3 Tips and Tricks to Remember The following are some things to keep in mind when budgeting these are likely also to show up as RAPS Tips that are ed periodically throughout the budget cycle. It may be a good idea to print out this list to keep handy while you are working on your budget. It could save some time, frustration and calls to the help desk! 1. When in doubt, start by clicking the Refresh Button! This button not only saves your work, but it refreshed the screen and recalculates the data on the page. You will always know you have the right line items, subtotals and information when you have used the refresh button. 2. Do not use your browser back button to go from template to template. We have built buttons in the system to make sure you get to the right place or you can click on the tab for each template that is open since they stay open until you close them. 3. Select your dropdown menu items as the first thing you do on the template and IN ORDER that means from the top to the bottom and from left to right. The dropdowns are built to filter the lower level or the next set of dropdowns. They work the best when you use them in order. And don t forget to refresh after you have selected all dropdowns. 4. On the New Jobs template you will have to save after you select from the Primary/Secondary, Start Month and Academic Yr Pay Start dropdowns. So if you have a number of new jobs to add, select those first in each column and then you should be able to tab, arrow, enter or use your mouse to go from cell to cell and enter most of the other data. 5. On the Sourcing template for New Jobs, you must select $ or FTE from the blue box in the $/FTE Change column. We cannot default the selection like we do for Existing Jobs. This is the only blue dropdown box on the template. 6. When entering the Target Department on the Sourcing template, you can START typing in the department number, but use the dropdown to actually select the department. This will ultimately save time in keeping you from having to refresh so that you get the correct list of department-funds. 7. To add dollars for New Jobs or Aggregates, you MUST put data on the New Jobs or Aggregates template FIRST. You cannot just enter data on the Sourcing template to add dollars. Also remember if you delete the data you entered for a New Job or Aggregate on those templates YOU MUST ALSO delete the associated sourcing on the Sourcing template. If you leave the sourcing this will cause errors in your budget. 8. When you exclude from budget an Existing Job, you should also delete the sourcing on the Sourcing template. If you leave the sourcing this will cause errors in your budget. 9. Be aware that when you change sourcing from gifts or endowments to 93 carryforwards, that you must also change the LC-SC-OB selected for the sourcing. This is another reminder to always select the dropdowns in order. 10. Departments are listed in the dropdowns on all templates from Existing Jobs through Sourcing ONLY if they have appointed employees. Additional departments will be available on applicable templates that show sourcing data - Source Approvals, Sourcing Status, Sourcing Detail. 4 Budgeting and Planning Menu The first menu you will encounter will allow you to choose where you want to go you can start with Compensation Budgeting or go into Revenue & Expense. The menu will look something like this: Each respective button will give you the access to only the data and area which are available to you based on your security. For example, Medical School personnel will have access to the Medical School model or perhaps to PRB, but you will not be able to access anything in the Danforth Schools model. 5 Compensation Budgeting Menu When you click on the Compensation Budgeting button, you will see the following menu: Each area has been highlighted with a different color rectangle. In the green area you have the main part of the menu buttons to get to the main templates within the Compensation Budgeting Model. That means that you can go from this screen to exactly where you want to go in the model. This is most helpful when you are in the middle of the budget and have to go to one place to make a change or verify something. With this menu and the buttons linking directly to templates you do not have to sort through every template to get where you want to go. The buttons have a brief description of what each template offers and why you would use it. Not everyone will need to access all templates, but they are available to all users. 6 The orange area is a quick link that all users should be familiar with the link to the RAPS website. This link allows you to access security forms, training materials, a frequently asked question (FAQ) section and other useful information. The purple area is basically a set of functions that you may need or data that you may want to access, but are not needed constantly throughout the process. Fringe Assumptions gives the list of the fringes that are being used for calculations in the model PRB Summary (Med School ONLY) this report provides totals by initiatives which will be imported into the Revenue & Expense model. Add Dept-Funds - the process by which you can add department-fund combinations for sourcing that do not currently exist in the model. This function would be used for new funds or for funds that have not had compensation dollars in the past but are now going to be used for sourcing RAPS Compensation Budgeting Model Overview December 2013 Page 6

