1 POSITION DESCRIPTION Salary range: Organiser Band, Level 1 Hours of work: In Accordance with the New South Wales Nurses and Midwives Association (NSWNMA) Employment Enterprise Agreement Status: Approved Position: Organiser Level 1, Strategic Industrial and Bargaining Team (SIBT) Reporting to: Manager, SIBT Positions directly reporting to this position: NIL 1. Purpose and scope of your position: As part of the strategic and industrial team: Purpose organise; maintain and build workplace representative structures; identify, support & develop activists and branch officials; contribute to the Association s goals to achieve collective outcomes in wages and conditions for members in your allocated area(s) of responsibility. Organise strategically to achieve collective union agreements and outcomes that protect and improve members conditions. Responsibilities Increase membership density in allocated areas. Provide general Organising research, advice and representation. Maintain and build workplace Branch/activist structures in allocated areas. Identify and provide development and support to branch officials and activists during campaign and bargaining periods in allocated areas. 2. 2 demonstrated organising experience either with NSWNMA or another union demonstrated ability to identify and build campaigns around widely, deeply felt issues, setting achievable goals and managing expectations of membership demonstrated ability and commitment to operate in a disciplined manner according to NSWNMA policies and directions in all campaign activities committed to achieve both industrial outcomes and the organising goals of the bargaining process some knowledge of contemporary industrial relations legislation and practices, as they relate to organising in a bargaining environment developed negotiation and representation skills demonstrated experience in campaign/project development, implementation and evaluation ability, including skills such as co-ordination, highly-developed consultation skills ability to adapt skills and strategies used in the state IR system and/or pre- Workchoices federal legislative environment to an increasingly deregulated, uncertain and hostile climate high level of initiative and ability to self-manage demonstrated capacity to be an open learner demonstrated ability to manage a range of issues simultaneously, prioritise work ability to operate and deliver outcomes in a political environment excellent oral communication skills and good written communication skills flexibility to adapt to high pressure situations and meet tight deadlines under pressure ability to provide high level leadership and direction to branch officials/activists/members on collective bargaining issues and related organising/campaign activities demonstrated ability to participate effectively as a member of a team word processing and typing capacity to a level of reasonable self-sufficiency and working knowledge of Word, programs demonstrated ability at a high level to relate to members/delegates/potential members, and ability to maintain working relationships with employers and management current NSW driver s licence (class 1A) DESIRABLE: some experience in the negotiation of collective agreements or other broad collective matters at a high level with senior management representatives is an additional benefit but not essential some study in the field of industrial relations is useful but not essential 3. Define the authority and influence of the position: Work with other employees of the Association to facilitate co-operation between all teams of the Association and role model professional behaviour at all times. Provide support, advice, mentoring and leadership to colleagues, activists and other unionists to promote systematic organising. Promote planning and review as the basis for embedding strategic organising with in the union. Encourage compliance with Association policies by all employees of the Association. 5. List the goals and deliverables of the position: Main objectives Organise strategically to achieve collective outcomes and agreements Expected deliverables Identify widely, deeply held issues and issues that can be organised around to provide campaign/bargaining leverage. Refer issues arising during workplace contact that require individual advice or enforcement for members to the MO team for handling. Prepare and implement organising and workplace visitation plans that are targeted to prepare members for the bargaining process or campaign period and gather information strategically to benefit the union s position in negotiations. Undertake primary responsibility for member and delegate liaison during the various phases of bargaining or other campaigns, implementing the most effective methods of communication with the membership. eg. claim endorsement, gathering feedback to employer s offers, building campaign pressure. Identify delegates/activists who have the necessary attributes to represent their Organiser Level 1 SIBT Page 3 of 7

4 Provide general Organising research, advice and representation Increase density in allocated areas members on the negotiating team. In conjunction with Industrial Officer, prepare and caucus for each negotiation session. In conjunction with activists/branches, identify and implement campaign activities carefully targeted and timed to achieve leverage in negotiations, at all times being conscious of possible legal ramifications. Where industrial action is a possibility, provide guidance to members on their rights, linking closely with Industrial Officer and elected officials. Organise to achieve successful secret ballot applications where this is relevant. Ensure continuous exchange of information between yourself and relevant members of MO to maintain knowledge of relevant employers activities and attitudes. Provide thoroughly-researched quality reportage and professional advice to the formal bodies of the Association as required, for example Committee of Delegates, Annual Conference and Council meetings. Prepare and implement organising plans and cycles to a high standard commensurate with your experience. Apply an excellent standard of written and oral communication in all dealings with members, activists and industrial parties. Represent the Association in external forums where required eg. Unions NSW meetings/committees, Conferences. Assist the Team Manager by contributing to the development of the Association s bargaining organising priorities as required. Where allocated, participate as a member of a negotiating team, assisting the lead negotiator, in particular to bring members experiences and the direct experience of the workplace as leverage to the bargaining table. Participate in team activities. Refer matters requiring attention to the team manager. Accurately map existing density at start of Organiser Level 1 SIBT Page 4 of 7

5 Maintain and build workplace organising structures Identify and develop activists and Branch Officials campaign/issue, identify achievable recruitment and density increases. Set a recruitment and density goal for each campaign/issue/collective bargaining period. Working with activists/delegates wherever possible, identify and target the groups of potential members and recruit. Plan and implement strategies for workplace or other locations access to potential members. Test innovations in recruitment methods where agreed with Manager/elected officials. Develop relationships with relevant management representatives (where possible) to maximise possible workplace access to potential members. Use creative methods to achieve lawful right of entry wherever possible, and implement the most appropriate strategy after considering legal possibilities and risks. Work in accordance with NSWNMA policy and procedures concerning membership applications/processing. Accurately map any existing organising structures at start of campaign/issue, identify achievable improvements. Set an appropriate goal for improvement during each campaign/issue/collective bargaining period. Implement activities during the campaign/bargaining period that will contribute to strengthening the workplace structures and ensuring their long term selfsufficiency and sustainability. Work in accordance with NSWNMA Rules and procedures concerning Branch formation. Identify potential new activists/branch Officials. Conduct development activities with activists and/or organise for activists to participate in NSWNMA/union movement delegates training. During bargaining periods, organise and implement bargaining-specific education for Organiser Level 1 SIBT Page 5 of 7

6 activists and activist negotiation team participants. Provide organising coaching, mentoring and development to activists to enable them to carry out recruitment and workplace activities themselves. Providing Support 6a. Provide a quality service: To ensure that all opportunities to organise are maximised at each workplace, within the designated area of responsibility. Ensure all issues allocated are dealt with in a timely manner and in accordance with the team approach. 8. Improve own professional knowledge and skill relevant to position: In general, the following activities are expected: 1. keep abreast of Unions NSW, ACTU and other union-generated organising educational resources 2. read and analyse relevant industrial/bargaining publications to develop a current understanding of industrial law as it relates to organisers bargaining practices 3. (identify and) attend appropriate conferences and training seminars and inservice activities 4. establish and maintain networks with officials of other relevant unions to Organiser Level 1 SIBT Page 6 of 7

7 ensure sharing of information and development of bargaining/organising strategy 5. review and reflect on your major work experiences to improve skills and organising approaches; create opportunities to debrief and share experiences and learning with other team members and people who can contribute to your professional development I have read and understand the requirements of this position.
