relevant sections of Project Concept Notes (PCN) (v) Draft and defend relevant sections of Project Appraisal Reports (PAR) (vi) Contribute to drafting management responses to Board questions (vii) In cases of project being subjected to the Independent Review Mechanism, provide relevant information (viii) Participate in project identification, preparation, appraisal and supervision Missions (ix) Attend Country Team (CT) meetings and Operations Committee (OpsCom) meetings, when and where feasible (x) Be called upon to peer review projects from other Divisions and Departments III. Selection Criteria The Department has selected a self-motivated candidate who is a good team player and committed to delivering quality and timely outputs. The key selection criteria include the following: A post graduate degree in social sciences including economics, sociology, anthropology or relevant fields; At least 8 years relevant experience working with multilateral/international financial institutions and/or working on projects financed by multilateral/ international financial institutions; Experience in applications of social and environmental safeguards of donor agencies including multilateral and large donor agencies such as the World Bank Group, the European Bank for Reconstruction and Development, JICA, DFID, European Investment Bank and KFW, among others; Strong analytical, reasoning, communication and perfect writing skills; Ability to handle multiple, simultaneous and shifting demands and assignments, priorities and deadlines; Flexibility to extensively travel to the Bank s regional member countries; Experience working on operations in the private sector and/or the public sector in Africa; Reliable and self-motivated with high degree of initiative and good performance reputation; Strong interpersonal skills and commitment to work in a team-oriented and multi-cultural environment; and Strong language skills in either French and/or English and sufficient working knowledge of the other. IV. Contract Duration

5 This is a medium-term contract with a contractual period of 66 working days (no more than 3 person months) but spread over a period to be determined by the work program demands. V.