7 Update Sourcing - this button is important for a couple of reasons not only is it how you get your updated sourcing dollars/data to reports so that you can have instant reporting, but it is also how you prepare the file that will update the compensation in the Revenue & Expense models. Because many of the reports and the Revenue & Expense model are financial based, clicking this button updates compensation reporting not only for your departments but for those with whom you have any cross sourcing. Much like the refresh button, this Update Sourcing button will likely get used a lot, although the important times to use this button are as follows: After you ve completed sourcing for each Job Group (existing, new and aggregates), or each Job Role/Type (Academic Prime, Staff Prime, Post Doc, etc.). This does not need to be clicked after each change. If you need to make a change to just one person (or a couple of people) and want to see that change in your reports immediately, make the sourcing change and click the button to refresh report data. If you are unsure of the last time when you updated your sourcing. REMEMBER: This process will be run automatically each night as a part of overnight processing Lock CB Budget this is the last function you will use in the Compensation Budgeting model. It is how you will lock your budget and submit. After this is done, no further changes can be made. The red area offers links to the reports. These are similar to the reports that were available in the past, but now they can be run in real-time. Once you have updated the sourcing for your department, you can click on this menu and select the report you want run, choose your department and you ll get your data. This is one of the most exciting new features of the model. Reports will be covered later in separate reference materials. RAPS Compensation Budgeting Model Overview December 2013 Page 7

8 Existing Jobs The Existing Jobs template pulls in all employees that previously were on the Primary, Secondary and Other Jobs tabs. This is where you will start your budget by inputting the salary and FTE changes for each employee. RAPS Compensation Budgeting Model Overview December 2013 Page 8

9 This template offers many features that are used throughout the model. Let s go over each of the areas on the template, starting with the 3 dropdown boxes at the top left: This first dropdown box shows the department. The department list will be filtered to include only those departments to which you have access. There is also a Find feature available to search for your department. If you click on the double down arrow next to the department number you will get a popup with all departments to which you have access. Click on the binoculars and you can search for a department using either the 4 or 6 digit versions or you can type in part of the department name as well. 10 The next dropdown box allows you to select the job role or type. This includes Academic, Staff, Post Docs and Grads with Stipends. All four of these roles are broken down further into Primary and Secondary as well as by alphabet if needed for large departments to more effectively filter their employee list. The third dropdown box is necessary only for those large departments and this shows resources (employees) in groups of 20. Each screen view allows for 20 employees to be visible at a time. If you have a large department you will need to use this filter to change your selection of resources to get through the entire group. *NOTE: If you have an excessively large department, you may have to use a combination of the Job Role/Type and Resources dropdowns in order to view all of your employees. 11 Once you ve made the selections to show the department and employees you are going to budget, the next item is one of the most important the refresh button. This button will be used to save, to refresh the data on the screen and to perform calculations. You will be clicking on this button OFTEN. When in doubt, start by clicking the refresh button! You re now ready to begin budgeting. The data on the screen should look familiar the employees are across the columns and the job information is along the rows. You will be budgeting for the employee s JOB not their TOTAL. What this means is that you are entering/changing data for the job that is appointed into your department and not their total University appointment. To make it an easier transition, the sections have been flipped to show ***July Jobs*** first and then ***July Totals***, so you are still entering data in the first section. Again, the cell colors are the same (white cells are for entering data, gray are locked for calculations) and when you first key in data the color will be green. But there is no stage where the data turns to blue. Once you hit the REFRESH BUTTON, the data will turn black and be saved. Not only will the refresh button save your data but it will perform the calculations to update all of the subtotals for the employee. The Exclude from Budget function clears out all data on this screen when the Y for exclude is selected. There is no N in this dropdown, so if you change your mind and want to include the person again, just click on the Exclude from Budget line in the cell for the employee and hit the delete key. The originally loaded data will come