1 MINUTES OF THE CLARIFICATION MEETING: PREQUALIFICATION BID FOR THE COSMO CITY CLINIC Meeting : Clarification Meeting for the Cosmo City Clinic Prequalification Bid Venue : Centurion Lake Hotel Date : 11 October Welcome The meeting started at 10h00 at Centurion Lake Hotel. Fifty five (55) participants, representing various entities, attended the meeting. Mr. Ian Ralph, the Group Chief Operations Officer for Right to Care welcomed all participants and gave a brief background about Right to care and the Cosmo City Project. 2. Attendance Register An attendance register was circulated for completion by participants. The completed register is attached at the end of these minutes (section 5). 3. Presentation on the Project Scope Dr. Dorman Chimhamhiwa gave a presentation on the Cosmo City project scope. His presentation covered; (1) the focal areas of Right to Care; (2) the new approach for primary and community health care delivery, which is aligned with the Ideal Clinic concept and National Health Insurance policy; and (3) a detailed overview of work done at Cosmo City site, including progress with regards to township establishment. Dr. Dorman then proceeded to explain each of the preliminary specifications, as outlined in the bid documents. He indicated that the prequalification bids will be evaluated in terms of both administrative and technical compliance, as elaborated in the bid documents. A minimum score of 70% is required for an entity to be considered for subsequent stages. Dr. Dorman concluded by indicating that bid updates will be posted on the Right to care website, under the link ( After Dr. Dorman s presentation, participants were given an opportunity to ask questions. The questions posed and answers provided, are explained under section

2 4. Questions and Answers Question Have the population demographics for the area been established? Will the clinic be connected to referral hospitals or other facilities in the area? In terms of bulk services, do we have enough electricity? What type of contract will be used? Are joint ventures/consortia allowed to bid? Are all consortium parties required to attend the compulsory briefing meeting? In terms of consortium, are all parties required to submit separate documentation? Response Yes, population demographics of the community to be served by the clinic have been established in consultation with Gauteng Department of Health. Yes, the clinic will be connected to referral facilities in the area as well as facilities under the Gauteng Department of Health. Yes, there is enough electricity on the Eskom grid, to service the site. An application has already been lodged with Eskom. The type of contract to be used will be discussed and finalized with the successful bidder during contract award phase. Yes joint ventures/consortia are allowed to bid. Joint ventures/consortia must meet all requirements as indicated in the bid documentation. Representatives of consortia/joint ventures can attend the briefing on behalf of the entities. Numerous documents must be submitted by bidders to meet both administrative and technical compliance under this bid. This applies to individual bidders and consortia/joint ventures. Documents to be submitted by each entity are indicated within respective annexes. -2-

3 Do you have a requirements team? Is there a design for the facility on the document? What if we are not able to certify company documents? Would you consider alternative construction methods besides light steel frame? What is the anticipated kick off date for the construction of the clinic? Who are the main operators of the clinic? Will the full tender briefing come from Right to Care? Who is financing the project? Right to Care will put in place a team to assist the appointed bidder to finalize the scope and concept designs, according to Right to care s needs. This team will work closely with the bidder s design team during the design phase. No, they are no designs or bill of quantities attached to the bid. Only preliminary specifications have been provided in the bid documents. The appointed bidder is expected to provide both design and construction services. Bidders are expected to submit certified documents. Right to Care will take necessary steps to verify authenticity of submitted documents. The requirements as put forward in the bid are for a light steel frame structure. Bidders must meet tender requirements. It is expected that designs should be completed by first half of 2017 and construction would commence in the second half of the same year. These dates will be finalized with the appointed bidder. Right to Care Health Services will operate the clinic. Yes. Right to Care. -3-

4 Is there a limit on the budget? Does the tender include equipping the clinic? Yes there is a budget limit. This will be finalized with the successful bidder. No. The bid is only for the design and construction of the clinic. Equipping of the clinic will be dealt with separately. -4-
