President and Chief Executive Officer Job Description Executive Summary As President and CEO of the Seneca Industrial and Economic Development Corp. (SIEDC), s/he performs highly professional leadership, management and administrative work in planning, organizing, coordinating, and directing the economic, downtown, and community development programs and initiatives led by SIEDC. These programs and initiatives are developed in conjunction with the Board of Trustees and Members and are aligned with the organization s annual scopes of work and long-term strategic plans. These efforts are fundamentally designed to expand, attract, enhance and retain industrial, healthcare, education, and retail businesses in the city of Tiffin and Seneca County. Under the supervision of SIEDC s Board of Trustees, the President and CEO is expected to exercise a high degree of independence, initiative, ethics, and professional expertise in the operation of these programs and initiatives. S/he is responsible for coordinating SIEDC s economic, downtown, and community development activities with federal, state, and local government and SIEDC s Executive Committee, Board of Trustees, committees, and staff. Responsibilities include retaining, expanding and attracting business and investment to the area; revitalizing the downtown; and facilitating the development and funding of important community development projects. Moving into 2016, continuing the momentum on the following initiatives will be particularly important: Real Estate Development new industrial park and spec building. Branding and Website community brand strategy, identity, and development of a new website. Organization and Committees committees and working groups all are working on major projects; need continued leadership, support and facilitation. Retention and Expansion implementation of a comprehensive BR&E strategy. Communication and Marketing strong public relations, social media, newsletters, internal communications; development of marketing plan.

Activities The President and CEO of SIEDC performs the following activities: Communication and Marketing Communication Effectively communicates internally and externally with the board, members, committees, and a large number of additional stakeholders, partners, prospective investors, and the public including members of the business community, developers, and citizens to explain and promote SIEDC's and the community s achievements and success stories, services, programs, initiatives, policies, procedures, goals, and objectives related to economic, community, and downtown development; Public and Media Relations Effectively manages and leverages public and media relations through press releases, social media, interviews, opeds, relationships with key contacts, and other strategic initiatives to promote the community and market it as a destination for economic development within Tiffin and Seneca County, in northwest Ohio, throughout the Midwest, as well as nationally; Marketing Effectively designs, develops, and executes local, regional, national, and international marketing efforts, initiatives, and campaigns designed to promote economic development in Tiffin and Seneca County; Branding Effectively leads and champions overall community branding efforts and manages the brands for economic and downtown development; Research - Is responsible for the necessary research, marketing and site facilitating programs to enhance economic, community, and downtown development and job growth within the area; Programs and Initiatives Retention and Expansion Leads an ongoing, effective, comprehensive, and collaborative retention and expansion program across all industry sectors that stimulates expansion of existing businesses and existing investments in the area by a variety of means, including regular contact with them by phone, and/or face to face visits; Main Street With and through staff, committees, and volunteers implements a four-point Main Street approach to downtown revitalization, with its focus on design, business enhancement, marketing and operations; Incentives and Assistance Programs Consults with and assists existing, new and start-up businesses with identifying, evaluating, obtaining approval, and reporting for local, regional, state, and federal incentives and assistance programs applicable to their development project; Attraction and Entrepreneurship - Actively recruits and supports new local, regional, national, and international businesses and entrepreneurs to enhance the economic environment; 2 P age

3 Real Estate Is responsible for the development of needed industrial parks and spec buildings as well as the management of property owned by SIEDC; Managed Programs - Performs highly professional management and administrative work in designing, planning, organizing, administering, directing, and promoting incentive programs managed and/or coordinated by SIEDC, such as the Façade Enhancement Program, New Jobs Municipal Income Tax Credit, and Enterprise Zone; External Relationships Advocacy - Interacts with state and local government officials, Chamber of Commerce representatives, private-sector companies, economic, community, and downtown development professionals, and any others to advocate on behalf of and facilitate important infrastructure projects and other initiatives important to economic, community, and downtown development, to encourage commercial expansion as well as new development, and to effect appropriate changes in state/local policies that impact economic development; Networks and Associations - Maintains professional relationships and is active in local, regional, state, and national economic, community, and downtown development networks, groups, and associations; Government Liaison - Serves as liaison to the county, city, village, and township government and nonprofits, including Tiffin city officials and City Council, Seneca County Commissioners and other elected county officials, and other public officials regarding economic, community, and downtown development issues, attending meetings when appropriate; Community Planning Facilitates, coordinates, promotes, and participates in short- and long-range strategic and comprehensive planning efforts for the economic, community, and downtown development of Tiffin and Seneca County; monitors and updates those plans; facilitates their implementation and usage as guiding documents for development strategy and activity; Strategic Partnerships Develops and strengthens partnerships and participates in strategic collaborations with key organizations such as the Seneca Regional Chamber of Commerce, the Fostoria Economic Development Corporation and other local economic development organizations in the region, Ohio Means Jobs Seneca and the Seneca County Department of Jobs and Family Services, Terra State Community College, the Small Business Development Center, JobsOhio and the Regional Growth Partnership, Heritage Ohio, the Ohio Development Services Agency and others; 3 P age