back although you should still hit the refresh button. At this point let s reference the black buttons at the top of the template: Each of these buttons represents either another template that you can link to OR a report that you can run in the model. This is the set of buttons on the Existing Jobs template, and all of these buttons are links to other templates except for the Excluded Jobs button. That links to a report that will give you the list of those who have been selected as Exclude from Budget. Note the asterisk on a few of the template buttons. There is a note next to these buttons that says: *Click on the column under the resource name before selecting the Target Template button. This means that the other templates are set up to be used on an individual employee basis. So click on a cell (any cell at all RAPS Compensation Budgeting Model Overview December 2013 Page 11

12 except for the name) under the employee you want to review and then click on the template where you want to view or change data. This will pull up the information for that individual. On most templates you will have the same dropdown boxes as this template so you can select other employees. You do not have to come back to the Existing Jobs each time. There will be a different set of buttons at the top of each template. Some are specific to the template they are on those specific to Existing Jobs are the Excluded Jobs report, Primary History* and HR Info*. The last item of note on this template is the Applied Job Chg % section. This is new to mimic the functionality in the old models that was called break back. The only time that you should see a RAPS Compensation Budgeting Model Overview December 2013 Page 12

13 percentage that is different than what is in the Job Chg % is if you need to override the job salary. The Override Job Salary will mostly be used by those who prefer to round salaries up or down to the nearest hundred or thousand. New Jobs The New Jobs template should look very familiar. The main difference really is being able to select Academic, Staff, Post Doc or Grad with Stipend all from the same place. This template also includes the department dropdown, a job role dropdown and then similar to the resources dropdown a dropdown for slots. Up to 60 new jobs in each department and job role combination are allowed. The dropdowns for job role and slot are: There are no reports in the model specifically for new jobs because now you have the ability to see the description on the Sourcing template! This should help everyone, and allow users to input more detailed descriptions if they prefer. *NOTE: Please make sure to make your job role selection and then hit the Refresh button before starting to enter data. 14 Aggregates The Aggregates template should look very familiar. Much like the New Jobs template, the main difference here is being able to select Academic, Staff, Post Doc or Grad with Stipend all from the same place. This template also includes the department dropdown, a job role dropdown and then a dropdown for slots. Up to 60 aggregates in each department and job role combination are allowed. The dropdowns for job role and slot are: The Aggregates flow through both the Monthly Budget template and the Sourcing template just like the Existing and New Jobs. In addition and like the New Jobs template, now you have the ability to see the description on the Sourcing template. 15 A&S Non-Track Jobs The non-track template was built for the school of Arts & Sciences and meant to budget non-track faculty either individually or in the aggregate. Non-track data was preloaded with prior year information. All non-gray cells may be changed by the user. There are sixty columns/slots available for entry. Descriptions of rows follow: 1. Description text is copied from the prior year 2. Comment text is copied from the prior year 3. Primary/Secondary is a selection menu 4. Employee ID is copied from the prior year 5. Proposed Total FTE is copied from the prior year 6. Proposed Job FTE is copied from the prior year 7. Proposed Job Salary is copied from the prior year 8. Proposed Increase $ = (Proposed Job Salary Prior Year Job Salary) 9. Calculated Increase %= (Proposed Increase $ / Prior Year Job Salary) 10. Target Total Job Salary = user entered total amount Applies only to column titled Total Non-track Jobs RAPS Compensation Budgeting Model Overview December 2013 Page 15

16 11. Difference Target vs. Proposed = Target Total Job Salary Proposed Job Salary. Applies only to column titled Total Non-track Jobs 12. Retirement % The field is pre-loaded with the prior year percentage. If the percent is 0.0%, then data can be entered in the Retirement row If a percentage is entered, then a calculation occurs in Retirement based on that percentage as shown in column titled Non-track 2 (Proposed Job Salary) * (Retirement %) = Retirement 13. Start Month is a drop down menu used to indicated when an employee with start. 14. Auto Calculate fringes? (Y or N) = There is a selection menu of Y or N. Yes is the default. If Y is selected, then Social Security OASDI, Social Security Medicare, Health and Other Allowance, and Dependent Tuition Allowance will automatically be calculated in the model. If N is selected, then the user can enter fringes manually. 