We were created in 2005 as a response to the urban explosion that has left many cities unable to provide basic services, such as access to a toilet or drinking water, to low-income communities. We work alongside local providers, enabling them to develop services, build infrastructure and attract funding so that they can reach low-income communities. 2 About the role The Business Development Officer will play an important role in implementing WSUP project Changing the FSM Equilibrium in Bangladesh to establish strong FSM services in Rangpur/Barisal city corporation with ensuring strong participation with city corporation, different service providers (including the private sector), and others. The Business Development Office will lead the efficient programme planning and implementation at city level. The position will also ensure that the service providers are accountable to and work proactively for effective delivery of FSM services in the city including within low income communities. One of the key challenges for the position is to create enabling environment in the city corporation for the engagement of the private sector to provide effective FSM services with ensuring safe disposal of faecal waste. 3 Job Description Main responsibilities & tasks 1. Project Planning - Asist to develop a detailed city specific WSUP s support plan both for yearly and multi-year jointly with city authority and other stakeholders. - Undertake intensive consultations with operators providing sanitation services to evaluate alternative service models, financing mechanisms (e.g. micro finance), develop business plans, and management systems to support the delivery of profitable services; - Assist the city corporation to develop a management information system (MIS), or procure an existing one, to create the infrastructure necessary to collect and update data on on site sanitation (OSS). - Collect data on OSS systems within the city corporation area and, develop plan to serve the entire city (both low-income and non-low-income areas). - Undertake intensive consultations with the communities being served to determine the most appropriate level of service required and the most appropriate financing mechanisms; - Conduct market assessment for emptying and transport services by vacuum tanker under Public Private Partnership model to determine the potential demand for services. - Map the current emptying and transport service providers (formal and informal), as well as other potential service provider that can potentially play a role in service delivery (e.g. solid waste management service providers, other service-oriented businesses, etc.) - Assist city authority to develop city-wide FSM plan in line with city sanitation master plan including faecal waste disposal plan for the city. 2. Project Implementation - Work closely with the concerned staff and, projects/departments of city corporation and private entrepreneur to ensure effective implementation of the project activities. - Review project progress against targets and take corrective measure where required, raising issues with the Project Manager as needed. - Support the development of communication and promotional campaigns related to FSM services; - Support to establishing dedicated units for FSM service within the city corporation - Implement the activities related to mobilising finance for FSM services and collecting data & information - Support the collection and accurate reporting of impact data related to the project as guided by the M&E Manager. 3. Capacity building - Support the preparation of and delivery of business-oriented training programmes to advance the skills and competencies of FSM Entrepreneurs. - Support the preparation of and delivery of quality monitoring and contact management training programme to enhance the capacity of concern city corporation staff - Support the preparation of and delivery of market promotion training programme to market promotion staff (Brand Promoter) 4. Liaison and networking with Government and non-government Organizations (City Corporation and Private Sectors)

4 - Promote and maintain effective partnership with city corporation/utility and private sectors. - Build strong relationship with the City authorities and arrange field visit and regular progress review meeting by them - Have regular interactions with the concern department of city corporation /utility members and update them about the programme. - Mobilize City Support Structure (City corporation, Private Sector and other stakeholders) to be more responsive to the needs of the effective delivery of FSM services. - Retain an entrepreneurial approach to deliver the project, proposing creative solutions, reducing inhibiting business factors and looking for market-based solutions in coordination with the service providers/stakeholders. 5. Program Monitoring and Reporting - Pay regular field visit to intervention areas to observe progress, with a focus on ensuring quality. - Collect quality monitoring data from the field for reporting - Prepare programme progress reports (Monthly and Quarterly) based on a structured M&E framework 6. Staff Management Supervise the staff directly reportable to the incumbent and perform the following: - Supervision and Performance Management - Support effective communications and joint working within the team Person specification Essential Qualifications and experience Knowledge - Minimum bachelor level university degree in a relevant field (business, finance, or economics) - Professional full-time experience in the field of business development, business start-ups and management of basic services; - Strong business experience including marketing, operations and management - Significant experience of capacity building, institutional support, influencing and advocacy - Track record of delivering project activities within deadlines and budgets across public and private sectors and with NGOs - Experience of working with sanitation /FSM service providers - Strong knowledge of small and medium-scale business models and business development - A good understanding of the urban WASH sector and the enabling and commercial drivers that may be key to success - Resources management organising, training and managing project teams

5 Skills and abilities - Communications and reporting, including ensuring appropriate information is collected, communicated, managed & archived effectively - Monitoring progress and controlling activities - Willingness and openness to working in the sanitation sector; - Ability to work alongside corporate product and service delivery strategies to low income communities - Ability to influence and engage effectively with corporate, utility and governmental partners - Excellent written and oral communication skills in English; - Patience, creative, self-driven and a good sense of humour; - Excellent planning, organisational and time management skills, able to work well under pressure both proactively and reactively and prioritise a challenging workload - Excellent skills with Microsoft Office suite, including Excel and Word Other - Passionate about WSUP s aims and ethos - Absolute adherence to WSUP s policies on Child Protection, Health & Safety and Business Ethics and lead on these by example Desirable Qualifications - A second degree (Masters or otherwise) in Marketing, business, finance and Communication Experience - General understanding of sanitation and faecal sludge management in urban areas.
