4 FOREWORD CPCS is an Industry Scheme developed by Industry for the Industry. The Construction Plant Competence Scheme (CPCS) provides a single skills card for the plant sector of the Construction Industry. It was launched in 2003, since when over 280,000 cards have been issued across 60 categories of plant and machinery. However, we (the CPCS Management Committee) became increasingly aware of the need to review the Scheme in light of Industry feedback. This view was reinforced by a number of external factors such as the Construction and Design Management regulations, the findings of the Leitch Report (a review of the UK's long term skills needs), latest occupational health issues, and technology advances. A review was therefore started in 2007 with the remit of ensuring that the Scheme met Industry's requirements, with robust standards that could be independently assessed, whilst being simple to understand. A proposed model was presented to Industry during a consultation process over the summer of During this time I attended many national Industry and Training Provider meetings, whilst consulting with a large number of federations, associations and employers. Overall we received direct feedback from individuals and companies representing over 44,000 employees. Thank you for your contributions to this process. As a result of the consultation we were able to ensure that the revised Scheme truly reflected Industry needs. The outcome we hope is an improved Scheme, simpler to understand whilst maintaining the strong standards that have defined it since The revised Scheme is now supported by a new core element, the CPCS Technical Test, which will be delivered by CPCS Testers working through CPCS Test s. The Technical Test will ensure independent assessment of an individual s operating ability and their underpinning knowledge both on entry to the Scheme and at the point of renewal. It will also enable us to maintain and improve the quality and robustness of the Scheme. Of all the changes being implemented, we feel that we must highlight the introduction of sanctions within the new Test agreement. These sanctions relate to the management and delivery of the CPCS Technical Test. They have been put into the Scheme to give clarity to everyone involved in the Scheme and to support the standards and delivery. Throughout the review we have maintained our focus on ensuring that the Scheme is centered on the principles of independent assessment of operating ability and competence, and the raising of standards expected in the plant sector. With change comes challenge and we look forward to working with Industry and our Test s to ensure that the revised Scheme continues to contribute to establishing a competent and safe plant industry. 5 1 Introduction 1.1 What is CPCS? The Construction Plant Competence Scheme (CPCS) provides a single skills card for the plant sector of the Construction Industry. It was launched in 2003 at the request of employers, to help them comply with regulations and requirements, and aims to apply common standards for all plant operators. CPCS covers the largest range of plant categories for plant Operators CPCS is the industry s largest scheme for plant operators with over 280,000 cards issued, across over 60 categories of plant and machinery CPCS is recognised by Major Contractors Group (MCG) and Major House Builders Group (MHBG) as the preferred card to comply with codes of practice for competence and certification CPCS is owned by Construction Industry Training Board (otherwise known as ConstructionSkills) who allocates staff to manage and administer it on behalf of the CPCS Management Committee who develops its policy and strategy The Management Committee is made up from representatives of the industry that use the plant and equipment covered by the Scheme including the following organisations: Association of Lorry Loader Manufacturers and Importers (ALLMI) Construction Confederation (CC) Construction Plant-Hire Association (CPA) ConstructionSkills Northern Ireland Extractives Products Industry Council (EPIC) Federation of Master Builders (FMB) Federation of Piling Specialists Health and Safety Executive Lantra Awards National Federation of Demolition Contractors Scottish Plant Owners Association Union of Construction, Allied Trades and Technicians (UCATT) UNITE (formerly Transport and General Workers Union TGWU) 1.2 What are the aims of CPCS? CPCS aims to: keep a record of workers in the construction and allied industries who have achieved a recognised level of operating ability and competence, and to provide a means of identification raise health and safety standards through a programme of Health & Safety Testing to prove workers have met minimum standards encourage construction and allied employers to use certificated skilled workers, provide certification for UK workers that could be accepted in Europe through agreements with other European national schemes to mutually recognise qualifications be self-financing; with any surplus funds being used for the benefit of the construction industry. 6 1.3 What are the benefits of CPCS? The Scheme aims to provide the following benefits to individuals: recognition of skills, competence and qualifications improved health and safety awareness improved employment prospects provision of training standards to equip individuals with relevant skills to enter the industry The Scheme aims to provide the following benefits to employers: identification of operatives with recognised skills, competence and qualifications better quality of work improved health and safety awareness amongst the workforce provision of training standards to equip individuals with relevant skills to enter the industry a move to a qualified and carded workforce, which will help to improve customer satisfaction and the industry s image. 