15. Soc Sec OASDI Calculated based on Proposed Job Salary and Job FTE if Y is selected 16. Soc Sec Medicare Calculated based on Proposed Job Salary and Job FTE if Y is selected 17. Retirement see details in #12 above 18. Curr Year Total Non-track Cost = Sum of Rows Non-Track data flows through both the Monthly Budget template and the Sourcing template just like the Existing, New Jobs, and Aggregates. 17 Monthly Budget The Monthly Budget template didn t undergo many changes. Like the previous templates there is a set of dropdown boxes at the top. There is one for department, then a dropdown for Job Group. This allows you to pick Existing Jobs, New Jobs or Aggregates. The remaining dropdowns are filtered based on the Job Group picked - the Job Role/Type and then the employee or slot dropdown. PLEASE remember to choose your dropdown selections and then click Refresh before entering data. This is the main section of the template. Just as in the past, you will make any changes by month, add any Other Earnings (Additional Pay) by month on this template. This data will then flow over to the Sourcing template. The only other item to address on this template is the section below that includes the retirement information for each individual. RAPS Compensation Budgeting Model Overview December 2013 Page 17

18 The white cell is where you will select to include or exclude the retirement amount in the budget. The default selection will be as it has been in the past if they are currently contributing and getting the University match or if at some point during the budget year they will become eligible for the match, the flag will be set to Y and retirement will be calculated accordingly. If they are not currently contributing and getting the University match or if they will not be eligible for the match for any reason during the budget year, the flag will be set to N. You will have to go to this screen and select each individual to change this flag. Sourcing The Sourcing template is still the heart of the Compensation Budgeting system. The sources for your existing employees are pre-loaded with their current sourcing, based on encumbrances as of the end of the previous month. Those going live in October have end of September data. Those going live in December have end of November data. There are also many features on this template that should help make sourcing faster and easier. 19 One of the great features throughout the model is that you can select all employee types on one template, without having to go in and out of different nodes. The best part is that you can select not only Existing Employees and New Jobs but also Aggregates making it much easier to source a lump sum to several places. In addition, both the New Jobs and Aggregates will show the descriptions on Sourcing template in the title something that users have wanted in prior models. The model also has tabs within the template that help out with Functions for those at the Medical School or Earnings Codes for those sourcing Other Earnings. The screen below will show you those tabs at the bottom of the Sourcing template. When you are entering source data the Source will be highlighted. Click on either of the other tabs to pull up the function or earnings code descriptions. This method saved space on the screen. RAPS Compensation Budgeting Model Overview December 2013 Page 19

21 One of the great design features is the selection options for the sourcing accounts. First you select the Target Department, which is the department to which you want to source. This list includes ALL university departments. When you select a department and click refresh, you can then select the DeptFund column, and it will pull up ONLY valid department-fund combinations based on the selected target fund. You will only see General Operating combinations and Specific Purpose combinations in their respective sections. In addition, the LC.SC.OB (ledgerclass.subclass.object) combinations are also split so that you see LC 12 combos in the Gen Op section and LC 22 combos in the SP section. The exception to this is that LC 12 93xxx and 94xxx funds will also be in the SP section for Medical School. The first screen print shows valid departments in the Target Dept dropdown so you get the idea, but the remaining screen prints go back to using the training data. 22 Showing Specific Purpose dropdowns all in one screen shot Another exciting feature is partially shown on this template. The data on the template is originally created elsewhere in the model. The model allows you to source to any department in the University; however, there is also a related Source Approvals process. The process will be described in the next section, but the status of that process is shown here on this template. PLEASE NOTE: The accounts and descriptions are fake and just for illustration purposes. 