THE COMMUNITY Encompassing 9.7 square miles, Tukwila lies in the heart of the Puget Sound region, sitting 12 miles south of downtown Seattle, 17 miles north of downtown Tacoma, just east of Seattle-Tacoma International Airport, and at the crossroads of two major interstate highways, I-5 and I-405. Tukwila is a city of great diversity. The Tukwila area was originally inhabited by Native Americans and the city is named after the Chinook word for "the land of the hazelnuts" referring to the many hazelnut trees that grew in the area. More than 150,000 people come to Tukwila every day for employment, shopping, dining and entertainment opportunities. Tukwila s residential community encompasses single- and multi-family residences, and embodies a diverse population of just under 20,000 that includes significant immigrant and refugee communities. Tukwila's central location makes the city an ideal site for approximately 2,000 businesses. In the past 100 years, Tukwila has grown into a regional economic powerhouse with heavy and light manufacturing, and service-oriented companies, as well as one of the Northwest s largest concentration of retail businesses. Top employers in the area include Boeing, Normac, Inc., Allied Mechanical Services, Keiser Permanente and Macy's. The city's status as an employment and economic center allows Tukwila to provide the public services of a large city in a small city setting. Tukwila offers residents and visitors the opportunity to shop at hundreds of stores, watch and play soccer at the Starfire Sports Complex, golf at Foster Golf Links, walk or bike the miles of trails along the scenic Duwamish/Green River, play at ACME Bowling Billiards & Events, explore Air Force One at the world-class Museum of Flight, and skydive at I-Fly. THE CITY Incorporated in 1908, the City of Tukwila has more than 330 employees engaged in a wide-variety of positions, from maintaining street and sewer infrastructure, to land use planning, to providing excellent customer service through the Tukwila Municipal Court. Tukwila has a Mayor-Council form of government, and is run by a full-time Mayor, a City Administrator, and a seven-member City Council, each of whom is elected at-large. Elections are held in odd-numbered years, and Councilmembers are elected to four-year terms. Each year in January, the Council elects a Council President who serves in this role for one year. 2 P a g e

3 City Departments include City Attorney, City Clerk, City Council, Community Development, Economic Development, Emergency Management, Finance, Fire, Human Resources, Human Services, Municipal Court, Parks and Recreation, Police, Public Works, Technology and Innovation Services, and the Mayor's Office. Tukwila operates on a biennial budget cycle with an annual general fund budget of $70 million. THE DEPARTMENT The mission of the Public Works Department is to preserve, enhance, and promote Tukwila s quality of life and public safety through the construction and operation of reliable and sustainable infrastructure services necessary to meet the demands of our growing and diverse community. The Public Works Department is comprised of six programs that include Administration, Maintenance Administration, Engineering, Development Services, Facility Maintenance, and Street Maintenance. The Department designs and maintains the City of Tukwila s essential transportation, water, sewer, and surface water infrastructure, and supports other departments through the purchase and upkeep of the City s vehicles and facilities. The Public Works Department employs 62 FTEs. The Public Works general fund budget is $7 million annually, with an additional $30 million in the City s enterprise funds. In addition, the Department has a separate capital budget for large projects. Public Works Administration initiates, implements and manages the programs, staff and facilities that provide for the public health, safety and welfare through the design, construction, and maintenance of the municipal infrastructure to include: streets, signals, water, sewer, storm drains, flood control, equipment, vehicles, and facilities. The Public Works Director manages these programs through the Engineering division, Maintenance Administration, Development Services division, and the Facility Maintenance division, the equipment rental fund, and the utility enterprise funds. Numerous relationships with other agencies such as Cascade Water Alliance, King County, WSDOT, the Regional Transit Authority, and the cities of Renton, SeaTac, Seattle, and Kent are required to coordinate projects and services. THE POSITION Reporting directly to the City Administrator, the Public Works Director performs a variety of managerial, professional, and administrative work in planning, directing, organizing, and coordinating the overall activities of the department. Responsibilities Include: Establishes goals and objectives for the department to ensure compliance with the policy directives of the Mayor and City Council and all applicable local, state or federal laws, rules and regulations. Develops, interprets and implements plans, policies and procedures to accomplish departmental goals and objectives. Supervises the activities of department personnel to include scheduling, assignment and review of work; providing assistance; administering discipline; evaluating performance and making hiring, termination, and pay change recommendations. Provides professional, technical and advisory assistance to other departments on issues related to the department assigned. Prepares and submits reports regarding department activities. Develops, recommends and monitors the department budget including the incorporation of individual division budgets by reviewing past expenditure, analyzing future needs and making determinations regarding the necessary resources to accomplish departmental goals. Approves expenditures to ensure compliance with budgetary guidelines. 3 P a g e

4 Represents the department at City Council, commission, and other meetings to present the department's plans and accomplishments and to discuss the development and implementation of programs, policies, etc. Serves as a liaison to civic and special interest groups, local service organizations and other municipal agencies to coordinate activities and to arrange the use of City services and/or resources. Responds to citizen concerns and issues and determines appropriate resolutions to maintain positive community/customer relations for the department and City. OPPORTUNITIES & CHALLENGES 1. Develop a world-class Public Works department through organizational development, staff management and collaboration with other City departments. 2. Oversee and manage the construction of complex capital projects. 3. Manage competing capital priorities and identify additional non-city funding opportunities. 4. Participate in the City s Public Safety Plan activities, which include building three fire stations, a Justice Center and design and build a new Public Works facility. 5. Addressing new growth in key neighborhoods including the Central Business District and Tukwila International Boulevard. Necessary Knowledge, Skills & Abilities: Knowledge and experience managing all areas of a municipal public works department, including utilities. Demonstrated strong leadership and management skills, including the ability to manage a large staff with multiple projects and operating divisions. Ability to manage large capital projects teams, consultants and contractors, along with large operating and capital projects. The director must have a proven track record of identifying and obtaining grants and other revenue sources for operations and capital projects. Candidates must show strong written and oral communication skills. The director must be able to edit reports and other documents relating to public works operations. Ability to be a team builder, and collaborate and bring individuals and groups with differing opinions together to find solutions to difficult issues. Ability to be flexible, and maintain the collaborative culture that exists in the city and the department. The ideal candidate will encourage a work environment that allows opportunities for input from many sides, yet have the ability be direct and decisive in decision making. The ideal candidate is responsive and understands when it is the appropriate time for the director to respond to specific citizen inquiry, instead of delegating the response. Candidates may possess any combination of relevant education and experience that demonstrates their ability to perform the essential duties and responsibilities. The ideal candidate will be committed to excellent customer service. IDEAL CANDIDATE Education & Experience: A Bachelor s degree in Engineering, Public Administration or a closely related field, and seven (7) years of related experience including two years of supervisory responsibility of a complex organization is required.
