2 PACTS Planning Committee June 6, :00 a.m. In attendance: Art Handman, Patrick Adams, Alex Jaegerman, Jay Chace, Bruce Hyman, Kara Wooldrick, Chris Mann, Theo Holtwijk, Maureen O Meara, Greg Tansley, Megan McLaughlin, Carla Nixon, Tex Haeuser, David Galbraith. Staff: Sara Zografos, Jessa Berna, Stephanie Carver 1. Call to order. Alex Jaegerman called the meeting to order at 9:00am 2. Public Comment. There was no public comment. 3. Election of Vice-Chair. Art Handman nominated Jay Chace as vice-chair. All voted in favor. 4. PACTS Update. Sara Zografos gave an update about recent staffing and administrative changes. PACTS and GPCOG are now formally integrated. This will help break down silos and make sharing staff more seamless. PACTS is the federally designated MPO, and that is not changing. The GPCOG and PACTS executive committees agreed to integration last year. 5. Planning Committee Roles and Goals. a. Facilitated discussion. Sara Zografos led a discussion about the future direction and responsibilities of this committee. Major topics discussed including: Proving impact and feedback in the TIP process and Procedures Being at the table for funding decisions and high-level policy goals Being a part of project implementation Sharing best practices and a broader community of planners Being a part of developing required performance measures Development, monitoring, and implementation of Destination 2040 and other long-range plans. More involvement in planning studies in the current UPWP. Having a role in the MPI program Having a dedicated funding stream for pilot projects Post evaluation of studies and capital projects Better connection between planning and transit, and more involvement in large transit projects and planning. Track and monitor the status and implementation of past planning projects. The committee also expressed a desire to meet regularly and have more of an opportunity to give meaningful input earlier in the process before decisions are made. The committee would like more clarity about how decisions are made, including an organizational structure, a list of funding streams, and a clear mission and role for each committee. b. Next steps. Staff will work with Planning Committee leadership to develop a list of recommended next steps, as well as a proposed meeting schedule.

4 PACTS Planning Committee Mission and Responsibilities -- DRAFT Mission Statement The PACTS Planning Committee is advisory to the Policy Committee and is responsible for tracking the implementation of the region s long-range transportation plan. The committee will focus on advising the Policy Committee about current and future planning and capital projects to help achieve PACTS longrange planning goals. Committee Responsibilities 1. Long-range planning implementation: Track progress and measure progress/effectiveness. Destination Regional long-range plans (Active Transportation Plan/Moving Southern Maine Forward) PACTS funded planning projects. 2. Current/ongoing planning projects: Provide ongoing input and recommendations to help advance long-range planning priorities. 3. Future planning and capital projects. Long-Range Regional Transportation Plan. Participate in updating the plan every five years. UPWP. Develop and scope new project recommendations. Capital funding. Provide funding recommendations on proposed TIP projects to the Policy Committee. Next Steps Short Term 1. Long-range planning implementation: Destination 2040 recommendations matrix for tracking. Provide input on Moving Southern Maine Forward implementation. 2. Current/ongoing planning projects: Committee appointment to TIP sub-committee. Provide input on ongoing PACTS funding planning projects. Provide input on Active Transportation Plan. Long Term 1. Long-range planning implementation: Develop a process for tracking long-range planning. 2. Current/ongoing planning projects: Formalize involvement in ongoing PACTS funded planning projects. 3. Future planning and capital projects: Oversee updating the Long-Range Regional Transportation Plan every five years. Develop and scope new projects for the next UPWP. Provide funding recommendations to the Policy Committee.

5 PACTS Portland Area Comprehensive Transportation System Destination 2040 CALL FOR NOMINATIONS Transit Supportive Land Use Planning A New Project of PACTS July 18, 2018 PACTS is seeking nominations for possible site locations to develop Transit-Oriented Development (TOD) concept plans. The current PACTS workplan funds the creation of concept plans for one or two sites in the region. Concept plans will center around an existing or proposed transit stop and will demonstrate the types of development, infrastructure connections, and improvements around bus, ferry or train stops that would increase public transportation ridership, improve mobility, and support community character and quality of life. The plans will serve as a resource for PACTS, transit agencies, and municipalities for future planning and development efforts, including rezoning, public and private infrastructure SAMPLE TOD CONCEPT PLAN investments, and transit stop improvements. The project will be led by regional planning staff in a collaboration with the transit agency or agencies serving the site and municipal staff. The host municipality and participating transit agencies must commit to providing background information to regional planning staff, reviewing and providing feedback on a draft concept plan, and promoting and participating in a community engagement meeting. PACTS will work with the Transit Committee to select one or two sites this fall. Selection priority will be given to locations where better integration of transit and land use will increase access to jobs, improve connections between pedestrians, bicyclists, motorists, and transit, and support increased density of residential and/or commercial uses. Nominations are due August 20, 2018 by 4 p.m. Please submit the attached nomination form to Jessa Berna at jberna@gpcog.org.

Contact information: Include your name and affiliation, as well as an and direct phone number. 2. Location of proposed site: Include a map or description of the proposed geography and a brief overview of the site s existing land uses and transit service. 3. Describe the potential for transit-oriented development at this site: Please limit comments to no more than a half-page. Discuss the need and opportunity for creating a vision for the area with increased density and mixed-use development, and improved intermodal connectivity, mobility, and access to jobs. 4. Has the site previously been identified as an opportunity for transit-oriented development? Include any previous planning efforts (including visioning, long-range planning, and public engagement), regulatory changes, and/or public investments in the area. 5. Documentation of affirmative commitment to support this project: Please include a brief letter of support from the host municipality s chief administrative officer and the relevant transit agency lead.