1.4 What is the scope of CPCS? The Scheme provides certification for plant operators for UK construction and allied industries Membership of the Scheme is voluntary, but is mandatory on many construction sites and other work environments Compliance with the contents of this Scheme booklet is a requirement for members of the Scheme (individual s holding a CPCS card) There are no age requirements for Scheme membership. However, in some cases legislation or company policy regarding the use of plant or equipment may specify different age limits for a specific working environment. This may result in the cardholder being prevented from using that plant or equipment Basic training and competency standards are defined by the Scheme for: plant operators, slinger/signallers, individuals securing plant and equipment to vehicles/trailers for transportation, and Individuals planning and controlling lifting operations A wide range of construction plant and equipment is covered by CPCS, and new plant and equipment is continually added at the request of industry. The categories currently covered by CPCS are listed in Appendix B A category is defined as: an item of plant or equipment used within the construction industry in accordance with the manufacture s basic design, or an agreed duty or occupation involving plant operations, e.g. Appointed Person Certain categories have endorsements. Endorsements are sub-categories that reflect the variation in a category, for example, by weight, size, capacity or application. Endorsements will be defined as either: separate as each endorsement will be inscribed separately on a CPCS card, or senior as only the higher or senior endorsement will be inscribed on a CPCS card. 7 1.5 What is the structure of the Scheme? The structure of the Scheme can be broken down into different areas; core elements, cards, moving through the Scheme, and delivery of the Scheme The purpose of this document is to outline the structure of the Scheme and requirements of the Scheme for operators. Section A: Core elements of the Scheme The Scheme is made up of a number of core elements, which are used to demonstrate the skills, competence and qualifications that determine eligibility for Scheme membership. Training through a variety of channels Health & Safety Test health and safety awareness CPCS Theory Test underpinning knowledge & understanding CPCS Practical Test operating ability S/NVQ operating competence vocational qualification Logbook ongoing operating ability On-Site Assessment ongoing operating ability CPCS Renewal Theory Test up-to-date knowledge and understanding Section B: Cards that are available Scheme membership is confirmed through the issue of a registration card. The cards available within the CPCS Scheme for Operators are: Trained Operator card (red) is a two year Trained Operator card that is not renewable for those who have demonstrated a level of: health and safety awareness through the ConstructionSkills Health & Safety Test, and underpinning knowledge and understanding through the CPCS Theory Test, and operating ability through the CPCS Practical Test, but have yet to prove operating competence through achievement of the relevant S/NVQ Competent Operator card (blue) is a five year card which is renewable for those who have demonstrated a level of; health and safety awareness through the ConstructionSkills Health & Safety Test, and underpinning knowledge and understanding through the CPCS Theory Test, and operating ability through the CPCS Practical Test, and have proven operating competence through achievement of the relevant S/NVQ The fundamental difference between the two operator cards is whether the vocational qualification has been achieved The Scheme also issues CPCS Tester and CPCS Trainer cards to accredit the skills and qualifications of these individuals and to assist them in gaining access to sites Summary: The four CPCS cards available and that are detailed in this document are: Trained Operator card Competent Operator card Tester card Trainer card Construction Industry Training Board Page 3 of 40 CPCS Operator Scheme Booklet

8 Section C: How to progress through the Scheme Entry into the Scheme: There are two routes of entry into the Scheme which will lead to the attainment of a Competent Operator card: direct to Competent Operator card through Trained Operator card to Competent Operator card (a two-stage process) The same core elements (Health & Safety Test, CPCS Theory Test, CPCS Practical Test and S/NVQ) are required for both routes through to a Competent Operator card; the only difference is whether the individual has achieved the S/NVQ competence qualification prior to application to the Scheme Operators considering joining the Scheme should consider which route is most appropriate for them. This decision could be based on many factors; skills, competence, qualification, and immediacy of need Ideally, experienced operators should seek entry to the Scheme via the attainment of the appropriate S/NVQ and direct entry as a Competent Operator, although it is possible for them to attain the CPCS Trained Operator card if required Renewal of the Competent Operator card: The Scheme supports the principle of lifelong learning and requires an