23 Line Status for all sourcing within your own area, you will see the status of Sys Approved. This is the auto-approved status. For cross sourcing (sourcing outside of your area or division, department, etc.), the default status will be Open. In the source approval process, the other department can choose Reject, Pending or Approve for the sourcing to their department. Note: Some areas have specified Sys Approved status be given to certain departments outside of their area. Line Feedback a longer description of the Line Status. Final Dept-Fund shows where that line of sourcing is actually sitting. For all items that are not Sys Approved or approved by the other department, this account will be the default account (usually the fund) on YOUR department. Dept Fund Description the account title of the Final Dept-Fund. Project End Date the same field in the prior model for all Specific Purpose Accounts. This is not based on the Final Dept-Fund, but the DeptFund you selected where you want the source dollars to go. Comment you can actually make a comment for every line of sourcing if you want/need to. Source Approval Comment this will come from the other department where you have cross sourcing. Comments will usually be related to why the source was rejected or pending. Date Status Updated for items that need outside department approval, this should be updated each time the approval status has been changed. Status Update By the name of the person in the outside department updating the approval status. There is another feature that isn t new, but works a little differently this year. You still have the option to source employees using either FTE or dollars. It is even more important to have this option now because of the precision that is pulled in for the FTE. Based on feedback requests from users, the model has gone beyond just the two decimal places for FTE sourcing and captures many more decimal places. 24 By default, the selection for Existing Jobs is FTE, but that can be changed by using the dropdown shown above. Because there is no pre-existing data for New Jobs, YOU MUST choose either dollars or FTE before you begin to source your new jobs. Also, because there may not be FTE associated with the lump sum dollars, Aggregates only allow you to source using dollars. The important item to note about this feature is that the sourcing will be loaded based on the last chosen and saved option for that employee. So, if you start sourcing a person by FTE and then change to dollars, enter sourcing and click on the refresh button, the sourcing entered on the dollars option is what will pull to reports and R&E. You would have to switch back to FTE and then refresh again in order to use the FTE option. The two options could produce different results, so please be mindful of your selections. Source Approvals The Source Approvals template, as mentioned above, is one of the major new features of the Compensation Budgeting system. The approval process has been developed to help ensure that the cross sourcing (or sourcing between departments/schools/divisions, etc.) is not submitted in the budget without approval of the department which is going to be charged with the sourcing dollars. This process is the result of removing the secondary jobs that had been set up in departments for sourcing purposes only. The change was to have the primary department carry the whole person and then source a portion of that employee to the department that was formerly the secondary. You can get to this template by clicking on the Source Approvals button from the Compensation Budgeting Menu. The approval process is fairly straightforward. When you pull up your department, all of the sourcing that has been charged to your area from another area/department/division will be shown. The only prompt is to change the department. The data that comes up will tell you what department the charge is from, who the charge is for and where they plan on charging the dollars/fte (LC.SC.OB and deptfund). Any comments from the Source template will also come over and be in the last column. There are two areas to edit one is where you actually set the status of the charge that is being sent to your department and the other is to make a comment. Setting the status involves three options: Approved, Rejected or Pending. RAPS Compensation Budgeting Model Overview December 2013 Page 24

25 Open is the default status, which means nothing has been done other than something has been sourced to an outside department. Approved is self-explanatory. Rejected should only be used if the charge itself is no longer going to happen, not if there is an issue with the amount or account for sourcing. Pending is like a soft reject or a soft approval. It basically means that you agree there should be a charge, but you disagree with either the amount or the account used. In this case, make sure that you use the Comments to tell the other department why you have pended the item. And of course you can always call them as well. It is best to go through all of the approvals at one time. Because all departments are working on their budgets at the various times, you will be going through your approvals more than once. It is best to have a set schedule for when you will review and update items requiring your approval. Updating approvals not only gets your budget to a more complete state, but it helps the other areas complete their budgets as well. Sourcing Status This is a very helpful template that should satisfy several user requests from prior models. This is a report within the model it s not a formal report, but it does give a lot of information that would be on some of the financial reports. This template is read-only except for the ability to add comments to each of the sourcing lines. The concept of Proposed vs. Applied dollars should be discussed first before outlining the rest of the template. You will also see the Proposed vs. Applied columns on other templates as well as on Compensation reports, but this is a good place to talk about how it relates to the model. This concept