1 Re-Vacancy Announcement (Republication Date: 10 October 2018) Family Planning Association of Nepal (FPAN), a leading NGO and a Member Association of International Planned Parenthood Federation (IPPF) having wide service network in the field of Family Planning, Sexual and Reproductive Health and Rights, invites applications from qualified Nepalese citizens for the following vacant position: Position Level Employment type Location : Human Resource Director : 12 th : Two Years Contract with renewable clause : Central Office, Pulchowk, Lalitpur This is a senior management position at FPAN and the incumbent will be the Chief HRD Executive, directly reporting to the Director General and assume the overall responsibility of human resource management and administration. Minimum Qualification & Experience The candidate should have completed Post- Graduation/equivalent Professional Degree in Social Sciences, Law, Public Administration and Management with at least 7 years of post-qualification experience in managerial level positions specifically in HR and administration; OR The candidate should have completed Ph.D. with at least 3 years of post-qualification experience in managerial level positions specifically in HR and Administration. 2 Revised Terms of References HR Director 1. Background The Family Planning Association of Nepal (FPAN) is a member association of the International Planned Parenthood Federation (IPPF) since 1960 and is a pioneer national Non-Government Organization working in sexual and reproductive health. Currently, FPAN s SRH services stand at about 25% of the country s total population. It works through 28 district branch offices in 37 districts having 1,232 Service Delivery Units with Team of 500 professional staff, 7500 volunteers and 5000 trained field workers. The Central Office is located in Kathmandu. FPAN Visions that all Nepalese people are free to make choices about their sexuality and wellbeing without any discrimination with four outcome through its development works, i.e. 1. Nepal government respects, protects and fulfils sexual and reproductive rights and gender equality 2. Nepalese people empowered to act freely on their sexual and reproductive health and rights, 3. A high quality integrated sexual and reproductive health services delivered, and 4. A high performing, accountable and strong FPAN. The HR Division is formed with aim to fulfil, strengthen and contribute to building of FPAN into a preferred employed and recognized institution for its outstanding services delivery by enhancing the effective operational efficiency and implementation of robust human resource management systems. The Director is a member of the Senior Management Team and eventually leads the strengthening process of FPAN which is currently undergoing. 2. Job Profile Under the direct supervision of the Director General, the HRD Director will be responsible for overseeing the overall management of all administrative and human resources. She/he will be responsible to strengthen staff performance in various province and districts by ensuring timely development and implementation of robust human resource management systems as per set criterion in the HR Manual. Job Responsibility 3.1 Overarching a) To be responsible for the development implementation and ongoing review of organizational strategy on rolling out and maintaining efficient and effective human resource development and administration in FPAN; b) To visualize plan, guide and monitor systems, processes and operations for effective Human Resource Management, administrative norms and practices, especially in terms of: Quality Performance; Outreach work; Deployment and utilization of resources; Human resource development; Deployment and standardization of systems and processes; Effective implementation of HR Policies & Procedures. 3.2 Human Resource Development a) To be the resource and focal point for the human resource work and deal with other stakeholders including external relationships, coalitions, conferences and events etc.; b) To be responsible for the up-gradation of knowledge and skills staff on capacity building (internally/externally), across all relevant fields and coordinate training for the organization and its staff members; c) To be responsible for conducting human resource planning, recruitment, induction, performance appraisal, retirement, severance, grievance, staff retention, and for all documentation of related task; d) Ensure compliance of staff with legal and organizational policies, guidelines and procedure in Family Planning Association of Nepal Page 3 of 8

