2 CITY OF KETCHIKAN ASSISTANT WATER DIVISION MANAGER Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job. SUMMARY DESCRIPTION Under direction, assists in the planning, directing, coordinating, and controlling of the operations of the KPU Water Division. Provides highly responsible and complex administrative support to the Water Division Manager By direction of the Water Division Manager, the Assistant Water Division Manager helps implement City Council policies and direction by planning, implementing and evaluating division activities, programs and facilities. The Assistant Water Division Manager assists in effectively and economically implementing sound operating practices and policies. Assists in the safeguard of all Water Division personnel and KPU facilities and equipment. Must exhibit positive and professional expertise that reflects positively on the Division and maintain a level of professional expertise that promotes efficient use of the resources available to the Department. REPRESENTATIVE DUTIES The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. 1. Assists the Water Division Manager in the management responsibility for all Water Division services and activities; and assists in providing the primary technical support for the Water Division within the disciplines of chemical and civil engineering. 2. Participates in managing the development and implementation of division goals, objectives, and priorities for each assigned service area; recommends and administers policies and procedures. 3. Participates in establishing, within appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly. 4. Assesses and monitors work load, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements changes. 5. Plans, directs, and coordinates, through subordinate level staff, the Water Division s work plan; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures; meets with key staff to identify and resolve problems. 6. Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements progressive discipline and termination procedures. 7. Participates in the development and administration of the division budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implement budgetary adjustments as appropriate and necessary. 8. Assists in Providing engineering and project management for assigned capital improvement projects with a thorough understanding of the construction requirements for the job.

Assists in the conformance with the EPA's administrative order which allows KPU to avoid water filtration; has the prime responsibility to ensure that all of the EPA/ADEC reporting requirements for the filtration avoidance program are met in a timely manner. 10. As directed by the Water Division Manager acts as the laboratory director and provides coordination of all of KPU's water quality chemistry projects; reviews daily water testing performed by the Water Division, instrumentation, water sample collection for external analysis, and the preparation of all required reports to the appropriate regulatory agencies. 11. Assists in preparing the technical specifications for the purchase of equipment and facilities for the Water Division; prepares professional services contracts as required. 12. Coordinates and reviews the plans and specifications for professional services prepared for KPU by outside consultants. 13. Works closely with the KPU Project Inspector, interpreting the plans, specifications, or design criteria in a manner that the work can be completed under field conditions while maintaining the integrity of the design. 14. Coordinates work with KPU staff to maintain the Water Division s construction records, easements, and designs. 15. Provides staff assistance to the Water Division Manager City; prepares and presents staff reports and other necessary correspondence. 16. Represents the Water Division to other departments, elected officials, and outside agencies; coordinates assigned activities with those of other departments and outside agencies and organizations. 17. Explains, justifies, and defends division programs, policies, and activities; negotiates and resolves sensitive and controversial issues. 18. Participates on a variety of boards, commissions, and committees. 19. Attends and participates in professional group meetings; maintains awareness of new trends and developments in the field of water treatment and distribution; incorporates new developments as appropriate. 20. Responds to and resolve difficult and sensitive citizen inquiries and complaints. 21. Performs related duties as required. QUALIFICATIONS The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties. Knowledge of: Operations, services, and activities of a water utility. Principles of supervision, training, performance evaluation, and progressive discipline. Basic engineering necessary to perform the duties outlined in the job description. Construction and professional services contracts administration preferred. Local government systems and procedures. Public personnel administration. Advanced principles and practices of water treatment and distribution. Advanced principles and practices of program development and administration. Operating and capital budgeting formulation. Pertinent federal, state, and local laws, codes, and regulations.

4 Ability to: Assist in Managing and directing a water utility. Work independently. Evaluate and respond to rapid growth in a small utility company. Manage construction contracts. Formulate and prepare operating and capital improvement budgets. Prepare municipal grant and loan requests. Select, supervise, train, and evaluate staff; implement progressive discipline when necessary. Prepare designs and specifications for small water utility projects. Respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City and KPU staff, or other agencies on sensitive issues in area of responsibility. Operate office equipment including computers and supporting word processing, spreadsheet, and database applications. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education/Training: A Bachelor s degree from an accredited college or university with major course work in chemical, mechanical, or civil engineering or a related field. Experience: Seven years of increasingly responsible water utility experience including three years of management and administrative responsibility. Experience in the design, construction management, maintenance, and operation of municipal water systems is desirable. License or Certificate: Possession of an appropriate, valid driver s license. Professional Engineering registration in the State of Alaska is highly preferred. PHYSICAL DEMANDS AND WORKING ENVIRONMENT The conditions herein are representative of those that must be met by an employee to successfully perform the essential functions of this job. Physical: Incumbents require sufficient mobility to perform heavy, moderate or light lifting; travel, walk, stand, or sit for prolonged periods of time; bend, stoop, kneel and crawl; and operate motorized equipment and vehicles. Vision: See in the normal visual range with or without correction. Hearing: Hear in the normal audio range with or without correction.
