Applied to the environment, a risk or constraints analysis: Provides a cost-effective means of reviewing the full suite of environmental and social issues Identifies the key constraints which may potentially affect the development Adds value to the project by providing early feedback on the potential key issues Allows time for design options to be explored Identifies opportunities to reduce any identified impacts. 7

8 Option Analysis and Selection Option comparison can be applied to either linear or fixed infrastructure and can be used to: Locate a site given an array of desirable attributes; Compare the performance of previously determined site / route options. The process should incorporate a range of qualitative and quantitative information and at is simplest can be prepared in the form of a planning balance sheet or scorecard so that performance can be compared between options. More complex quantitative procedures involving weighting individual environmental issues can also be developed through workshopping with project stakeholders. GIS tools can also be used to analyse large amounts of data or large geographic areas and at a minimum to present visually the identified constraints relative to the options investigated. Environmental Impact Assessment Federal, State and local legislation requires environmental issues to be formally considered prior to commencing development. While some legislation is consistent across the States and Territories, other legislation requires specific formats and considerations within the impact assessment documentation. As a specialist environmental consultancy, PRECISE routinely undertakes environmental impact assessments (EIAs), including community consultation and social considerations.