operator to be able to prove ongoing operating ability, health and safety awareness, and up-to-date knowledge and understanding at the point of renewal Summary: The four stages of progression within the Scheme as outlined in this document are: Working towards a Trained Operator card Moving from a Trained Operator card to a Competent Operator card Working directly towards a Competent Operator card Renewing a Competent Operator card. Section D: Delivery of the Scheme The Scheme is delivered using a network of CPCS Test s who use accredited CPCS Testers to deliver the CPCS Technical Tests, and quality assured by CPCS Monitors The Scheme also accredits CPCS Trainers, as a source of qualified trainers The Scheme is administered by the CPCS Department (based at ConstructionSkills Bircham Newton, King s Lynn, Norfolk PE31 6WD) which is supported by the Data Management Unit to process applications and the Helpdesk to handle customer enquiries Summary: The Scheme is delivered through the following entities: CPCS Test CPCS Tester CPCS Trainer CPCS Monitor CPCS Department. 11 SECTION A: SCHEME ELEMENTS 2 Training 2.1 What is the training requirement? It is recommended that an operator is supported by training to bring them up to the standard required to pass the CPCS Technical Test. The CPCS Technical Test is underpinned by a syllabus that supports the learning outcomes If an operator has prior training and/or experience on a category, their skills can be measured against the learning outcomes and syllabus to determine whether they are fully prepared for the test or if there are any training needs. The syllabus will support the creation of a training programme tailored to meet their individual requirements. Refresher training and/or activity-specific practice is highly recommended by CPCS for all individuals prior to attempting the test. This is particularly crucial in the case of experienced operators, as bad habits gained through experience may mean the individual being unsuccessful on the test Training is the responsibility of the employer in law, as enshrined in the Health and Safety at Work Act It is the responsibility of both the employer and operator, possibly with the assistance of a training professional, to determine training needs and to ensure appropriate training is received. Please see appendix D the CPCS Health and Safety Statement for further information. 2.2 How can I get training? Training can be accessed through a variety of channels including: CPCS Trainers training providers in house trainers colleagues It is up to the individual and the employer to choose the training channel which best suits their learning needs CPCS Trainers are individuals who have chosen to have their skills and qualifications accredited by CPCS. They have proven: technical skill: advanced levels of operating ability on specific categories of plant role based ability: demonstrated training ability through CPCS accredited role based courses H&S certification: achieved supporting health and safety and first aid qualifications CPCS does not monitor the training provided by CPCS Trainers, and therefore is not responsible for their activities A list of CPCS Trainers is provided on the CPCS website The Specialised Plant and Machinery Operations Intermediate Certificate is a vehicle that can be used to deliver training to its own training syllabus, and may be deemed an appropriate route to train an operator to a skilled level of plant operation. However, an operator will be required to successfully complete the CPCS Technical Test if they wish to have a CPCS card. 12 2.3 How much does it cost? There is no set fee for training; this will have to be determined with the chosen provider. 2.4 What do I need to do first? Review the individual s knowledge and experience against the CPCS Technical Test Learning Outcomes and Syllabus, decide which training route is most appropriate, and make the appropriate arrangements for training. 2.5 What do I need to do next? 13 3 Health & Safety Test 3.1 What is the requirement for Health & Safety Test? All new applicants, and those adding a category or renewing a CPCS card, must have an understanding and knowledge of current basic Health & Safety as demonstrated through holding a ConstructionSkills Health & Safety Test pass that has been passed within the last two years The only exception to this rule is for operators resident in Southern Ireland (with an Eire equivalent national insurance number) who hold a valid FAS Safepass that is in date, The majority of categories require a minimum of the core test which consists of multiplechoice questions on general health and safety awareness. The only exceptions to this are as follows: The Appointed Person and the Crane Lifting Operations Supervisor categories require the Supervisory Test to be taken. The demolition categories require the combined Demolition and Plant test to be taken. A full list of categories with the appropriate ConstructionSkills Health & Safety Test is included in Appendix B CPCS recommends appropriate health and safety training before attempting the test There is no limit to the number of times that the ConstructionSkills Health & Safety Test can be taken. 