1 POLICE STAFF JOB DESCRIPTION SECTION 1 JOB TITLE Technical Analyst REPORTS TO (POST TITLE) Transformation Development Manager REF NO DIVISION/DEPARTMENT ICT WORK LOCATION Various Grade Band G SECTION 2 JOB PURPOSE Responsible for providing technical analysis, planning, insight and support as part of the Digital Enabled Policing Programme (DEP)/Core Operational Solutions (COS) Project team. Responsible for the planning and documentation of the as-is and to-be application state for Core Operational Solutions in terms of resources, technology, information and supplier contracts from a technical perspective. Responsible for the planning, documentation, implementation and configuration of the technical transition between legacy force applications and Core Operational Solutions. Plan and document the resource, contractual and financial aspects of the technical transition from legacy force applications to Core Operational Solutions. Responsible for ensuring that decommissioning of legacy systems is compliant with the relevant security and data standards while maximising costs savings in terms of support, maintenance and licensing, both internally and with 3 rd party suppliers. To provide technical analysis of existing software applications with a view to understanding and documenting the impact of replacing and/or decommissioning

2 applications from both a technical, data and contractual perspective. ORGANISATION CHART Transformation Development Manager Technical Analyst x 3 SECTION 3 ACCOUNTABILITIES AND MAIN RESPONSIBILITIES 1. Responsible for understanding and documenting Police Scotland s technical application landscape between as-is and to-be with a view to minimising business risk and disruption during the implementation of Core Operational Solutions (COS). 2. Responsible for understanding and documenting dependencies in relation to interfaces. 3. Responsible for understanding and assisting in the technical configuration of 3 rd party software. 4. Responsible for advising and assisting business representatives with a view to improving Data Quality and maintaining constrained values. 5. Responsible for advising and assisting business representatives in terms of representing Police Scotland s organisational, geographical structure and Role Based Access Control(RBAC) within applications. 6. Responsible for advising and assisting business representatives developing Life time management processes. 7. Participate in project meetings and project boards to build long term and effective relationships with members of the Digital Enabled Policing Programme. 8. Liaise with Database Administrators to understand and plan Back Record Conversion (BRC) of legacy data to COS and the Operational Data Store (ODS).

3 9. Understand General Data Protection Regulations (GDPR), particularly in relation to data retention and weeding for legacy systems. 10. Understand the Police Scotland s position in terms of data retention and the role that both legacy applications and the Operational store. 11. Liaise with 3rd Party application suppliers to understand contractual impact of decommissioning applications and ensure adequate support continues. 12. Acting at a senior/strategic level, build long term, effective relationships with key internal and external project/programme stakeholders. 13. Where appropriate, to undertake a lead role within the COS sub-projects and initiatives, providing relevant technical advice/guidance to other members of the team and to customers within Police Scotland. 14. Co-ordinate and monitor the activities of a large team, supporting several projects simultaneously. 15. Assess and predict timescales and resources involved in completing relevant projects and be accountable for team members estimates in relation to project planning. Provide regular task updates and support project management processes to ensure accuracy and efficiency of service delivery. 16. Deputise for the COS technical lead where required. 17. Ensure and maintain up-to-date knowledge of industry trends, technology standards and emerging technologies. 18. Keep abreast of data protection, freedom of information and local/national security policies and ensure that such policies are adhered to. 19. In relation to 3 rd Party Applications, be responsible for work associated with renewal of contracts, approving related invoices and developing Non Competitive Agreements. 20. Will be responsible for assessing and self-managing risk within all aspects of the role. The above accountabilities and responsibilities are not exhaustive, and the Jobholder may be required to undertake additional duties that are consistent with the level and grading of the role.

4 SECTION 4 LOCATION: Various BAND: G ATTRIBUTES : ESSENTIAL : DESIRABLE : ATTAINMENTS Extensive knowledge and experience of the implementation and management of 3 rd party enterprise systems. Highly experienced in working across live IT operating environments for enterprise information systems. Detailed understanding of the core ICT systems used in policing. Understanding of ITIL Service Management principles Technical expertise in each of the following: design, implementation and support of enterprise 3 rd party systems spanning multiple sites design and costing of large scale ICT projects. Excellent knowledge of current technology best practise, future technology trends, updates and developments. Excellent management, communication, planning and technical skills. Proven ability to establish and articulate a vision, set goals, develop and execute strategies, and track and measure results. Knowledge and understand of the following: 3 rd Party Application management Proven experience of continual improvement Knowledge of data protection and relevant security policies/legislation. Knowledge of Prince 2 project management best practice Strong negotiating and consensus building abilities EDUCATIONAL / OCCUPATIONAL Degree in related technical discipline OR Relevant Experience

5 PERSONAL QUALITIES Demonstrable experience of: o Leadership o Team-working o Excellent customer facing skills o Working with customers to elicit and define requirement specifications o Crafting and delivering communication messages. Proven experience in a lead technical role related to enterprise information architecture, design, management and the delivery of enterprise systems. SPECIAL APTITUDES Strong analytical skills Capable of communicating effectively with both a Technical and non-technical audiences. Self-motivated, confident and discreet. Ability to use own initiative and deal with a varied programme of work.
