2 Chief Executive Officer Te Rūnanga o Ngāi WHO ARE WE? - KO WAI MĀTOU? WHO ARE YOUR TEAM? - TŌ KAPA Established in 1996, Te Rūnanga o Ngāi is the organisation that services the tribe's statutory rights and ensures that the benefits of the Settlement grow for the future generations. Everything we do is to build a stronger economic, social and cultural base for Ngāi people. Throughout the South Island there are 18 local rūnanga (local councils). An elected representative from each rūnanga makes up Te Rūnanga o Ngāi the tribal council that oversees the tribe's activities. Through this tribal council structure Te Rūnanga o Ngāi is accountable to the tribal members. Te Rūnanga o Ngāi has three key roles: Support Te Rūnanga o Ngāi especially in terms of policy and strategy development; Support and assist the members Papatipu Rūnanga; Provide benefits for both the present and future members of Ngāi Whānui. 4 WHAT IS THE PRIMARY FOCUS OF THIS ROLE? - TE AROTAHI MATUA The Shared Services Group is responsible for the day-to-day provision of several shared services across Te Rūnanga o Ngāi group including business information, finance, business support, planning and support and secretariat. The Shared Services Group is required to provide operational support services to ensure Te Rūnanga o Ngāi operates efficiently and effectively, as well as design and deliver the appropriate process and general implementation of duties associated with each of these functions. In addition, the Group General Manager Shared Services position is a dual role encompassing leading Finance planning, support series and associated functions for the Office of Te Rūnanga o Ngāi along with strategic leadership of several key shared services in Te Rūnanga group. The two key elements of this position are: 1. Financial leadership, planning processes, reporting, risk management, audit, business effectiveness, administration and other such functions for and aligned to the needs of the Office; and 2. Strategic leadership of the Business Information Services (BIS) and transactional finance to ensure these functions meet the requirements of all internal customers within Te Rūnanga o Ngāi group and with Papatipu Rūnanga where appropriate. Key Accountabilities - Ngā Kawenga matua Strategic Development and Business Planning Financial and Risk Management Leadership Contribute as part of the management team to the statement of corporate intent, annual planning and budgeting procedures, reviewing all operational plans and providing advice and recommendations. Contribute as part of the management team to setting and implementing strategic direction for the Office of Te Rūnanga o Ngāi and to the broader strategies set by the Te Rūnanga Group. Ensure that strategies, priorities and operational plans are aligned with and serve to implement the objectives of Te Rūnanga o Ngāi and Te Rūnanga Group. Provide Finance and Corporate reporting and monitoring including the preparation of the (Te Rūnanga) annual financial statements including overseeing audits. Lead audit and risk management processes and engagement with the Te Rūnanga Audit & Risk Committee. Provide financial management, business effectiveness and efficiency expertise. Provide Investment advice. Lead tax compliance, corporate insurance requirements and strategic planning for those entities which fall outside the NTHC Group but within the Te Rūnanga Group. 5 Shared Services Function Lead Office Support services in reception, administration, secretariat, security and accommodation. Lead Business Information Services and transactional Finance functions. Ensure expectations and service level agreements with internal customer are met. Provide good governance, service level agreements and transparent reporting. Advises and supports the CEO on matters relating to the operation of the Te Rūnanga Group Shared Service. To establish a service culture, supported by appropriate policies and procedures to ensure all stakeholders receive quality service. To seek to minimise operating costs via minimising waste, maximising economies of scale and fully leveraging opportunities for value add activities within the Te Rūnanga Group. To provide oversight and proactive management of relationships with third party providers to ensure maximum value and the highest standards of Shared Services are provided. Relationship Management To regularly interface with Management throughout the Te Rūnanga Group to review, assess and monitor the quality of Shared Services. This extends to proactively exploring mechanisms for enhanced Shared Services, efficiency and cost reduction. To maintain a strategic interface with key external providers building strong mutually rewarding partnerships. This extends to ensuring the existence of appropriate contractual documents, relationship charters etc. To lead Te Rūnanga Group wide procurement activities on behalf of the Te Rūnanga Group ensuring involvement of the respective entities within the Te Rūnanga Group as appropriate and management of key service suppliers. Health & Safety To participate in ensuring the consistent implementation of the Te Rūnanga Group s Health & Safety strategy, by ensuring the work environment is safe for staff and the public, and effective mechanisms are in place and adhered to, which monitor Health & Safety compliance. To oversee the ACC Work Safety Management Program process on a biannual basis to effect maximum savings on employer ACC levies. Operational Leadership Operational Effectiveness Proactively develop the professional and technical capability of direct reports. To be responsible for the performance of the Direct Reports (and any other persons who report to this position) and ensure they carry out their roles to the standard required by the Chief Executive Officer. To act as a role model to managers and staff communicating to gain acceptance of the Te Rūnanga Group s vision, goals and organisational values and giving effect to the Code of Conduct. To support, encourage and participate in the implementation of post-completion reviews of major projects, programmes and initiatives. Supported by the Communications and the Strategy and Influence teams, where requested represent the Te Rūnanga Group to the media and relevant external organisations on issues within his/her scope of control. In conjunction with the management team: ensure that appropriate operational policies are developed, implemented and monitored. Page 5 of 7

6 Additional Duties as Required ensure that financial, capital and human resources are managed in accordance with Te Rūnanga Group s policies and procedures ensure the consistent implementation of strategies and initiatives designed to enhance the capability of managers, staff and stakeholders. ensure performance management processes are regularly completed and that development plans are in place for all staff. ensure appropriate risk management processes and policies are in place and operational. ensure that the workplace is a safe environment through training, planning and ACC management. Any other duties of a similar type required by the Te Rūnanga Group. Experience - Ngā Pukenga Demonstrated leadership ability in complex and politically sensitive environments and knowledge of contemporary management and leadership practice. Extensive strategic finance skill, inclusive of a level of commercial acumen and monitoring skill, to provide sound advice regarding current performance and future investment opportunities. Working knowledge of contemporary governance practice. Experience at general management or equivalent level in a large organisation in a role requiring high level judgement, communication and relationship management skills. Previous experience in the establishment and proactive management of shared services functions and the development of client centric policy and procedure. Expertise in information gathering, analysing and development of financial recommendations. Experience in team leadership and people management specifically regarding cross functional/ multidisciplinary teams. Knowledge of Ngāi tribal structures, relationships and processes. Knowledge of te reo and tikanga necessary to discharge the function of the role. An ability to work with Ngāi whānau, hapū and iwi. Awareness of and affinity for the needs and aspirations of Ngāi Whānui. Qualifications - Ngā Tohu Mātauranga Relevant undergraduate/post graduate qualifications. Membership of the NZ Institute of Chartered Accountants would be considered advantageous. Page 6 of 7

This document will be supported by the development of a performance agreement which will be drafted by the incumbent in association with their Manager to provide clear goals and objectives, against which individual performance will be managed.