3.2 How can I get it? The ConstructionSkills Health & Safety Test can be taken at independent test centres found in convenient locations around the country Individuals can contact the ConstructionSkills Health & Safety Test Helpdesk directly on or go through a CPCS Test. CPCS Test s are required to support individuals through all elements of the scheme, and will be able to either: deliver the ConstructionSkills Health & Safety Test directly themselves as an approved ConstructionSkills Health & Safety Testing, or arrange the ConstructionSkills Health & Safety Test with an independent test centre on the individual s behalf Individuals are advised to have their CPCS card number to hand when booking their test, or their National Insurance number if new to the Scheme Individuals are advised to book the ConstructionSkills Health & Safety Test in plenty of time Employers may book a mobile test unit or become an internet test centre. 14 3.3 How much does it cost? The cost of the Test is currently 17.50, however the cost is determined by ConstructionSkills and is subject to change so please see Appendix C for details on how to access the most up-to-date information There is a CITB-ConstructionSkills Grant available to support the ConstructionSkills Health & Safety Test. (Please see Appendix C for details on how to access this information.) 3.4 What do I need to do first? CPCS recommends appropriate health and safety training before attempting the test, but there are no other qualifications required. 3.5 What do I need to do next? On passing the ConstructionSkills Health & Safety Test, the individual seeking to enter the Scheme should progress to the CPCS Theory Test. 15 4 CPCS Theory Test 4.1 What is the requirement for CPCS Theory Test? The CPCS Theory Test is part of the suite of CPCS Technical Tests. It has been set by CPCS to test underpinning knowledge and understanding directly related to a CPCS category. The CPCS Theory Test incorporates questions relating to: underpinning knowledge and understanding, specific category and environment related health and safety, operator s rights and responsibilities, pre-start checks, and use of the operator s manual and machine use The CPCS Theory Test is set at two levels: the CPCS Standard Theory Test is part of CPCS requirements for individuals applying to add a category to a CPCS Operator card. the CPCS Advanced Theory Test is part of CPCS requirements for individuals applying to add a category to a CPCS Tester or Trainer card, but is accepted as an alternative to the CPCS Standard Practical Test for CPCS Operator cards There is a CPCS Theory Test for each category. Where a category has endorsements, the CPCS Theory Test need only be taken once but the CPCS Practical Test must be completed for each required endorsement The CPCS Theory Test is delivered through a CPCS Test The CPCS Theory Test is answered verbally, in a one-on-one session with a CPCS Tester CPCS quality assures the delivery of the CPCS Theory Test. A test: may be attended by a CPCS Monitor who will observe the delivery of the test, and will be recorded using digital recording equipment There is a guideline estimated time of 1¼ hours for each CPCS Theory Test The individual will be given a copy of the Grading Sheet completed by the Tester with feedback on their performance The CPCS Theory Test must be passed before the CPCS Practical Test is attempted (with the exception of Appointed Persons). The CPCS Theory Test is valid for six months from date of achievement for the purpose of progression onto the CPCS Practical Test There is no limit to the number of times that an individual can take the CPCS Theory Test. 4.2 How can I get it? The CPCS Theory Test is delivered through CPCS Test s, by CPCS Testers registered to the Test Please contact a CPCS Test using the list of Accredited CPCS Test s that is available on the CPCS Website or through calling the CPCS helpline. 16 4.3 How much does it cost? There is a maximum charge that the CPCS Test can apply for all elements and delivery of the CPCS Standard Theory Test. This information is included within the category listing in Appendix B Please note there is no maximum charge set for the Advanced Theory Test It is recommended that a number of CPCS Test s are contacted to obtain a competitive price There is a CITB-ConstructionSkills Grant available to support the CPCS Theory Test. (Please see Appendix C for details on how to access this information.) 4.4 What do I need to do before I take the Theory Test? The appropriate ConstructionSkills Health & Safety Test for the category of plant must be passed before the CPCS Theory Test is attempted. The ConstructionSkills Health & Safety Test is valid for two years from date of achievement for the purpose of progression onto the CPCS Practical Test. 4.5 What do I need to do after I pass the Theory Test? On achieving the CPCS Theory Test an individual may progress to the CPCS Practical Test. The CPCS Practical Test will need to be achieved within six months of the CPCS Theory Test achievement test for the CPCS Theory Test to be deemed valid at the point of card application. 