To achieve the standard of client and supported employee management in line with the Department of Human Services Standards, National Disability Standards, Victorian Disability Standards, the Personal Outcomes Measures System and policies in line with the philosophies and objectives of West Wimmera Health Service. 2 POSITION RELATIONSHIPS Responsible To This Executive Director of Business & Strategy Responsible for Disability Staff, Supported Employees and Clients KEY RESPONSIBILITIES To ensure the organisation delivers quality services and at all times optimise the standard of care provided in accordance with standards. To continuously improve health service delivery through effective management of Disability and Business Enterprises. Effective Human Resource management. To enhance organisational corporate capability and culture. To strengthen relationships with customers, consumers and stakeholders to enhance the image of the Service. Maximise business opportunities to benefit various stakeholders STATEMENT OF DUTIES Duty No 1.0 Leadership Details 1.1 Co-ordinate all services at Cooinda Disability & Business Enterprises. 1.2 Develop and implement objectives for disability services within the unit. 1.3 Assist with the planning and implementation of West Wimmera Health Service Quality Activity Programmes, including participation in preventative maintenance programs. 1.4 Identify and make recommendations for minor works projects relative to the area. 1.5 Develop in conjunction with the Chief Executive Officer and Operations Manager strategies for implementation of changes to service provision, reflecting external requirements/standards 1.6 Manage the provision of Department of Human Services Day Programs, Individual Support Programs, Respite, Futures for Young Adults and Supported Employment Places. 1.7 Develop and organise the execution of a business plan for Cooinda Disability Services in conjunction with the Chief Executive Officer and Operations Manager. 1.8 Act as a mentor to Disability Support Workers and Supervisors within all aspects of the workplace. 2.0 Professional Practice 2.1 Actively participate in the delivery of supports to clients and supported employees as a working manager. 2.2 Ensure supports are given to individuals within the resources available to meet individual needs. 2.3 Ensure that approved policies and procedures are maintained, observed, practiced and are regularly reviewed. 2.4 Initiate, maintain and promote best practice research, which will ultimately improve the

3 quality of supports provided. 2.5 To advise on and monitor the development of policies and procedures that ensure that standards relating to the division are met. 2.6 Using a formulated Personal Outcomes Measures System (POMs) Plan, collate information and oversee the development for individual supports and outcomes including Support Plans and Action Plans. 2.7 Be responsible for organising and conducting Individual Employment Plans for Supported Employees. 2.8 Lead staff meetings to identify operational matters, re-allocating resources and altering supports as appropriate. 2.9 Be responsible for the overall supervision and guidance of the day to day activities within the division, including instruction in the philosophical, policy making and support aspect of the disability profession in accordance with accepted and respected disability practice Take an active role in professional organisations and networking events Encourage staff to participate in appropriate professional activities. 3.0 Personnel Management 3.1 Initiate and oversee the effective application and utilisation of resources within EFT allocation, roster stipulations and budget parameters. 3.2 Strengthen the personal and professional growth of staff through the development of a succession planning strategy for the continued support of the division. 3.4 Observe performance of and complete staff appraisals as prescribed by West Wimmera Health Service policy. 4.0 Business & Financial Management 4.1 Hold management responsibility for business activities of disability business enterprises including current and future ventures. See attached Schedule A. 4.2 Be responsible for the development and management of the unit budget in consultation with Executive Director of Finance 4.3 Develop strategies in conjunction with the Chief Executive Officer and the Operations Manager to meet expenditure budget expectations for operating and capital purposes. 5.0 Quality. 5.1 Ensure that all documentation is completed and correct within legal and policy guidelines. 5.2 Assist with the planning and implementation of Quality Activity Programmes, including preventative maintenance programs. 5.3 Update records and statistics in accordance with Commonwealth Department of Social Services and Victoria Department of Human Services guidelines. 6.0 Community Involvement 6.1 Endeavour to interpret the aims and ideals of disability supports, through communication and participation in community affairs. 6.2 Co-operate fully with volunteer groups associated with the West Wimmera Health Service and other interested groups in the community. 6.3 Strengthen and develop good relationships with stakeholders including clients, supported employees and their families. 6.3 Provide guidance to young people participating in work experience programs. 7.0 Safety and Risk Management 7.1 Monitor all mandatory compliance requirements, such as: Medication Management, Manual Handling, Fire Evacuation, etc. in collaboration with the Manager of Quality, Safety and Education. 7.2 Identify and implement measures for clients, visitors and staff safety within the unit, using the guidelines of Work Cover as related to the Occupational Health Safety Act 2004 and associated regulations. 7.3 Ensure all staff within the facility is aware of the West Wimmera Health Service's emergency

4 procedures. 7.4 Maintain a level of disability skills appropriate to direct and assist other staff, and to affect intervention in clients problems where required. 7.5 Ensure orientation of new personnel in accordance with the Service s policy. 7.6 Coordinate regular checking programs to ensure that all equipment is in good working order, identifying and recommending repairs and replacements as required. 7.7 Ensure that all risk mitigation strategies pertaining to support of disability clients and supported employees that are identified in the WWHS Risk Register are implemented expeditiously. 8.0 Communication. 8.1 Communicate directly with clients and relatives, providing relevant information pertaining to the client s supports and outcomes, encouraging their participation in the client s life. 8.2 Disseminate information to other disability support workers to facilitate a team approach to the client s supports. 8.3 Liaise with other West Wimmera Health Service departments (for example Social Worker, Occupational Therapy, Maintenance) in promoting good working relationships to achieve the optimum provision of quality client care. 8.4 Recognise need and take action for counselling clients, relatives, and caregivers (for example, using Social Workers, ministers of religion, community support groups). 8.5 Attend relevant meetings with peers and committees. 8.6 Strengthen and develop relationships with stakeholders and departments to ensure business viability and opportunities are identified. 8.7 Promote good communications within the unit and the community through the Chief Executive Officer and Operations Manager. 9.0 Appraisal 9.1 Initial appraisal 3 months after appointment SELECTION CRITERIA Thereafter 12 monthly. KEY SELECTION CRITERIA: 1. Excellent interpersonal, communication and organisational skills. 2. Excellent analysis, reporting and writing skills. 3. Excellent computer skills. 4. Demonstrated experience in Quality Improvement Principles. 5. Demonstrated experience in Information Management. DESIRABLE SELECTION CRITERIA: 1. Tertiary qualification in one of the following: disability, education, case management, human resources or business management. 2.