4 the areas of minimum wages, provident fund, gratuity, sexual harassment, child protection policy, HIV workplace policy and any other policies, guidelines and procedures that are made applicable in the organization from time to time; e) To be responsible for developing, updating and disseminating HR policies and procedure including regular update of the staff hand book, as and when required; f) Administer insurances and facilitate settlement of claims including medical, health, travel and other insurances provided by organization in coordination with other concerned units; g) Organize salary surveys once every 3 years in collaboration with Finance division 3.3 Administration and Management a) Carry out human resource planning of the association based on shift of FPAN program focuses b) Conduct recruitment and selection process complying with Associations rules and regulations. Ensure newly recruited staffs are properly oriented about the organizations rules and regulation. c) Ensure timely renewal of contracts of all contractual staffs and update of job descriptions in each program year. d) Ensure timely compilation of performance evaluations of each staff members in coordination with other division and prepare a plan e.g. for promotion, award, punishment and placement, to be submitted to DG e) Assist to develop/revise salary structure and other fringe benefits of the staff members. Timely administers insurances coverage of staff members. f) Administer and document records on over time, leave, attendance, punctuality staff outgoing and notify them accordingly. Ensure compliance of administrative rules and regulations of the Association in day to day basis. g) Ensure Personal files and leave records of the staff in FPAN branches and projects are updates regularly. Security arrangement is appropriate and office premises are clean through Periodic Supervision and monitoring visits in close coordination with other division and section. 5 h) Carryout periodic revision of HR and administrative rules and regulations of the Association as and when necessary. i) Ensure adherence to standards of housekeeping in cleanliness, gardening, and sanitation in FPAN clinics and office premises. j) Groom juniors for shouldering better responsibilities. k) Oversee and optimize use of vehicles, equipment, building, computers, telephone, electricity and water supply systems including their repair maintenance, insurance etc. l) Ensure adequate security for all FPAN buildings, Properties and other assets at HO and branch. m) Provide feedback to the management group and any other relevant bodies or agency, as and when required n) Build and maintain positive working environment amongst all members staff and update contact within and outside. 3.4 Logistic Support a) Maintain records of all incoming and outgoing letters and ensure appropriate dispatch of outgoing letter in appropriate places; b) Ensure efficient logistics support and handling of domestic and international flights for all concerned authorities; c) Manages logistic support to foreign delegates and representatives visiting FPAN. 3.5 Support in procurement a) Prepare auction plans in collaboration with other concerned division on behalf of the Association; b) Will be responsible for contracting housekeeping agencies, AMC s for maintenance of equipment and asset; Family Planning Association of Nepal Page 5 of 8

6 c) Will be responsible for contracting with the travel agents, hotels to support the visits of the staff and guests. 3.6 Transportation Management, Repair and Maintenance a) Manage day to day vehicles operation, including field visit for supervision and monitoring of the programs; b) Ensure the vehicle maintenance and renewal of title books (blue book /stickers) and other documents of vehicle, vehicle permits and its schedule according to FPAN policies and procedures; c) Timely administer insurances coverage of vehicle, office equipment and other properties of Association; d) Support to ensure maintenance of building, computer, telephone electricity and water supply system etc. in collaboration with other concerned divisions. 3.7 Reporting a) Prepare periodic reports of the Division and Association as and when required and as instructed and submit to DG; b) Act as the spokesperson of the SMT in consultation with the Directors and DG. 3.8 Others a) Support in the preparing annual work program and budget, half yearly review and annual reports; b) Perform other duties as assigned by the DG. 4. Minimum Eligibility Criteria 4.1 Qualification & Experience a) The candidate should have Post- Graduate/equivalent Professional Degree in social sciences, Family Planning Association of Nepal Page 6 of 8

7 law, management, and public administration with at least 7 years of post-qualification experience in managerial level positions specifically in HR and Administration; or b) The candidate should have Ph.D. with at least 3 years of post-qualification experience in managerial level positions in specifically HR and Administration Age Bar Not exceeding 56 years as on October 10, Language a) Good command of Nepali and English (Written & Spoken); b) Other language will be added advantage; c) Excellent report writing & presentation skills. 4.4 Preferred Criteria a) Experience in developing policy framework, action plans and guidelines related to HR management and Administration ; b) Experience of working with GOs/NGOs/INGOs will be an added advantage; c) Excellent interpersonal and communication skills; d) Excellent IT skills including Microsoft Word, Excel and PowerPoint; This is a senior management position of the Association and the incumbent will be Chief HRD Executive directly reporting to the Director General and assume the overall responsibility of HR and Administration. 5. Duration of Services The successful candidate shall be appointed on performance-based contractual basis for a period of two years subject to continuation of contract after one and half years through mid-term review of the Family Planning Association of Nepal Page 7 of 8