17 5 CPCS Practical Test 5.1 What is the requirement for the CPCS Practical Test? The CPCS Practical Test is part of the suite of CPCS Technical Tests. It has been set by CPCS to test operating ability of individuals through a series of practical activities based on core operating skills The CPCS Practical Test is set at two levels: the CPCS Standard Practical Test is part of CPCS requirements for individuals applying to add a category to a CPCS Operator card. the CPCS Advanced Practical Test is part of CPCS requirements for individuals applying to add a category to a CPCS Tester or Trainer card, but is accepted as an alternative to the CPCS Standard Practical Test for CPCS Operator cards There is a CPCS Practical Test for each category, but for categories with endorsements the endorsement must be specified and the test taken on the appropriate piece of plant. The CPCS Practical Test achievement will be given at the level of the endorsement The appropriate ConstructionSkills Health & Safety Test for the category of plant must be passed before the CPCS Practical Test is attempted. The ConstructionSkills Health & Safety Test is valid for two years from date of achievement for the purpose of progression onto the CPCS Practical Test The CPCS Theory Test must be passed before a CPCS Practical Test is taken. The CPCS Theory Test is valid for six months from date of achievement for the purpose of progression onto the CPCS Practical Test The CPCS Practical Test is delivered through a CPCS Test The CPCS Practical Test is delivered in a one-on-one session with a CPCS Tester CPCS quality assures the delivery of the CPCS Practical Test. A test may be: attended by a CPCS Monitor who will observe the delivery of the test, or video d at the request of CPCS. If CPCS has requested that the test is video d the individual must allow this to take place, or the achievement will not be deemed as valid for a card application The CPCS Practical Test has a specified time limit (this information is included within the category listing in Appendix B) to ensure that an operator has sufficient work skills to be productive in current and future employment. The time limits have been set at a level that allows even newly Trained Operators to prove a sufficient measure of productivity when mapped against industry timescales The individual will be given a copy of the Grading Sheet completed by the Tester with feedback on their performance. 18 On achievement of the Practical Test the Test will provide the individual with a: CPCS Application form (F1/1): which the Tester will countersign, and the Test will submit to CPCS on behalf of the applicant, and a Pass Letter: this can act as temporary certification for 28 days whilst the card application is processed allowing the individual to gain entry onto a site whilst the application form is being processed There is no limit to the number of times that an individual can take the CPCS Practical Test The CPCS Practical Test is valid for two years from date of achievement for the purpose of CPCS card applications. 5.2 How can I get it? The CPCS Theory Test is delivered through CPCS Test s, by CPCS Testers registered to the Test Please contact a CPCS Test using the list of Accredited CPCS Test s that is available on the CPCS Website or through calling the CPCS helpline. (Please see Appendix C for details on how to access this information.) 5.3 How much does it cost? There is a maximum charge that the CPCS Approved Test can apply for delivery of the CPCS Standard Practical Test. (Please see Appendix B for a list of the maximum charge for each category.) Please note there is no maximum fee set for the Advanced Practical Test It is recommended that a number of CPCS Test s are contacted to obtain a competitive price There is a CITB-ConstructionSkills Grant available to support the CPCS Practical Test (Standard and Advanced). The appropriate ConstructionSkills Health & Safety Test for the category of plant must be passed before the CPCS Practical Test is attempted. The ConstructionSkills Health & Safety Test is valid for two years from date of achievement for the purpose of progression onto the CPCS Practical Test The CPCS Theory Test for the category must be passed before the CPCS Practical Test is attempted. The CPCS Theory Test is valid for six months from date of achievement for the purpose of progression onto the CPCS Practical Test. 5.5 What do I need to do next? On achieving the CPCS Practical Test an individual can apply for a CPCS Operator card. The cost of the application is included within the CPCS Technical Test fees The individual should then start work towards the relevant S/NVQ (if not already achieved). 19 6 S/NVQ 6.1 What is the requirement for S/NVQ? CPCS requires an individual to prove operating competence through: the achievement of the relevant full Level two S/NVQ: o Piling Operations (for categories A45, A46, A47, A48), or o Demolition Operations (for category A65), or o Plant Operations (for all other categories). the achievement of the unit(s) relevant to the category, but not necessarily awarded on the specific category: o Lift and transfer loads o Extract o Excavate o Construct and Form o Receive and Transport Loads o Access o Compact o Process o Demolish For example, an individual wishing to apply for a CPCS Operator card on a Crawler Crane will need to hold a full S/NVQ in Plant Operations with the units in Lift and Transfer Loads (but the unit does not need to be specifically awarded on a Crawler Crane, any of the categories is acceptable) CPCS does not require specific achievement in the S/NVQ for each specific category of plant. The S/NVQ will only need to be passed once for a family of categories (as grouped into a unit). For example, if an individual has an S/NVQ with the Excavate unit in a 360 excavator below 10 tonnes and they pass a further CPCS Technical Test on a 180 excavator below five tonnes (or any other Excavate category) they will automatically be awarded the Competent Operator card on application For a full list of the unit relevant to each category please see Appendix B CPCS will require a copy of the S/NVQ certificate to be submitted with the card application form to enable the Competent Operator card to be issued. Please do not send originals as they cannot be returned For further information on S/NVQs as a qualification please see Appendix E There are two categories within the Scheme which are not currently supported by an S/NVQ, and for which a competence assessment is the Scheme requirement. A61 Appointed Person Lifting Operations A62 Crane/Lifting Operations Supervisor However, a new set of National Occupational Standards for Planning and Supervising Lifting Operations are in the final stages of development and approval. 