Strategy execution is also a fundamental part of the day-to-day operations within the City of Southlake. In 2005, the City Council worked closely with staff to develop a Strategic Management System (SMS) based on the Balanced Scorecard framework. The SMS aligns decision-making and resource allocation with City Council and citizen priorities. It includes components such as vision, mission, values, perspectives, focus areas, corporate objectives, strategy maps, implementation plans, and performance measures. In addition, each department has its own Strategy Map built around the department s core services and develops a departmental business plan each year. Departments also have performance scorecards that provide a way to assess the quality of the work being performed. Attention is given to what needs to be done, but performance is also about how things are done. To guide this, the Southlake Way and the City s core values define the expectations. The City s values are Integrity, Innovation, Accountability, Commitment to Excellence, and Teamwork. The City has approximately 400 employees and a total budget just over $100 million with a tax rate of.447 per $100 of valuation. The City has a structurally balanced budget and holds AAA bond ratings from Standard and Poor s and Fitch IBCA.

4 Community Services Department The Community Services Department is led by Director Chris Tribble, and includes Community Services Administration, Parks, Recreation, Community Relations, The Marq Southlake and the relationship management of various community partnerships. Two Deputy Directors lead the strategic and operation management of the many divisions that make up the department. The FY 2019 general fund budget for Community Services is $5,962,023. Below are the descriptions of the core service areas within this department. The Marq Southlake is a multipurpose, community center comprised of Legends Hall and Champions Club. Open since 2015, Legends Hall was built to the highest standards for which Southlake is known. Beautifully designed, Legends Hall is a premier activity and event venue within the Dallas-Fort Worth Metroplex. The property features 23,000 square feet of meeting and function space and is perfect for wedding, corporate events, conferences, trade shows, and much more. Legends Hall also includes the Senior Activity Center which offers members a variety of opportunities to socialize with friends and keep the mind, body and spirit engaged in meaningful pursuits. The department is gearing up to open Champions Club, a state-of-the art fitness and aquatic facility in December of With 82,000 square feet of high end amenities, Champions Club offers endless opportunities for fitness and fun. Featuring spaces for strength and cardio training, a two court gymnasium, indoor/outdoor turf areas, indoor aquatics center, walk/ jog track, and indoor playground, Champions Club has something for everyone in the family. The facility will grow the department head count to 58 full-time employees and 160 part-time employees. The Parks Division - is recognized for its award-winning parks, manicured landscapes and preserved open spaces. Our facilities and beautiful scenery provide patrons with opportunities for growth and personal enjoyment. It s the goal of the Southlake Parks Division to not only meet, but exceed expectations and continue with our sterling image as one of DFW s most park-friendly cities. The Southlake parks system offers visitors a combination of developed parks and open space, miles of trails, outstanding athletic fields, a tennis center, nature center and beautiful ponds, pavilions and facilities. Community Relations - is all about enriching the quality of life for those who live, work and play in Southlake. There is something for everyone in the family to enjoy and participate in! 5 About the Position The Deputy Director of Community Services reports directly to the Director of Community Services The purpose of this position is to assist in the planning, direction, oversight and management of the Community Services Department. This is accomplished by providing highly responsible and complex executive level support to the Director of Community Services in managing the needs of Southlake citizens as it relates to Parks, Recreation, Senior, Library, and Community programs and services. Ideal Candidate The ideal candidate will be a sophisticated, dynamic, self-confident, motivated, approachable, and proactive leader with a passion for finance, accounting and people management. The candidate should have a proven track record for making things happen with illustrated tangible wins for his or her organization. 6 Education & Experience A Bachelor s degree in Public Administration, Parks and Recreation Management, Business Administration, Library and Information Studies, Kinesiology or similar field is required. A Master s degree in Public Administration, Parks and Recreation Management, or Business Administration is desired. Five (5) years of municipal and/or private sector experience in parks and recreation, leisure and community services, parks development, library services, and/or related field is required with three (3) years of highly responsible management experience. Previous experience in a municipal organization is preferred. Compensation & Benefits Application Process The starting salary for the new Deputy Director of Community Services will be market competitive depending upon the experience and qualifications of the successful candidate. 