The Deputy Director - Water Administration serves as a deputy department head and will direct, plan, manage, review, administer and supervise the budgetary and financial operations, departmental communications, and other assigned administrative functional areas of the Water Department. The Ideal Candidate: Has big picture perspective of finance and budget issues Citywide as it relates to the Department's goals and initiatives Able to draw from previous management and administrative experience to analyze administrative and management problems, systems and budgets, draw logical conclusions, recommend and implement policy and procedural changes Has knowledge and understanding of enterprise funding, rate setting process, demand fee analysis, and financing methodologies and implementation Can present and explain complex financial data and concepts to a variety of audiences Able to make strategic recommendations to the Director, Board of Public Utilities and the City Council on budget and financial matters that will protect and ensure the financial stability of the various enterprise funds Understands the laws, rules and regulations relating to financial management of utility enterprise funds EXAMPLES OF DUTIES AND RESPONSIBILITIES: Essential Duties: The following duties are considered essential for this job classification. Assist in the development and implementation of Water Department goals, objectives and performance measures; develop, implement and monitor long-term plans; and recommend and administer policies and procedures for assigned programs; Manage and participate in cost of service and rate analyses for potable and recycled water and wastewater; Make recommendations and presentations to the Board of Public Utilities and City Council; Assume management responsibility for assigned services and activities of the Water

2 Department; Coordinate administrative and public relations activities within the department and with other City departments and outside agencies; Negotiate and resolve sensitive and controversial issues; Coordinate the development, preparation and administration of the annual budget for the Water Department, including department-specific enterprise funds such as water and wastewater; manage budgetary control systems; calculate cost distribution and provide financial forecasting and planning; Track the adopted budget and prepare periodic budget reviews for submission to the divisions, Director, the City Finance Department and City Manager's Office, the Board of Public Utilities and the City Council; Oversee and review major financial transactions and monitor expenditures of Water funds; Participate in the development, administration, and oversight of division budgets; Act as primary liaison between Utility Billing in the Finance Department and the Water Department; Coordinate or assist in coordinating interactions with City administrative functions; Provide support and assistance in the development of general procedures for the administration and management of activities associated with the collection, treatment, and distribution of water and wastewater; Accomplish special projects as assigned by the Water Director; Select, train, motivate, supervise and evaluate assigned staff; provide or coordinate staff training; work with employees on performance issues; respond to staff questions and concerns; and make discipline recommendations to the Director; Oversee Water's use of various funding sources such as revenue bonds, State Revolving Loans, WRDA appropriations, grants, and other state or federal funding avenues; coordinate the department's participation in and preparation for water or wastewater revenue bonds; and other financing for Capital Projects; Assist in the preparation of agendas and agenda items for the Board of Public Utilities and the City Council; Provide assistance to the Water division managers on administrative, management, policy and financial matters; Monitor changes in laws, regulations, and technology pertaining to water and wastewater utilities administration and City or departmental operations; implement policy and procedural changes as required; Provide staff support for the Board of Public Utilities Budget Subcommittee, the Board of Public Utilities, and the Technical Advisory Committee; Review and update administrative procedures for department programs; monitor and evaluate the efficiency and effectiveness of service delivery methods, and identify opportunities for improvement and direct the implementation of changes. *To view the complete Deputy Director - Water Administration job description, please click HERE REQUIRED QUALIFICATIONS: Knowledge of: Principles and practices of effective supervision; principles and practices of public administration and personnel management; principles and practices of budgetary, financial planning and management, rate setting, utility billing finance, economics and public administration organization; municipal finance and budget systems; management and administrative methods, techniques, and contemporary issues; applicable federal, state, and local laws, rules and regulations pertaining to the operation of municipal water and wastewater utilities. Ability to: Analyze administrative and management problems and to make, recommend, and implement policy and procedural changes; effectively plan, direct, supervise and coordinate the administrative activities and work of the department; interpret governmental laws and regulations and develop working policies and procedures to comply with them; understand the technical workings of the water and wastewater utility, and communicate the work of the department to the general public and other City departments in non-technical terms; communicate clearly and concisely orally and in writing with other City departments, government agencies, and the public served by the Water Department; make effective public presentations; make decisions in accordance with proper interpretation of laws, regulations, and policies; train, supervise and evaluate assigned staff; coordinate all departmental financial planning; provide effective financial support to management staff; monitor implementation of budget and day-to-day financial activities

3 of the department and three Water enterprise funds. Experience and Education: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Sufficient years of increasingly responsible management and/or administrative experience in a local government or equivalent organization to demonstrate possession of the above knowledge and abilities, including considerable supervisory experience; administrative or management experience in a water or wastewater utility is highly desirable; Education: Equivalent to a Bachelor's degree from an accredited college or university with major course work in Public Administration, Business Administration, Finance or a closely related field. Sufficient progressive work experience in finance administration and fiscal analysis in a municipal water or wastewater utility, or related area may substitute for up to four years of education on a year-for-year basis. A Master's Degree in Public Administration, Business Administration, or related field is highly desirable. License: This classification requires the ability to perform work at various locations. Individuals must be physically capable of operating a motor vehicle safely and possess a valid, Class C, California Drivers License, or be able to demonstrate the ability to travel on scheduled or unscheduled visits to various City facilities or work locations which may or may not be reachable by public transportation. ADDITIONAL INFORMATION: Working Conditions: The Deputy Director - Water Administration work primarily in an indoor office environment. While performing work, the incumbent makes repetitive arm/hand movements to enter data and information into a computer using a keyboard, often sitting for extended periods of time. The incumbent displays financial and other information graphically by developing charts and graphs on a computer, and interprets graphically presented information, when explaining financial or other information to others, the incumbent makes oral presentations to groups of people. The Department Santa Rosa Water's mission is protecting public health by sustaining water resources, infrastructure, and the environment. Santa Rosa Water delivers approximately six billion gallons of drinking water, each year, to over 53,000 customer accounts, and maintains the sanitary sewer system for over 49,000 customer accounts in Santa Rosa, serving a population of 173,000. These systems include roughly 1,200 miles of water and sewer pipelines. The department protects public health and the environment by providing a safe and reliable water supply, wastewater collection and treatment, beneficial reuse of recycled water and biosolids, and storm water management. The department has a $122 million annual operating budget and a $22 million capital improvement budget. The City The City of Santa Rosa is located just 55 miles north of San Francisco and 30 miles east of the Pacific Ocean with a population of approximately 170,000. Santa Rosa is the seat of Sonoma County and the center of trade, government, commerce and medical facilities for the North Bay. The surrounding area is home to over a hundred wineries and vineyards, many beautiful parks and recreational facilities, including 16 golf courses, and the spectacular Northern California coastline. Santa Rosa is in the center of a nationally recognized cycling area. It boasts many attractions associated with large cities, including a symphony, performing arts center, theater productions and internationally-recognized restaurants, yet still retains the warmth and small town feel of decades past. Santa Rosa has been named one of the 50 greenest cities in the United States with one of the top five mid-sized downtowns in California.