20 categories. At this point in time the competence assessment will be withdrawn from the Scheme. The Competence Assessment forms can be accessed from the CPCS website (they are combined with the Renewal Assessment forms). 6.2 How can I get it? Please contact a CPCS Test which will either be able to: deliver the VQ directly (as an approved centre), or arrange for the individual to attend an approved centre that they have an arrangement with A CPCS Test can be contacted using the list of Accredited CPCS Test s that is available on the CPCS Website or through calling the CPCS Helpdesk. (Please see Appendix C for details on how to access this information.) However, if an individual wishes to contact a local or known S/NVQ approved centre directly they can. 6.3 How much does it cost? There is no set fee for S/NVQ; this will have to be determined with the chosen provider. 6.4 What do I need to do first? There are no qualifications required by CPCS or Awarding Bodies prior to registering for an S/NVQ. 6.5 What do I need to do next? If the individual has not already done so, to be eligible for a card the remaining core elements must be passed; ConstructionSkills Health & Safety Test, CPCS Theory Test and CPCS Practical Test. 21 7 CPCS Logbook 7.1 What is the role of the CPCS Logbook? The role of the Logbook is to record life-long learning and evidence towards renewal of a Competent Operator card The use of the Logbook is voluntary. It is only one route to providing ongoing operating experience at the point of renewal. An individual can meet the renewal criteria for their Competent Operator card by demonstrating their ongoing operating experience in the completion of either an On-Site Assessment or a CPCS Practical Test CPCS recommends that the Logbook is used to keep a record of all operating activities, testing, training and employment that the individual undertakes The Logbook is divided into five sections with the first four sections providing records for different aspects of the individual s career to be logged and endorsed: Section 1: Operating Experience Record endorsed by Supervisor Section 2: Testing Record endorsed by Tester Section 3: Training Record endorsed by Trainer Section 4: Employment Record endorsed by Employer Section 5: Further information If an individual wishes to use the Logbook to prove ongoing operating experience at the point of renewal, the following five steps must be followed: Personalise: Attach a photograph to the front cover using the sticky patch provided, and add name to personalise the Logbook. Further information should be captured on the second page; CPCS card number, card expiry date and signature Record: Start recording all work undertaken in the Operating Experience Record (Section 1) on receipt of the Logbook. It is recommended that entries are made on a daily or weekly basis, depending on operating circumstances. However, some operators (for example, those employed within the plant hire sector) may make more frequent recordings than others because of recurring changes in machine use, work location, job task, etc. Those using the same machine in the same environment and undertaking the same type of work can record single entries over an extended period. Please record hours (Hours) against a category, and capture the cumulative hours (Cum) completed to date to help track progress against the minimum hours per category requirement. Please use the tabs to separate the operating record into category specific sections to make this process easier Endorsement: Each entry must be endorsed by someone who can confirm the individual s operating experience on that machine or equipment. The Endorser must map the individual s operating experience against the Endorsement Declaration shown in the CPCS Logbook, and provide full contact details. 22 Minimum Hours: To use a Logbook for renewal, it must hold a record of a minimum of 300 hours pro rata for each category. Added categories: If a category has been added one year into the five year card, only 4/5 of the 300 hours (or 240 hours) must be recorded by the time of renewal (300 hours over five years equates to five hours a month). Multiple Endorsements: If an individual holds multiple endorsements for one category, a minimum of 30 hours (or 10% of the pro-rata figure for categories added during the card life) must be recorded for each endorsement by the time of renewal Validation: Have the Logbook validated at the point of renewal application: Pre 1st January 2009: The company-approved Validator will ask to review the Logbook prior to completing the Independent Declaration section of the Application Form to renew a Competent Operator Card. Post 1st January 2009: The individual will be required to produce their CPCS Logbook for independent validation when attending the CPCS Renewal Theory Test When the Logbook is full, a new one can be purchased by completing the Logbook Order Form in Section 5 of the Logbook or by contacting the CPCS Helpdesk The completed Logbook should be stored for safe keeping, as it may be needed for auditing purposes The CPCS Department carries out checks on Logbooks in order to assist Individuals and employers in completing and managing the books. 