2 Welcome March 2018 Dear Candidate Thank you for your interest in joining City of Bristol College. You will be joining us at an exciting phase of the college s development. Since I joined the college as Principal and Chief Executive in January 2016, we have made a number of positive steps forward which have seen both our financial performance and quality of outcomes significantly improve. You will know that between January 2016 and May 2017 we had been able to improve six of the nine judgements made by Ofsted about the quality of our provision, and three remained the same. We have also left the FE Commissioner-led intervention process. Alongside this, we have been able to reverse the college s declining financial health and now trade cash positively, which is strengthening our ability to consider and make investments. Our focus remains on curriculum and quality. In January 2018 we appointed Emma Jarman as Vice Principal. With the Strategic Leadership Team Emma is driving forward our curriculum and quality strategies, working with employers, students and the community. The appointment of a new Director of Apprenticeships and Employer Based Training is central to shaping our offer for the long term and ensuring we are well positioned to serve the local economic and employment needs whilst implementing the reforms around apprenticeships. 3 Job Description This is a college-wide strategic leadership role with the post holder being a member of Strategic Leadership Team (SLT). Pay Grade: Line Manager: Spot salary Vice Principal, Curriculum and Quality Role Purpose The post-holder is accountable to the Vice Principal, Curriculum and Quality for the design, development and implementation of a curriculum and product strategy for apprenticeships and employer-based training; chiefly delivered through work-based and workplace assessment and learning, but also through college-based sessions. The post holder will utilise relevant market information to inform the curriculum strategy including (but not limited to) Local Enterprise Partnership (LEP) plans, employer representative bodies, the West of England Combined Authority, and student demand. The curriculum strategy will focus on raising aspirations through flexible learning and progression pathways into higher learning and work, supporting the college s mission. The post-holder will provide college-wide leadership on curriculum matters for apprenticeships and employer-based learning and training including the development of excellence in teaching, learning and assessment, in partnership with the Assistant Director for Quality and Standards. The post holder will take strategic responsibility for ensuring that high quality relationships are developed with students, staff, training and provider networks, employers, awarding bodies, validating partners, and schools. The post-holder will lead the business development unit within the college; developing and fostering a culture of high quality customer service, flexibility and responsiveness. Main Accountabilities In partnership with the Vice Principal, develop and deliver a system that assesses and continually secures high quality of teaching, learning and assessment (and all of its constituent parts) alongside excellent outcomes for students, demonstrating excellence to external assessment organisations and employers. In consultation with the Vice Principal, develop and deliver targets which secure quality improvement across provision for all students and apprentices. To support and raise students aspirations, at all levels, to develop and enhance their literacy, numeracy and employability skills. To oversee strategy and implementation of high quality work experience placements for learners aged on study programmes. To work collaboratively with classroom-based curriculum managers to develop and deliver meaningful targets for student and apprentice progression from level to level, between classroom and work-based learning and to employment.

4 To ensure that there are clear and visible links to industry in all programmes which support apprentices and students to apply their vocational knowledge, skills and experience in the work context, and also contribute to the development and updating of industry skills for staff. To develop and grow a curriculum offer which provides a clear link to local economic priorities and student and employer demand with clear progression pathways from Entry to Level 6 and beyond, where appropriate. To secure positive and productive relationships with provider networks, awarding bodies and validating partners for programmes which are high quality and support students to progress and employers to improve their businesses. To lead the business development team to secure government and commercial revenue targets as well as embed an effective account management system for all of the college s clients. To lead on the college bids and submissions relating to the development, improvement and growth of the college s apprenticeship and employer-based training offer. To contribute to the management of relationships with external assessment organisations, such as Ofsted, ESFA, WECA and the QAA. To contribute to the leadership and management of the college through effective team working, making a corporate contribution and demonstrating the college s values in the discharge of your duties. To oversee a curriculum and resource planning process which contributes to the development of a college-wide budget; where resources (human and physical) are used effectively and efficiently and where recruitment and income generation targets are delivered. Key Relationships This is a significant leadership and management post as part of the college and as such the post holder will be expected to develop and maintain key relationships, as follows: Strategic Leadership Team To work in partnership with peers to contribute to the delivery of the college s strategic plan, beyond your functional areas of responsibility. External Customers and Partners To enhance the reputation of the college as a provider of choice and to utilise customer and partner feedback to inform the college s future curriculum strategy. Awarding Bodies and Validating Partners To secure the ability to develop and grow provision in line with the college s strategy and to provide assurance that our curriculum offer, design, delivery, assessment and award of qualifications is robust. Schools and Universities To share information and engage potential students and progressing students in an impartial dialogue about future options and routes to employment through education and training.

5 Generic Management and Responsibilities To represent and promote the college brand values internally and externally; acting as an ambassador for business development on behalf of the college. Promote the college s student first ethos, ensuring that the student experience is uppermost in policy and decision making. To actively promote and act, at all times, in accordance with college policies, including, but not limited to, Health and Safety, Equal Opportunities, Prevent and Safeguarding, the Staff Code of Conduct and the college s Financial Regulations. The post holder will take part in an annual cycle of appraisal which will be conducted by the Vice Principal, Curriculum and Quality.

6 Person Specification Knowledge and Experience Essential: Successful track record of managing training from Entry Level to Level 6; in partnership with employers, awarding bodies and university partners. Experience of developing strong strategic partnerships with employers and / or employer and skills related networks. Experience of leading business development units and leading and managing accounts with employers and other partners. Experience of improving the quality of teaching, learning and assessment in both further and higher education. Evidence of developing curricula which align to labour market priorities and student demand. Experience of engaging with and responding to the student voice in leading and managing curriculum. Track record of developing and hitting targets for both finance and quality. Understanding of quality assurance processes and applying them curriculum. Desirable: Experience of senior account management with large employers Experience and knowledge of public policy in respect of further and higher education. Qualifications Essential: Qualified to degree level or equivalent professional qualification. Higher level degree. Teaching/Assessing qualification. Desirable: Post Graduate Leadership/Management qualification.
