2 services and advocacy resulting in employment, independent living, and equality for individuals with disabilities. Department Website: Job Description and Duties Under administrative direction of the Chief Deputy Director of the Department of Rehabilitation, the Assistant Director, Office of Legislative and External Affairs (formally Office of Legislative and Communications), leads and manages the DOR s legislative and public affairs functions, supervises subordinate staff, and is a member of the executive team. The Assistant Director serves as the principal consultant, policy advisor, and technical expert on legislative and public affairs issues to the Director/Chief Deputy Director, and serves as the designated spokesperson, liaison, and representative before the Legislature, media, and the public. 5 Knowledge and Abilities The Assistant Director must have the necessary skills and abilities to formulate, implement, and monitor departmental policy relative to the administration of DOR s legislation and communication programs at the state and local level and effectively communicate with the Governor s Office; Legislature, other high-level state, federal, and local officials and department managers. The Assistant Director must have knowledge of the organization and goals of programs within the DOR and other local organizations. The Assistant Director must have knowledge of the organization and functions of California state government including the organization and practices of the Legislature and Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques. The Assistant Director must also have the ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures, and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and Legislative and Executive Branches; analyze complex problems and recommend effective courses of action; and prepare and review reports. Desirable Qualifications Candidates must demonstrate their quality and breadth of experience through submission of a Statement of Qualifications. Effective leadership, development, and direction of a team including subordinate managers and staff. Ability to develop and nurture professional relationships that foster and advance partnerships and leverage resources; work across internal and external organizational structures and systems to expand the impact of DOR programs and services. Establish and maintain collaborative relationships with key staff and other stakeholders to obtain input on legislation, develop bill analyses, and recommend positions on state and federal legislation to the Directorate, Agency, and the Governor s office. Creativity and strong skills in public relations, including marketing, and demonstrated ability to respond accurately and effectively to media inquiries within short timeframes. Demonstrated experience to proactively develop and utilize social media, event planning, video production, print media, stakeholder forums, and other outreach and marketing tools to promote the department s mission. Write press releases, personally represent the department or prepare other staff for media interviews. Strong communication skills, oral and written, including ability to present information and express ideas in a clear, confident, and convincing manner and interpret and respond in ways that are appropriate to listeners and situations. Good judgement and ability to provide broad analysis of complex problems and recommend effective courses of action while considering administrative and community impacts. Ability to assist DOR programs to assume state and national leadership roles in legislative and public affairs.
