18 IT Employee to Manager Ratios to be slashed in IT CIO also says No More Layoffs! We ll get rid of contractors before employees! IT employee to manager ratios are significantly higher than any other are of the organizations. In some cases the ratio is 40:1. With an new strategy in place, we will target a 15:1 ratio by the end of next quarter. In a related announcement, the CIO also indicated a change in the contractor / employee mix. Currently, the resource pool is approximately 40% contractors to 60% employees. John Cimral indicates he would like the mix to be 20% contractors & 80% employees.