7.2 How can I get it? A Logbook will automatically be sent out with an individual s first Competent Operator card A Logbook, additional pages, or additional tabs can be purchased at any time by contacting the CPCS Helpdesk on How much does it cost? The Logbook issued with a first Competent Operator card will be free of charge Additional Logbooks may be purchased by contacting CPCS Helpdesk on : 15 for a full Logbook 10 for a full set of additional pages 4 for a set of additional tabs Please note that the price may be subject to change but the most up-to-date information will be made available on the CPCS Website. 7.4 What do I need to do first? There is no need to have completed any other elements before starting to use a Logbook, as one can be purchased at any time. However a free-of-charge Logbook will only be issued on application for a first Competent Operator card. 7.5 What do I need to do next? 23 8 On-Site Assessment 8.1 What is the requirement for On-Site Assessments? The CPCS On-Site Assessment is part of the suite of CPCS Technical Tests. It is a practical assessment of operating ability carried out in the workplace It can act as an alternative to the standard CPCS Practical Test or Logbook when renewing the CPCS Competent Operator card There is a CPCS On-Site Assessment for each category, but for categories with endorsements the endorsement must be specified and the assessment taken on the appropriate piece of plant. The CPCS On-Site Assessment achievement will be given at the level of the endorsement The On-Site Assessment can be carried out during the individual s normal work activities in their work environment, or at a suitable location that ensures the activities can be completed The CPCS On-Site Assessment Test is delivered through a CPCS Test The CPCS On-Site Assessment is delivered in a one-on-one session with a CPCS Tester CPCS quality assures the delivery of CPCS On-Site Assessments. An assessment may be: attended by a CPCS Monitor who will observe the delivery of the assessment, or video d at the request of CPCS. If CPCS has requested that the assessment is video d the individual must allow this to take place, or the achievement will not be deemed as valid for a renewal application The individual will be given a copy of the Assessment Sheet completed by the Tester with feedback on their performance There is no limit to the number of times that an individual can take the CPCS On-Site Assessment Appointed Person (A61) and Crane/Lifting Operating Supervisor (A62) do not have a category specific On-Site Assessment. There is, however, a Renewal Assessment that requires a detailed endorsement of the individual s operating ability in the role. The Renewal Assessment can be completed by an Employer without needing to contact a CPCS Test. 8.2 How can I get it? 26 SECTION B: CARDS 10 Trained Operator card 10.1 What does the card represent? The Trained Operator card tells the observer that the holder has demonstrated a level of; health and safety awareness through the ConstructionSkills Health & Safety Test, and underpinning knowledge and understanding through the CPCS Theory Test, and operating ability through the CPCS Practical Test, but has yet to prove operating competence through achievement of the relevant S/NVQ Please note that for categories on Trained Operator cards with an expiry date before 30/10/2010 the holder may have completed the old Scheme End Test and not the CPCS Technical Test The Trained Operator card does not represent competence A newly trained operator with a Trained Operator card will still require full and close supervision until deemed sufficiently experienced to operate unsupervised. During the period of supervision, the employer should provide a comprehensive assessment and mentoring programme to manage an individual s performance against job specific requirements and methods of work The holding of a category on a Trained Operator card does not signify that the individual is skilled on all types of machines within that category. Further familiarisation training on each specific type of machine that they are asked to operate in the working environment must be undertaken and the individual supervised until the employer is satisfied that the requisite skills are attained How long is the card valid for? Each category on a Trained Operator card has a two year life from the achievement date of the CPCS Practical Test. The Trained Operator card itself has no expiry date Is the card renewable? The Trained Operator card is non-renewable. This is to ensure progression towards competence If the individual fails to achieve the relevant S/NVQ within the two years, they will need to reenter the Scheme using the direct to Competent Operator route, and re-take both elements of the CPCS Technical Test (Theory and Practical) and achieve the relevant S/NVQ However, on application CPCS may be willing to consider a six month extension to a Trained Operator card if the individual can provide evidence that they have registered onto the relevant S/NVQ. 27 11 Competent Operator card 11.1 What does the card represent? CPCS has been issuing Competent Operator cards since 2003, and many cardholders transferred in from other Schemes including Certificate Training Achievement (CTA), NPORS and Lantra. All cardholders will have had to demonstrate the core elements of the scheme but this may have been through a