1 Certified Aboriginal Professional Administrator (CAPA) Prior Learning Assessment and Recognition (PLAR) Program PROGRAM OVERVIEW ADMISSION REQUIREMENTS AFOA Canada is pleased to offer the CAPA PLAR Program as a CAPA Certification option for Senior Administrators, Chief Executive Officers, and Senior Managers working in Aboriginal communities and organizations on-reserve, off reserve and in urban, rural, and isolated settings across Canada. Developed under the guidance of an Aboriginal CAPA Council, this is the only national program in Canada that addresses the competency needs of those working in Aboriginal environments. You will be required to submit a completed CAPA PLAR Evidence Portfolio that successfully demonstrates that you have met or exceeded all CAPA competencies. CAPA PLAR EVIDENCE PORTFOLIO The CAPA PLAR Evidence Portfolio is a record of your learning from work experience, education, training and personal development related to Aboriginal administration and management. These experiences will have taken place over your lifetime and may be sources of evidence to support the knowledge and experience you have in relation to the CAPA competencies. Your portfolio will be a compilation of evidence provided in a three ringed binder which, when completed, will be reviewed by an AFOA Assessor or a team of Assessors. WHAT YOU NEED TO KNOW ABOUT THE CAPA PLAR PROGRAM 1. You will have the opportunity to work with a CAPA Assessor to help guide you through the Portfolio process. 2. You will receive, by mail, a binder which includes the following: a. CAPA PLAR Portfolio Development Guide Book; b. CAPA PLAR Evidence Portfolio; and a c. USB memory stick with the contents of the CAPA PLAR Evidence Portfolio. 3. You are encouraged to complete the competency sheets electronically and insert copies of your evidence into the binder as you complete it. 4. You will be granted access to the CAPA PLAR Community Portal, when it becomes available, to engage with others who are involved in the CAPA PLAR process. 5. It is estimated that it will take you between 4 to 6 months to complete the portfolio process. You are expected to complete this process within 2 years from application date 6. Once your completed portfolio has been submitted, it may take up to four weeks to have your portfolio assessed and returned by AFOA Canada. 7. You will be advised in writing whether you have been successful in achieving the portfolio component of the CAPA designation process. If there are gaps in your learning related to the AFOA CAPA Competencies, you may be required to work with us to develop a learning contract which sets out tasks, timelines and outcomes to help you fill the gaps and successfully meet the portfolio requirements. 8. Once all the portfolio requirements are met, you will be required to meet the certification requirements.

You will be invited to participate in a graduation ceremony at the AFOA Canada National Annual Conference where you will receive your designation certificate and become part of the CAPA community of professionals. CERTIFICATION REQUIREMENTS To be eligible for the CAPA PLAR Program, applicants should demonstrate that they have the following experience. Management Experience: Preference is given to CAPA applicants who currently hold a senior management position. Consideration is also given to applicants who demonstrate an ability to lead, innovate, and inspire success at the highest levels of professionalism. Aboriginal Experience: Applicants should also demonstrate experience of successfully working in Aboriginal organizations. CAPA PLAR Self-Assessment Form: Before you complete the Application Form, you must complete the CAPA PLAR Self- Assessment Form to ensure that you have the required knowledge, skills, and experience to engage in the CAPA PLAR process. Please forward the completed Self- Assessment Form with your application. Certification Requirements: To become a CAPA, Program participants must: Submit a completed CAPA PLAR Evidence Portfolio successfully demonstrating that all CAPA competencies have been met or exceeded. Have a college/university degree in public administration, business administration, a relevant senior management program or an equivalent degree and three years or more full time senior management, supervisory experience in an Aboriginal management environment OR No degree with a minimum of five years or more full time senior management, supervisory experience in an Aboriginal management environment. Sign an agreement to abide by the AFOA standards of Ethical Conduct; Be a member in good standing with AFOA Canada Sign an agreement to maintain certification.
