1 POSITION DESCRIPTION TITLE: Manager, Classification and Compensation CATEGORY: Professional FLSA STATUS: Exempt GRADE: F JOB SUMMARY: Responsible for providing advanced complex support to the Human Resources Department in developing and implementing procedures for administering classification and compensation processes and systems for the District. ESSENTIAL FUNCTIONS: 1. Develop, provide training, and implement District classification and compensation guidelines in accordance with federal and state laws, and district operational policies and procedures. 2. Compose and review the preparation of job descriptions for the College to include those that are externally funded. Manage and participate in the job position evaluation, re-evaluation, and reclassifications of positions in the District to ensure job alignment and equity. 3. Perform complex research and analysis to determine appropriate salary level according to District compensation guidelines and procedures. Provide cost analysis of salary and wage adjustments for the budgeting process and salary schedules. Responsible for updating salary tables on the District's automated system. 4. Oversee compensation analysis activities that include conducting and participating in local, regional, and national market surveys annually or as needed. Develop and implement methods to effectively collect job/market data, job descriptions, and external salary surveys and recommend changes or modifications. 5. Provide counsel and guidance including orientation, performance evaluation, professional development, coaching, counseling, and mentoring, and other information related to compensation and job classification. Participate in setting performance goals and priorities that contribute to departmental mission. 6. Responsible for administration of the performance evaluation system and succession planning for the district; identify or generate and implement innovative systems or processes that contribute to the success of the Department. 7. Responsible for auditing and verifying various personnel and payroll transactions for completeness and accuracy. Administer components of the automated Human Resources Information System to ensure accurate reporting and recording as it pertains to position management. 2 8. Coordinate, generate, and conduct presentations or workshops; review and recommend account budgets. 5% 9. Perform other duties as assigned. 5% REPORTING RELATIONSHIP: Executive Director, Human Resources SUPERVISORY RESPONSIBILITIES: Direct supervision of assigned staff. ESSENTIAL QUALIFICATIONS: EDUCATION: Bachelor s degree in Human Resources or related field. EPERIENCE: Six (6) years experience (five years general HR experience and two years related). CERTIFICATIONS/LICENSURES: Must have a valid driver s license. SPHR or PHR desired. SPECIAL SKILLS AND ABILITIES: 1. Skills/Abilities: Experience managing and supervising personnel; Experience generating and conducting presentations and workshops to staff and management; Ability to review and recommend budgets; Experience processing job reclassifications; Extensive experience generating new job description; Extensive experience with FLSA guidelines and performing exempt/nonexempt "duties" tests; Ability to establish pay ranges (i.e., minimum, midpoint, and maximum) and quartiles; Experience with calculating compa-ratios and other compensation-related formulas and guidelines; Effective communication skills; Ability to work in a diverse environment and be sensitive to issues of diversity and inclusion. 2. Equipment Used: Personal computers, typewriter, copiers, faxes, and other general office equipment customary to an administrative position. 3. Software Used: Microsoft Office Suite, Corel Office Suite, various presentation and graphic software, integrated human resource information systems, and communication software.