variety of different methods as required at the time of application The Competent Operator card tells the observer that the holder has demonstrated a level of: health and safety awareness through the ConstructionSkills Health & Safety Test operating ability through a practical test (the CPCS Practical Test for new Competent Operator cards issued from 1st August 2008) underpinning knowledge through a test (the CPCS Theory Test underpinning knowledge and understanding for new Competent Operator cards issued from 1st August 2008) operating competence on the type of plant (as evidenced by S/NVQ from 2003 onwards) An individual who has proven operating ability on a category using a specific machine and/or equipment, will still require familiarisation training specific to any other type of machine that they are asked to operate CPCS has an agreement with FAS in Southern Ireland that allows the holders of FÁS CSCS Experienced Plant Operator Cards to be transferred into the Scheme as Competent Operators using application form FM1/4 if they are able to complete the requirements as stated on the application form How long is the card valid for? The Competent Operator card has a five year life. Each category added onto a Competent Operator card will have the expiry date of the card itself However, CPCS allows a six month period of grace after the card expired for the holder to renew it. The renewal application must be received within six months of the date of expiry of the Competent Operator card Six months after the expiry date of the Competent Operator card the individual ceases to be a member of the Scheme. To be re-admitted to the Scheme the individual will need to: pass the ConstructionSkills Health & Safety Test within two years of the date of the CPCS Practical Test achieve the CPCS Theory Test within six months of the date of CPCS Practical Test achieve the CPCS Practical Test. Please note it is not mandatory for individuals with expired Competent Operator cards to hold the relevant S/NVQ to re-enter the Scheme, but it is recommended Is the card renewable? The Competent Operator card is renewable. When the card expires the holder can apply to renew their card if they meet the Scheme requirements. 28 12 Tester card 12.1 What does the card represent? The Tester card tells the observer that the holder has demonstrated an advanced level of operating ability and underpinning knowledge as defined by the specification of the Advanced Technical Test and holds supporting qualifications in First Aid, Health and Safety and testing. 13 Trainer card 13.1 What does the card represent? The Trainer card tells the observer that the holder has demonstrated an advanced level of operating ability and underpinning knowledge as defined by the specification of the Advanced Technical Test and holds supporting qualifications in First Aid, Health and Safety and training. 14 Ownership of Cards All CPCS cards remain the property of CPCS. However, it is issued to, and should be kept by, the named cardholder CPCS has the right to cancel a card at any point if the individual is found to have breached these Scheme rules, or otherwise brings the Scheme into disrepute. 15 Replacement Cards Individuals wishing to obtain a replacement card should contact the CPCS Helpdesk on The card fee is determined by CPCS and is currently 25, although CPCS reserves the right to amend prices so please access the website to ensure up-to-date information (please see Appendix C for full contact details). The form will be provided by the CPCS Test when the CPCS Practical Test is passed A photograph that meets passport requirements must be taken to the CPCS Practical Test to attach to the application The CPCS Tester who delivered the CPCS Technical Test must sign the declaration on the application form to confirm that the photograph is a true likeness of the Operator There is no need to attach payment as the cost of the application was included in the CPCS Technical Test notification fees The CPCS Test must ensure all CPCS Application forms (F1/1) are sent directly to CPCS, and that they are received by CPCS (at the address indicated on the application form) within two full Normal Working Days of the CPCS Practical Test completion The Trained Operator card category start date will be the date that the CPCS Practical Test was passed so if a delayed application is made the category will be back dated to the date of the CPCS Practical Test How can I add more categories and/or endorsements? An operator is required to: pass the ConstructionSkills Health & Safety Test within two years of the date of the card application achieve the full S/NVQ, with the appropriate units relevant to the category How do I apply for the card? CPCS Application Form F1/2 will need to be completed. This can be downloaded from the CPCS Website A photograph that meets passport requirements will need to be attached The S/NVQ Assessor who delivered the S/NVQ must provide the independent declaration of the applicant s identity A copy of the S/NVQ certificate with the relevant units for the category should be attached to the application A 25 card application fee should be attached to the application. This is a non-refundable fee for the service of processing the application The application form should be returned to CPCS using the address on the back of the application form The Competent Operator card will have a start date of the date of application receipt by the ConstructionSkills Data Management Unit How can I add more categories and/or endorsements?
