Our teams are committed to supporting civilians victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads in average 190 projects by year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 7 million people in 21 countries in Africa, Asia, Middle East, Eastern Europe and France. Afghan mission is the oldest PUI mission, with the first medical intervention launched in 1979 just after the Soviet Invasion. Since then, the country has mostly been in conflict, causing mass casualties and massive movements of population, within or out of the country. In 2017, 438,000 people have been internally displaced (bringing the total number of displaced people to 1.7 million) and there has been an influx of more than 550,000 afghan returnees from Iran and Pakistan. This high number of returns is putting pressure on host communities who are already strained by the conflict. The achievements realized by the international community following the post-2001 intervention are now jeopardized by the intensification of conflict and violence and fragile governance. Indeed, due to the increase of the attacks, casualties, displacements and consequently, of the acute needs, the United Nations reclassified Afghanistan conflict from protracted to an active one. Many Armed Opposition Groups (AOGs) are threatening the Government of Afghanistan, struggling to impose its vision of development, despite continuous extended military, financial and political support, nationally and internationally. Insecurity, economic concerns, governance issues and increased pressure on the delivery of services are pushing many Afghans to risk their lives fleeing to Europe, as they fear for their lives in Afghanistan. Afghan refugees represent the third largest refugee group worldwide and the second largest contingent of asylum seekers to the EU. In this scenario, with elevated pressure on aid actors, the capacity to deliver aid to the most in need in remote areas is ex tremely challenging. Access on the field is difficult in Afghanistan, especially in some province in the Eastern Region. The humanitarian crisis is looming as actors are overstretched and resources oriented to other crises. A high capacity to deliver aid is then required in such a complex environment where humanitarian needs are huge. PUI s strategy/position in the country PUI s strategy is to address the fundamental needs of the Afghan population in respect with all humanitarian principles. Inde ed, neutrality and impartiality are key principles to respect in order to enable humanitarian access to the affected populations. PUI has a strong health expertise in the country that can be used as an entry point to implement an integrated approach to support the population to regain their most basic needs and also to their self-sufficiency. Indeed, such problems as malnutrition and undernutrition request a multi sectoral and comprehensive response in order to decrease the prevalence of the phenomenon. Since the beginning of 2013, PUI in Afghanistan is intervening on emergency preparedness and medical activities for conflict-affected populations. With constant increasing of civilian casualties from January 2014 to December 2017 (around 10,000 documented during the year 2017), it is indeed crucial to have health staff prepared and equipped for mass casualties, and also to address displaced population needs. 2 Due to the violent recent history of the country and the constantly increasing number of security incidents in the country, PUI is developing an advocacy plan for development of PFA/PSS (psychosocial support) in the country, in order to support the development of such activity countrywide. The main programmatic objectives of the mission for 2018 and 2019 are: PUI will continue its emergency interventions in Kunar and Nangarhar provinces as well as expanding in the whole Eastern Region to procure live-saving assistance to people whose needs are the most urgent. The reduction of the malnutrition in Kunar by the implementation of targeted supplementary feeding program still constitutes a priority for PUI teams. With the presence of a PFA/PSS advisor and the implementation of Mental Health interventions, PUI keeps developing the MHPSS component in its mission. Finally, PUI is BPHS implementer in Kunar until at least end of 2018 and aims at remaining the main implementer in this province for the coming years. History of the mission and current programs Prior to Première Urgence Internationale (PUI) merger, AMI had been present among local populations in Afghanistan since 1979 for health programs. It is to be noted that PUI remains to be called PU-AMI in Afghanistan. Currently, the organization is running the following programs: BPHS Project in Kunar province: Since 2003, PUI has been implementing the Basic Package of Health Services (BPHS) and the Essential Package of Health Services (EPHS) in collaboration with the Afghan Ministry of Public Health, in different provinces. Currently, PUI implements the BPHS in Kunar, running in total 60 health facilities and employing more than 600 health and support staff. Emergency life-saving intervention in Kunar and Nangarhar provinces: This program, mainly funded by ECHO and CHF, started in May Preparing for a possible escalation of the conflict in the province, senior medical staff are trained