7 TUITION REIMBURSEMENT DENTAL INSURANCE FLEXIBLE SPENDING ACCOUNT BENEFIT SUMMARY FOR FULL-TIME EMPLOYEES The City reimburses full-time employees 100% of the local average of state tuition, laboratory, and registration fees and 50% of required textbooks. Employees must have been employed for 12 or more months and commit to two years of service. Additional restrictions apply, please refer to the policy for details. The City awards longevity pay to full-time employees who have been employed with the City for 12 consecutive months as of December 31 st. Employees with months of service LONGEVITY will receive $5 per month of service; employees with months of service will receive $6 PAY per month of service; and employees with 180 or more months of service will receive $7 per month of service. Longevity pay is paid once per year, generally in November and is capped at $2,100. Longevity pay is subject to City Council approval and funding within the budget. HEALTHCARE ADVISOR Full-time employees are provided group health insurance coverage through Aetna. New employees are eligible for health insurance on the first of the month following their hire date. The City offers four different plan options, allowing employees to choose the plan that is most suitable for their unique situation. 8 AD&D LIFE LTD INSURANCE Full-time employees are provided, at no cost, group term life insurance and accidental death & dismemberment insurance equal to one times their annual salary up to $50,000 through Unum. Supplemental voluntary life insurance is also available to employees through Unum at a cost. TMRS also provides one times their annual salary in life insurance to regular full-time employees. Full-time employees are provided, at no cost, long-term disability insurance. LTD is provided by Unum and pays 60% of an employee s monthly earnings (up to $5,000 per month) after a 90-day waiting period if they become disabled and are no longer able to perform the functions of their job. Full-time employees are eligible to accrue vacation leave. Employees are not eligible to take vacation leave until they have been employed for six months. Unused leave balances will carry over to the next year up to a maximum accrual of 240 hours (360 for fire shift personnel). Employees may be paid for unused vacation balance upon termination after twelve months of employment. RETIREMENT PLAN & DEFERRED COMPENSATION Non-exempt employees may elect to accrue up to 48 hours of comp time off in lieu of overtime pay. Supervisor approval is required. Comp time is accrued at a rate of one and a half (1-1/2) hours for each hour of overtime worked. HOLIDAY PAY All full-time, regular employees are required to participate in TMRS (Texas Municipal Retirement System). Employees contribute 7% of their gross pay, which is matched 2:1 by the City. After five (5) years of participation in TMRS, an employee is fully vested. Employees may retire once vested at age 60 or after 20 years of service at any age. Full-time employees can save additional money for retirement through a 457 deferred compensation plan. Employees can choose to voluntarily defer monies through Nationwide or ICMA Retirement Corporation. Contact Human Resources for more information. Sworn Police and Fire personnel within DPS may be eligible for certification pay of the following amounts: Intermediate Certification: $60 per month; Advanced Certification: $100 per month; Master s Certification: $125 per month. This is accomplished by providing highly responsible and complex executive level support to the Director of Community Services in managing the needs of Southlake citizens as it relates to Parks, Recreation, Senior and Community programs and services. MINIMUM QUALIFICATIONS: Formal Education: Work requires specialized knowledge in a professional or technical field. Work requires professional level of knowledge of a discipline equivalent to that which is acquired in a Bachelor s degree-level of study. A Bachelor s degree in Public Administration, Parks and Recreation Management, Business Administration, Kinesiology or similar field is required. A Master s degree in Public Administration, Parks and Recreation Management, or Business Administration is preferred. Experience: Three (3) years of highly responsible management experience is required. Five (5) years of municipal and/or private sector experience in parks and recreation, leisure and community services, parks development and/or related field is required. Supervision: Work requires managing and monitoring work performance by directing subordinate division managers, supervisors or administrators, including making final decisions on hiring and disciplinary actions, evaluating program/work objectives and effectiveness, and realigning work and staffing assignments as needed. Human Collaboration Skills: Recommendations regarding policy development and implementation are made and/or recommended. Evaluates customer satisfaction, develops cooperative associations, and utilizes resources to continuously improve customer satisfaction.
