The heart of World Vision's work is in helping communities build stronger and healthier relationships. World Vision helps communities help themselves. World Vision focuses on children because they are the best indicator of a community's social health. World Vision has been successfully delivering child-centered development programmers in each of the Pacific Timor-Leste countries of Timor-Leste, Papua New Guinea, Solomon Islands and Vanuatu, focusing on community level interventions that protect children and provide opportunity for growth and development. Country programs are varied, tailored to address local development priorities and delivered in ways that are appropriate to the context in the field. Priorities expressed by the Australian and New Zealand government also suggest significant growth opportunities across the Pacific. World Vision Solomon Islands: In Solomon Islands, World Vision is the largest NGO providing direct programs implementation in 6 provinces in partnership with local partners. World Vision is known as community-based Organisation with increasing focus to ensure its community-based programming impacting the lives of the most marginalised children. World Vision reaches out the most remote communities where the availability and quality of basic services are very poor. 2 110 (approx. 70) Geographic Focus: Guadalcanal Provinces (including Weather Coast of Guadacanal),Honiara City Council, Central Islands, Makira, Malaita (East and South),and Temotu. Sectors: Integrated Health (Maternal Health & Nutrition and WASH); Addressing Gender-based Violence; Community Economic Development; Early Childhood Education; Disaster Management; Disaster Risk Reduction & Climate Change Mitigation PURPOSE OF POSITION: The Operations Manager (or Head of Programs) provides strategic programs leadership and ensures execution of all WV Solomon Islands (WVSI) grant funded programs to meet time, budget and (quality indicators) target. Operations Manager supervises directly one Deputy Operations Manager (who directly manages all 5 Area Programme Managers) and 5 Sector Portfolio Managers. As a key member of the Senior Management Team, the Operations Manager leads the translation of country strategic directions into sector program direction and program implementation. Operations Manager also collaborates with other SMT members to ensure enabling supports and system are in place to deliver good quality programs. KEY RESPONSIBILITIES: Project Management, Area Programs and Sector Portfolio Coordination: Lead and ensure all projects are implemented on time, on budget and on target meeting donors requirements and projects result framework and theory of change, and or meeting World Vision Solomon Islands Sector Framework, Technical Approaches and Project models. Ensure project design are translated into annual work plan by project and by area programmes with shared objective aligned with sector framework. Ensure the integration of all programs and projects to leverage programs impact; and to ensure the mainstreaming of cross cutting themes (gender inclusion, disability, disaster risk reduction, child protection, faith and development)

3 when appropriate; evidenced in the design, implementation, monitoring and evaluation of the projects. In coordination with Deputy Operations Manager and Sector Managers, establish and implement clear communication plan across projects and across sectors to ensure successful program implementation. Coordinate with other SMT members and departments head to ensure appropriate support systems are in place to enable effective and efficient programs implementation. Supervision and Staff Development: Lead, organise, motivate and develop direct report, and Operations team in general, to perform effectively in a high performance team. Build successors and develop and implement talent development in partnership with SMT and People and Culture Dept. This involves building consensus and conflict resolution, staff recruitment, orientation, ongoing management support, quarterly coaching to direct report, annual performance planning and appraisal. Support the professional and personal development of these staff through on the job coaching, identification of learning and training needs and opportunities. Leadership, Culture, Accountable Stewardship: Lead in building trust and valuing people according to WVSI agreed organisational cultures and practices. Contribute to the strengthening of organisational organizational culture and leadership. Lead the embodiment of World Visions Core Values We are Stewards through WVSI programming by ensuring high standards of stewardship and accountability and compliance with WVSI financial policies, procedures, including participation in and follow of periodic audits. Networking and Partnership: In coordination with CD and Sector Portfolio Managers, develop and maintain strategic alliances, networks, and partnerships with key internal and external stakeholders and actively pursue contact with government authorities at provincial and national level, donors, WV support offices, civil society and other stakeholders as a means to strengthen the results of WVSI programme interventions, as well as to promote good practices to influence relevant government, donors and partners policies or resources allocations to meet the well-being of children and most marginalised population. Contributions to Resources Acquisitions: Ensure updated project information and technical approaches are available to grants team for the development of concept and proposals. Page 3/5

4 Provide inputs to grants department, or mobilise inputs from Sector Managers or Area Programmes team, during the concept and proposals development. In partnership with Grants Manager, co-lead project hand over (inception) from Grants to Operations Department for project implementation. KNOWLEDGE,SKILLS & ABILITIES: Required: Master Degree in Development Studies, Public Health, Economics, Rural Development or relevant degrees. More than 10 year experience in programme or project design, implementation, monitoring, evaluation and report writing, required. Strong planning, organisational and project management skills and ability to prioritise and handle multiple tasks. Ability to establish and manage and monitor project dashboard or similar monitoring system. Strong interpersonal and communication skills. Self-directed individual able to work well in a team and build a team. Confidence and maturity to provide and to receive feedback. Ability to diagnose problems, develop and execute options for solutions; ability to handle conflict in a team. Demonstrated ability to work well with national staff and a passion for capacity building, staff and organisational development. Computer literate in Microsoft Office, Lotus Notes or similar database, and Internet. Experience managing institutional donors and managing grants projects. Preferred: Excellent written and verbal communication - fluency in English required. Willingness to learn Pidgin. Work experience in Solomon Islands or in the Pacific preferred. Programming knowledge of a specific sector relevant to WVSI sector priorities. Page 4/5
