2 Notes This is a draft framework, based on early thinking by UNDP and WRI Many ways to think about how to proceed with implementation There is no "right order for the steps of implementation Not all planning and implementation activities will pertain to all countries; depends on (I)NDC and national circumstances Mitigation concepts focus on (I)NDCs with economy-wide targets, but many steps the same for non-ghg targets or policies & actions Interested in countries feedback This will contribute to possible development of more detailed guidance (building on last year s guidance document Designing and Preparing INDCs and recent UNDP survey on support needs)