4 Organization Organizational Planning - In conjunction with the Board, prepares, implements, administers and updates short term and long-range, strategic economic, community, and downtown development planning; Staff - Provides day-to-day leadership, management, and oversight of fourperson staff and delegates appropriate authority and assumes accountability for the actions of staff; works effectively with outside contractors; Funding and Membership - Works with the Board and appropriate committees of SIEDC to maintain and strengthen relationships with existing members and funding sources, recruit new members, identify and pursue additional sources of revenue and investment for SIEDC, and maintain and continually evaluate existing service contracts; Meetings and Committees - With and through staff coordinates, staffs, and facilitates all meetings of the board, members, and committees; is responsible for committee development and management; Budget - Prepares, presents and administers the estimated $400,000 budget in accordance with program goals and objectives; Legal - Executes any deeds, mortgages, bonds, contracts, or other instruments which SIEDC s Board of Trustees have authorized to be executed; Other - Performs other duties as assigned or directed by SIEDC s Executive Committee or Board of Trustees. 2. Skills and Abilities The President and CEO shall possess the knowledge, skills and abilities to: Collaboration - Be a team player and work cooperatively and effectively with a diverse group of stakeholders to include, among others, the Board of Trustees and SIEDC Members; public officials such as the Mayor, Tiffin City Council, City staff, the Seneca County Commissioners, county elected officials, and staff; Seneca Regional Chamber of Commerce and Visitors Services and the general public; Metrics Effectively develop, implement and track inputs, outputs, outcomes of economic, community, and downtown programs, projects, and initiatives, with a particular focus on number of projects, investment, jobs created and retained, and economic impact using current methods and techniques; Communication - Effectively relate to and communicate with the various public and private organizations associated with community economic, community, and downtown development and community betterment; Incentives - Utilize knowledge and experience in business trade, taxation and financial inducements; governmental affairs and public relations to facilitate economic, community, and downtown development activities and growth; 4 P age

5 Research - Maintain accurate and up-to-date demographic and other pertinent information on Tiffin and Seneca County to be made available both on SIEDC website and to potential economic, community, and downtown development prospects; Properties - Implement systems allowing developers, brokers or potential prospects to easily identify land, buildings, and commercial lease availabilities in the area; Online - Maintain an up-to-date online presence with all pertinent information for potential investors, developers, brokers or potential prospects; Problem Solving - Identify and develop resources to address issues raised by existing companies and potential prospects; Updates and Reports - Provide regular updates and reports to key stakeholders and represent SIEDC on economic, community, and downtown development matters at City Council and Commissioner Meetings, and other events and meetings as appropriate and/or as needed or as directed by SIEDC s Board of Trustees; Negotiation - Negotiate informal agreements with corporate officials, owners, architects, contractors, developers and others; Facilitation - Serve as liaison between staff of various governmental entities and potential developers to coordinate interactions, ensure equity, avoid delays and facilitate development; Compliance - Be knowledgeable in and ensure compliance with all laws, rules and regulations governing SIEDC and its operation; Technology - Utilize current technology to include websites, blogs and social media to enhance the image, communications efforts, and overall effectiveness of SIEDC and its development efforts. 3. Requirements The President and CEO of SIEDC will have the following qualifications and characteristics: Temperament - Is self-motivated and a results-oriented individual able to work with the Board of Directors and a diverse group of key stakeholders; Image - Presents a positive and professional image of SIEDC and the area; Communication - Possesses excellent verbal and written communication skills to be used with the staff, Board of Trustees, citizens and media, as well as good listening skills; Foresight - Is able to anticipate potential issues, identify alternative courses of action, and prepare proactive recommendations; Professional Development - Maintains professional affiliations to enhance professional growth and remain current with the latest trends, techniques and technologies for economic, community, and downtown development; 5 P age

6 Experience - Has five (5) years responsible experience in economic, community, and downtown development, with a minimum of two (2) years of administrative and management experience; Education - Has an equivalent to a Bachelor s degree in Economic, community, and downtown development, Business, Public Relations, or a related field from an accredited college or university; Master s degree in related field preferred; Training Has completed the Basic Economic Development Course; additional Economic Development Institute and/or International Economic Development Council training preferred; Certification - Certification as a Certified Economic Developer (CEcD) preferred; Driver s License - Possesses an appropriate, valid Ohio driver s license. Exempt Position - This is an exempt position that will require the need to work beyond what is considered a standard work day/week. This position will also require after hours work to successfully implement programs, meet prospects and conduct SIEDC business and will sometimes require travel both in and out of the boundaries of the SIEDC; Residence - Resides in or is willing to relocate to Seneca County, Ohio. 4. Salary and Benefits The President and CEO will receive a salary and benefits package with the following parameters: Base Salary - Hiring range is $90,000-$100,000, DOQ; Performance Bonus - the SIEDC Board of Trustees may award a performance bonus equal to up to ten percent of base salary; Holidays - Ten paid scheduled holidays per calendar year; Paid Time Off - Paid time off (PTO) according to the following schedule: up to one year of service, ten paid days off; one to five years, fifteen days; six to ten years, twenty days; eleven plus years, twenty-five days; Memberships - The SIEDC Board of Trustees will, within budget constraints, pay for memberships in certain civic organizations, professional associations, and recreational activities when those memberships contribute to the professional growth of the employees or the memberships promote SIEDC in the community; Seminars and Conferences - SIEDC will pay for training and travel expenses to attend selected trade association meetings, seminars and conferences; Car (Mileage) - SIEDC will reimburse for business mileage at the current Federal Government rate or provide for an automobile lease not to exceed $500 per month; Cell Phone - SIEDC will reimburse for cell phone use by the employee or provide a cell phone; Life Insurance - $50,000 term life insurance plan paid for employee; 6 P age

7 Retirement - After two years of service, SIEDC will provide matching funds at the rate of 50% of the first 3% of employee salary based contributions per year to a SIMPLE IRA plan; Health Insurance - The employee is responsible for obtaining their own health, dental, and vision insurance.