is also born of the change in cross sourcing and removing secondary jobs that were for sourcing only and the new sourcing approval process. Departments wanted a way to approve any sourcing that is being charged to them from an outside area before it will affect their budget. The model does not drop any dollars on reports or between compensation and revenue and expense; so this concept captures those amounts. Proposed this is where you INTEND for the compensation dollars to be charged. This may or may not be your department. At the end of the budget cycle, this is what you want the budget to look like. 26 Applied this is where the dollars are currently sitting. For all lines that are sourced outside your area, the dollars will go to your default account (usually fund on your department) until the sourcing has been approved by the other department. This is how the budget looks at any given time. Much like Source Approvals, the Sourcing Status template shows the department where data (sourcing) is coming from, the person who is being sourced to your department, their job role, what source slot they are in, the LC.SC.OB they are sourced to, the status of the sourcing (Sys Applied, Open, Approved, etc.), and then the two sections of Proposed and Applied for the sourcing account and amount details. The template also shows several different ways to look at data: Source Lines From Outside Your Dept this is the default view which is shown above. It shows all areas outside of your selected department that are sourcing dollars to you. It is similar to the Show Outside Areas on the old CB Financial Reports. Source Redirects these are dollars that are currently sitting in your default account (fund of the selected department) because you have sourced the dollars to an outside area and they have not been approved. These dollars have been redirected to your default payroll account. Sourcing Remainders these are dollars currently sitting in your default account (fund of the selected department) because you have either over or under sourced at least one employee All Source Lines shows everything that is being charged to the selected department, either in the Proposed or in the Applied column Sourcing Detail The Sourcing Detail is a summary of your budget at any given point. It is a report within the model. It shows all employees that are sourced to the selected department, and to all funds within that department, from your department or any outside departments. Basically it is a Financial Report showing you what your budget looks like. The report has FTE, Job Salary, Other Earnings, all of the fringes, a total for fringes, total compensation and even the employee ID and employee record number if you need/want to look up anything in HRMS. This is a great, quick look at what your budget looks like at any given time. Remember that you may need to select the red Update Sourcing button before you run the report, and then click on refresh to get your latest results. 27 There is nothing to edit, it is just a summary of your compensation budget data. It is not highly formatted, there is only a grand total no subtotals, so it may not be sorted or grouped in a way you need. You can download a snapshot to Excel and then group, sort and subtotal as you wish. This report should agree to the formal report Source Detail by Employee in this format. It should agree to all of the formal Financial reports when sorted or subtotaled differently. 29 Exporting Data to Excel The data found on any template in the model can be exported to Excel. You start by selecting the export/download icon as shown below: Choose the Snapshot to Excel selection RAPS Compensation Budgeting Model Overview December 2013 Page 29

30 You will get a screen like this. Do not make any department selections. Simply select the OK button. You will then get this screen which is the same screen you have seen in using other RAPS applications when downloading to Excel. Select Open. If you do not have this screen display, you may need to adjust your security setting in your Internet browser. Please see the RAPS website FAQs section for topics regarding Excel downloads for additional troubleshooting information or contact the RAPS Support Group. Note: Once your data is in Excel, you may want to cut it and paste it into a new workbook without formatting to get the unformatted data. Example: 10M Enters 10,000,000 Add, + Adds a number to the cell value. Example: Add50 Adds 50 from the cell value Subtract, Sub, ~ Subtracts a number from the cell value. Important: A minus sign (-) is not permitted for subtract because this indicates a negative number. Example: sub8 Subtracts 8 from the cell value Percent, per Multiplies the cell value by a number added as a percentage. Example: per5 Gives 5% of the original cell value Increase, Inc Decrease, Dec Increases the cell value by a number added as a percentage. Decreases the cell value by a number added as a percentage. Example: decrease6 Decreases the cell value by 6% Power, Pow Takes the cell value to the number added as an exponent. Example: Pow10 Raises the value to the power of 10 GR Grows cells by a percentage. Example: GR>150:10 Hold, Hol, H, HC Holds the cell value from breakback calculations. HC holds the consolidated level. Increases the value by 10 percent starting with a value of 150. Release, Rel, RH, RC RA Releases held cells. Release all held cells.
