Key strategic outcomes of this unit include providing customers, clients, and communities with access to information, ideas and works of the imagination; support for lifelong learning; enabling online access to the digital world; community engagement and participation; sustainable funding and service delivery; development of staff and organisational capacity. Engagement, information, knowledge, and content are core products and services of City Library and Community Services. The Planning and Performance Team provide support to the Unit in achieving its operational and strategic goals in an effective manner. This is achieved through the development and implementation of strategy; performance, systems, process analysis, and administration support. The Marketing and Communications Coordinator contributes to this team s effectiveness through the implementation of unit-wide marketing and communications plans, and provision of advice on marketing initiatives and measurement activities. Main Purpose The Marketing and Communications Coordinator plays a vital role in ensuring that the Library and Community Services Unit engages with the community as effectively as possible. This role ensures cohesion of the unit s marketing activities to enhance brand recognition, and uptake of products and services. This includes driving the implementation of the marketing and external communications plan, ensuring internal

2 communications channels keep staff up to date with critical information, and ensuring that the Unit s marketing and communications objectives and activities align with those of the Council. Key Activities and Deliverables - Implement internal and external communication plans that have been developed and approved by the Strategic Leadership Team. - Ensure that unit-wide marketing and communications processes and systems are effectively implemented across the unit, and alignment with the Council and City s communication plans is maintained. - Ensure the production of all marketing and communications material is consistent with the unit s policies, guidelines, processes and practices, and distributed in a timely manner. Work with a designer to develop templates and guidelines to enable staff to develop promotional materials. - Produce a range of internal and external publications to keep staff and the community informed as required. - Manage the coordination of the unit s social media activities including Facebook, Twitter, website, electronic newsletters, YouTube, Flickr and others. - Analyse the effectiveness of the unit s marketing activities and events; recommend ways to improve the effectiveness and efficiency of future programmes: Effectiveness of present branding, publications, and communications taking account of purpose, products and services, distribution avenues and networks, and service sustainability Promotion and event management activities - Provide marketing and communications advice to the Strategic Leadership Team as required. Gather, analyse and report on marketing intelligence as required. - In conjunction with the Planning and Performance Analyst develop an implementation and monitoring system to ensure that the marketing and communications plan achieves its outcomes in an effective and timely manner. Report on the progress of the plan to the Strategic Leadership team as required. - Contribute to defined back-up arrangements for support of other teams within the unit as required. Note this may include some weekend work. Please note: Key areas of responsibility are likely to develop and change over the course of an employee s tenure at Council as the employee grows in skills and competencies. These key tasks and areas of responsibility are not an exhaustive list, nor will they remain static. The annual Performance, Planning and Evaluation (PPE) will supersede this job description. Key Relationships Internal: - Strategic Communications Manager, Palmerston North City Council - Strategic Leadership Team - Organisational Leadership Team - Individual staff responsible for specific communications activities External: - Communities - Users of the unit s products and services - External agencies and cultural institutions from time to time Typical knowledge, skills, and attributes: Knowledge (qualifications and experience) - A tertiary Communications or Marketing Qualification, or similar complemented with experience in a marketing or communications role. - Experience negotiating agreements with others to achieve completion of defined activities to deadlines. - Experience working collaboratively with external parties to achieve a shared outcome or goal. - Knowledge and experience in managing a brand, and an understanding of brand theory and practice. - Membership to recognised Communications and Marketing best practice organisations or interest groups is desirable. - Experience in managing projects is advantageous.

Remuneration - This role is graded at GP5 on the Council s remuneration system, i.e. between $49,540 (85%) and $58,282 (100%) depending on the Manager s assessment of the skills/experience of the jobholder and any other relevant factors (pro-rata based on part-time hours). - In addition, a benefit entitlement of 3% of base salary is available. Hours of Work - 20 hours per week worked between Monday to Friday. Some flexibility outside the usual hours and days of work will be required to assist with routine back-up activities for the Central Library. This may involve working on some weekend days.
