8 What is CESAQ? Interactive tool to assist governments to assess whether they have in place measures aimed at engaging citizens in the national development planning and programme management. 8

22 The CESAQ Measurement levels Two main response categories: Fact-based questions (Parts A & B) Yes / No / Don t know ( DK ) Experience based questions (Part C) Scale ranging from 0 to 5 (0=non existent; 5= very good)

23 Scoring and results Each question should be considered carefully before being answered based on respondent s knowledge and experience. Scores assigned to individual questions are aggregated to produce total scores in each part of CESAQ. Agency scores based on aggregation of individual respondents scores (focus group discussions for agency/general assessment) NO ranking based on high/low scores. CESAQ information produces baseline data assisting public sector leaders in taking stock of progress on citizen engagement at in the country/agency.
