2 TERMS OF REFERENCE FOR ECONOMIC AND POLICY ANALYST I. BACKGROUND The Office of the Senior Vice President has the following responsibilities: (1) to facilitate the Bank s activity and coordinate cross-complex collaboration, sustained focus on agreed priorities and strategic alignment to achieve enhanced delivery; (2) to monitor Bank s performance and implementation of major corporate decisions and provide early warning for necessary remedial actions, and (3) to oversee implementation of institutional reforms agreed to achieve organizational effectiveness. The Senior Vice President s Office leads Bank coordination through two senior management coordination platforms, the Senior Management Coordination Committee (SMCC) and the Operations Committee, both chaired by the Senior Vice President. Other coordination and monitoring activities led by the Office include the follow-up of audit recommendations and institutional commitments. II. OBJECTIVES OF THE ASSIGNMENT The main objectives of this assignment will be provide research, analytical, editing and statistical support to the Office of the Senior Vice President. III. SCOPE OF SERVICES Under the direct supervision and guidance of the Director, Office of the Senior Vice President, the Consultant shall provide assistance to the Office of the Senior Vice President, and carry out the following duties: a) Review and provide comments on key documents that need to be cleared by the Senior Vice President before they are sent to the President for approval and onward submission to the Board. These include the quarterly and mid-year Budget and Performance Management reports, the retrospective budget and performance management report, the Triennial Policy and Budget Document (PBD) as well as the Triennial Budget Framework Paper. b) Review and provide comments on key Bank documents such as the Bank Group s Annual Reports, the monthly portfolio flashlights and lending tracking tools, the Annual Development Effectiveness Report (ADER) c) Review and provide comments on documents which are sent to the Operations Committee for clearance and onward transmission to the Board of Directors. These include project documents, Country Strategy Papers (CSPs), Country Portfolio Performance Reviews (CPPRs) and new Bank Group Strategies d) Review documents sent to the SMCC for clearance, and provide briefs for the Senior Vice President. e) Prepare briefing notes for the Senior Vice President s meetings with Board Members as well as external stakeholders and partners of the Bank Group f) Write speeches and talking points for the Senior Vice President g) Prepare presentations as needed for the Senior Vice President h) Draft minutes of the Vice President s meetings and track follow-up actions.

3 i) Track the implementation by Management of recommendations provided by Board Members during enlarged Board as well as Committee meetings, particularly the Committee on Development Effectiveness (CODE) and the Audit and Finance Committee (AUFI). j) Independently analyze and research on a wide variety of specific economic, financial, country or sector topics and topics for lending, research and/or policy related tasks k) Assist in the identification and in coordination with other units in then Bank, answer to operationally relevant issues at the country and sectoral level l) Monitor macroeconomic issues in the global economy as well as in Regional Member Countries (RMCs), particularly states in transition and prepare briefing notes for the Senior Vice President IV. DELIVERABLES In addition to technical reports and briefing notes as and when needed, the Consultant will submit a monthly report on his activities and assignments carried out during the period. V. SELECTION CRITERIA At least a Masters or equivalent university degree in economics, macroeconomics, economic policy management, business administration or finance; Minimum of six (6) years of experience in economic research, management consulting and strong experience in the drafting and review of policy and strategy documents, particularly in multilateral institutions analytical and drafting skills and demonstrated ability to communicate ideas effectively; Proven ability to identify and articulate policy issues, trade-offs and priorities to provide sound advice. interpersonal and communication skills and demonstrated ability to work across institutional boundaries with various teams in a productive way; Strong familiarity with the Bank s operations, procedures and policies, and deep knowledge of macroeconomic, economic policy and development issues in Regional Member Countries; Experience in coordination and facilitation of cooperation among multiple stakeholders in private, public and research sectors; Demonstrated ability to multi-task and manage their time effectively to deal with multiple demands and deadlines. Ability to apply innovative approaches, work independently and apply new methods to solve problems, while remaining efficient in a fast-paced, changing and challenging institutional environment; Effective oral and written communication in either French or English, with a good working knowledge of the other; Competence in the use of Microsoft Office software and familiarity with SAP would be strongly recommended. VI. ACCOUNTABILITY AND REPORTING The Consultant will be housed in the Front Office of the Senior Vice President and will report to the

4 Director. Work requires frequent interaction with the following: a) SMCC and OPSCOM Secretariat b) Office of the President c) Complexes across the Bank Group d) Country Offices e) External stakeholders and partners of the Bank Group f) The Board of Directors
