1 SEPTEMBER 2015 Message from the President The first meeting for CAHRA s Payroll Group and Young Professional Group is scheduled for Thursday, October 22nd and Friday, October 23rd, respectively. If you are interested in being a part of either group, please me at skines@sfbli.com. Call for Nominations! It is time to elect our new treasurer to the CAHRA Board. The qualifications for treasurer are included in this newsletter. If you are SHRM or HRCI certified, please consider joining the CAHRA Board. It is a big commitment but one of the most rewarding experiences of my career. Our annual Night Networking is always a lot of fun and this year will be no different. We have some great silent auction items so don t forget to bring your checkbook. The proceeds will go to the SHRM Foundation which provides educational resources to HR practitioners and scholarships to professional and student SHRM members and doctoral students. We also have a couple of drawings for some great door prizes. Please make sure you bring your business cards! Don t forget to register for the 2015 Healthcare Summit scheduled for Tuesday, October 13th. This year summit has a great line-up of speakers and topics to help you navigate the Business of Healthcare. We have a lot going on, so please stay engaged and participate. In your service, Shonda

3 SHRM COVERNMENT AFFAIRS UPDATE On Friday, September 4, SHRM submitted final comments to the U.S. Department of Labor (DOL) on the proposed overtime regulations. SHRM s state partners were very engaged on this issue, resulting in 50 SHRM state councils and 307 SHRM chapters as well as SHRM strategic affiliate, the Council for Global Immigration, signing onto SHRM s comment letter. In addition, through a special portal created by SHRM, individual SHRM members sent 828 letters to the DOL and 2,072 letters to their federal members of Congress expressing their unique concerns about the proposed regulation, and sharing personal testimonials of how these regulatory changes would impact the profession, employers and employees in their local areas. Key concerns shared by SHRM include: New salary threshold-- Click here for SHRM s final comment letter. The proposed salary threshold ($970/week or $50,440/year in 2016) is an increase of more than 100% of the current threshold and is so high that it will have a significant impact on nearly every workplace. The DOL improperly based the new threshold on the 40 th percentile of earnings for full-time salaried employees, a complete departure from the methodology used since the law was enacted. The new threshold will cause many workplaces to be required to move employees that perform clearly-exempt duties, such as management, to hourly employees required to track their time. This change will reduce employee access to workplace flexibility, will cause employers to place strict limits on overtime hours, and may cause some employers to restructure their workforces to move full-time to part-time jobs. The new threshold will have more pronounced negative effects on employers in areas of the country with lower standards of living and the nonprofit industry where SHRM members working within nonprofits have indicated they will need to cut services. Automatic annual increases to the salary threshold-- DOL s proposal for automatic annual increases to the salary threshold will result in wage compression and difficulties maintaining meaningful systems for merit increases. Potential changes to the duties test DOL s proposed regulation does not make specific changes to the duties test but asks for input on whether the duties test should be updated. SHRM points out that if DOL decides to make changes to the duties tests, we believe they are legally required to publish those changes for public notice and comment. Employer Community Response to Overtime Regulations: SHRM also led the employer community response with Lisa Horn, SHRM s Director of Congressional Affairs, serving as chair of the Partnership to Protect Workplace Opportunity. The Partnership submitted comments, available here, and was joined by 133 employer groups as co-signers. 4 Call for Nominations for Treasurer The Capital Area Human Resource Association (CAHRA) is currently accepting nominations for the 2015 Treasurer position. This position also serves on the CAHRA Board of Directors. Please reply to with any nominations by Friday, September 25, Per our bylaws, all CAHRA Board Members must meet the following requirements: REQUIREMENTS: Must be a SHRM member in good standing for entire term of office Elected by majority of chapter s eligible voting members or appointed by president Attend 75% of board meetings and 75% of monthly meetings Must be SHRM-CP, SHRM-SCP, PHR, SPHR, or GPHR certified TREASURER Job Description Position Summary: Serves as financial officer and advisor to chapter board of directors. Maintains the chapter mailbox and distributes mail to the appropriate officer, director, or chair. Send dues notices and other invoices to members. File appropriate forms and information with IRS. Essential Responsibilities: Serves as financial officer and advisor Takes part in discussions and actions of all business of the chapter. Assesses the financial implications of proposed actions by the board of directors and inform of such prior to final decisions being made Observes the financial direction of the chapter including recognizing possible financial problems, advising the board of directors of such actions Receives, safeguards, deposits and accounts for all chapter funds Disburses funds for normal and usual uses unless directed otherwise by the chapter s board by acquiring two signatures on all checks Participates in the development and implementation of short-term and long-term strategic planning for the chapter Represents the chapter in the human resources community We look forward to receiving your nomination!

6 2015 SHRM Legislative Reception On Tuesday, September 1st CAHRA hosted the Mississippi State Council of SHRM 2015 Legislative Reception at the Hilton Hotel. Congressman Gregg Harper, representing the Third District of Mississippi, was available to discuss HR related legislation. Thank you to all who attended and made this a successful event!