on emergency medical care and replicate the trainings to the staff of selected BPHS health facilities. Specific operational plans with definition of early warning systems are developed. With the evolution of the context, PUI is scaling-up its emergency activities in Nangarhar as well, extending the successful interventions in Kunar and with additional tailored activities in assistance to IDPs. Although Afghanistan has been almost continuously at war for the last 4 decades with high trauma caseload and indiscriminate targeting between civilians and fighters, Psychosocial First Aid is very little developed. This can be explained by the overall destruction of the Health system after the soviet invasion, and the high number of challenges linked with the rebuilding enterprise throughout BPHS and EPHS services. As the BPHS implementer in Kunar Province, PUI is running 60 heath Facilities to provide Basic Primary Healthcare services. Linked with continuous fights in the areas and increasing pressure from AOGs on strategic axis and locations, trauma caseload has been increasing as well. Integrated to health services developed at community or health facility level, PUI has been developing, first as a pilot project, the provision of Psycho-social First Aid/ psychosocial support. PUI keeps a rapid response capacity in provinces where it doesn t have any presence, through collaboration with other NGOs and BPHS/EPHS implementers, in case of a large displacement. Nutrition programmes in Kunar province: While Chronic Malnutrition is a major health public issue at national level, Global Acute Malnutrition also is a major challenge for health stakeholders. PUI receives the support of WFP and UNICEF for the implementation of an Integrated Management of Acute Malnutrition program covering the whole province of Kunar where SAM and GAM rates are above the alert threshold. Establishment of additional Health Centers in Kunar Province: To balance the increasing issue of mobility of its teams, and to cover white areas where the population does not have access to health care, PUI is establishing health centers in Kunar province: after the rehabilitation of the buildings, the recruitment of the staff, essential primary health care services are being delivered. Fighting Malaria in Kunar Province: PUI is implementing a project under UNDP s umbrella to fight Malaria in Afghanistan, by managing existing cases and by controlling the vector through mass campaign distribution of LLINs and continuous distribution to pregnant women. The Project Manager s role is to ensure an effective, timely and qualitative implementation of the health, nutrition and WASH activities under his responsibility, while abiding by PUI and donor requirements. Tasks and Responsibilities Programs: He/She ensures proper implementation and monitoring of health, nutrition & WASH activities falling under his/her responsibility, while observing PUI s policy. Human Resources: He/She supervises the OFDA team. Logistics and Administration: He/She ensures compliance of activities falling under his/her responsibility with logistical and administrative procedures. Representation: He/She represents PUI before partners, authorities and local actors involved in the implementation of health, nutrition & WASH programs in Kunar and Nangarhar. Safety: He/She contributes to efforts aimed at ensuring compliance with safety rules at the site, and transmits all information relating to safety concerns to his/her immediate supervisor. Strategy: He/She contributes to the development of new interventions on the basis of identified needs. Specific Goals and Related Activities 1. PROJECT PLANNING, IMPLEMENTATION AND MEAL Ensure that project action plan is prepared at the start of the project and reviewed periodically based on the feedback from the monitoring of the project. This also includes identification of support requirements from other sectors within the organization; Develop the program monitoring tool with the support of the Field Coordinator, Deputy Head of Mission for Programs and in close links with the MEAL department, in compliance with proposal and donor requirements. Launch the implementation of the activities in a timeframe coherent with donor s requirements and other sectors activities. Ensure the coherence and the homogeneity of the activities under his/her responsibility (indicators and results follow up) and develop proper assessment mechanisms. Lead regular field reviews ensuring best practices standards are met; Ensure to pilot the project in coordination and compliance with the other departments and in respect to the processes on both the programmatic and support aspects. Ensure that aid recipients and local populations understand the project goals and actively participate in their implementation. Inform his/her line manager of any relevant issue related to the project implementation. 2. INFORMATION MANAGEMENT, ASSESSMENT AND REFERRAL SYSTEM In collaboration with the MEAL Department and the Medical Coordinator, and with the support of the Deputy Head of Mission for Programs: Develop tools and strategies to ensure qualitative and timely data collection, communication and analysis; Develop referral pathways tailored to the type of cases identified, internally and externally. Develop the tools and processes to monitor the referrals; Participate to the development of tools pertaining to multi-sector rapid needs assessments responding to identified / emerging needs in the area of intervention Page 3 / 6

4 Contribute to the design and lead the management of the internal / external referral and follow up database system Provide support to other PUI teams in communicating with the community and targeting/tracking potential beneficiaries. Ensure proper archiving of all the documents, tools and training materials produced in the context of project/s and ensures the availability of the verification sources mentioned in the proposals. 3. CAPITALIZATION, REPORTING AND DEVELOPMENT Ensure internal and external qualitative reporting on all activities under his/her responsibility is done in relevance to PUI internal tools and requirements Update and transmit on a monthly basis the PMT (Project Monitoring Tool) as a tool to follow up the implementation of the project; Write regular reports on all activities as requested by the Deputy Head of Mission for Programs or the Medical Coordinator; Produce qualitative intermediary and final reports for donors; Capitalize lessons learnt and good practices throughout the project; Participate in the development of comprehensive support documents for activities implementation by the team Create/review SOPs and propose relevant improvement, under Deputy Head of Mission for Programs / Field Co and Technical Coordination s management; Participate to the operational development of the mission through active participation to the mission annual programming process. Contribute to the design and drafting of new proposals and budgets in collaboration with the Deputy Head of Mission for Programs. 4. TEAM MANAGEMENT AND CAPACITY BUILDING Prepare job profiles for members of his/her team, have them endorsed by the Field Coordinator and the HR Manager, and participate actively in the recruitment process (interviewing, testing, etc.), as well as in any decisions related to the termination of employment contracts of team members; Pro-actively propose HR changes within his/her department to Deputy Head of Mission for Programs and HR Manager; Familiarize himself/herself with all PUI internal HR regulations, and ensure that they are known and respected by his/her team; Ensure that the defined appraisal system is applied for all members of his/her team. Conduct the appraisal of the staff he/she directly manage. Create coordination mechanisms specific to his/her team, and ensure proper supervision; Identify the training needs of the team and addresses them (organizational and technical support, methodology, organization of training sessions ) and interact with the HR manager in planning/conducting training; In collaboration with HR team, propose and follow the trainings received by the teams and gather contents for capitalization. Validate on a monthly basis the attendance of the team as well as the other required tools (leave tracker, attendance follow up ) 5. REPRESENTATION AND COORDINATION In coordination with the field coordinator, represent PUI in the project area with any relevant stakeholders, local, national and international partners, local community representatives in order to facilitate the implementation of the project s activities; Under Deputy Head of Mission for Programs, set up a network, coordinate and communicate with the stakeholders acting in the same areas; ensure effective coordination and collaboration with key stakeholders and partners NGOs, civil society organizations (CBOs), community groups; Work in close coordination with relevant staff in other PUI departments, including Nutrition, Health, and MEAL to ensure the strong integration of other sectors and to promote the development of new concepts/approaches/collaborations for future programming; In the event of visits from Donors, participate actively in the preparation and the smooth organization of the visit. Participate to the different internal coordination meetings in link with his/her project 6. LOGISTICS AND FINANCE Ensure budgeted action plans are prepared at the beginning of the project and that they clearly reflect the activity plan of the project; Be responsible for the budget lines under his/ her management, and provide forecasts on these budget lines on a monthly basis contributing to the monthly budget follow-up process; Comply with all logistics rules, procedures and processes, ensuring the timely supply of all logistics needs for the successful implementation of his/ her activities; Be responsible for the eligibility and good utilization of funds allocated to the activities under his/ her management; Analyze and propose solutions of budgetary reallocation if needed, after receiving a monthly updated financial follow-up (FFU) from the Finance Department; Fill the cash forecast according to his/her budget areas as per PUI internal procedures. 7. 5 Contribute to data collection on safety and security issues in his/her field of operations and disseminate them to the Field Coordinator regularly or on an ad-hoc basis if urgent. Ensure that projects, methodologies, or selection criteria do not place beneficiaries, PUI staff or any other persons in harm s way. He/she alerts the Field Coordinator without delay, in case of impending danger to teams or beneficiaries.
