1 Technical Director, Water, Sanitation & Hygiene (WASH) Location: [Africa] [Senegal] Town/City: Dakar Category: Water, Sanitation and Health (WASH) Job Type: Fixed term, Full-time *Preferred location: Dakar, Senegal. Position location to be determined by home country of successful candidate where WVI is registered. PURPOSE OF POSITION: To improve WASH operational excellence and technical implementation, through oversight and review of technical water, sanitation and hygiene programming which will improve child well-being (health, education, love god and neighbor, cared for participated and protected. World Vision has prioritized our water, sanitation, and hygiene (WASH). Were reaching millions of children with clean water, sanitation and hygiene in fact we reach a person with clean drinking water every 30 seconds and spend more than $100M on WASH every year. This represents a significant scale-up of capacity, over the three years World Vision has more than doubled the size of the WASH team, launched three regional WASH Learning Centers and created a global coordination team to guide the direction and messaging of World Visions efforts. These efforts bring a sharp focus on the Technical Directors role which focuses on three critical areas including: operational review of National Office WASH performance, positioning, and partnering. The Technical Director of Operations will develop and

2 set global WASH standards as well as methodologies for evaluating and reviewing national and regional operations through promulgation and continuous improvement of Project Models and through the provision of high level support to Regional Offices, National Offices and Support Offices. The Technical Director will identify, cultivate and develop relationships with international strategic WASH partners to appropriate position WV as the industry leader. Lastly, the Technical Director will ensure that World Vision develops and updates quality strategies, policies, standards for WASH efforts. KEY RESPONSIBILITIES: Responsible for developing global WASH operational procedures and review processes to significantly enhance the effectiveness and quality of WVs $100M+ / year investment in the sector. This effort will focus on both work within World Visions transformational development programs as well as fragile state contexts. In collaboration with Regional WASH Learning Centers lead the development, documentation, and decimation of water project models/approaches, guidelines, tools. Promote & promulgate the approaches, guidelines, tools and standards through the WASH Community of Practice. Provide technical expertise in cutting edge WASH technological developments, equipment, etc.

3 Lead vendor liaison including negotiations and management of contracts valued in the hundreds of thousands of dollars. Enhance the quality, capacity building efforts and cost effectiveness of WASH programming through partnership development with NGO, Academic, corporate and multinational actors. Research, develop and support external engagement opportunities to represent World Vision in key international forums, networks and boards to ensure WVs voice on our WASH programming priorities are clear, consistent, compelling and know. KNOWLEDGE, SKILLS & ABILITIES: Required: Post graduate qualifications in Civil or Environmental Engineering, and/or hydrogeology.

4 Minimum of 15 years experience establishing large scale Water sanitation and hygiene programs in multiple contexts. Proven ability in programme design and management including assessments, reviewing and writing grants, and evaluation. Proven ability in capacity building including training. Extensive knowledge of the WASH industry and best practice. Demonstrated ability to establish strong relationships cross culturally. Excellent communication and partnering.

5 Demonstrated leadership working in partnership with multiple organizations/stakeholders. Registration with national engineering or public health body. Effective in written and verbal communication in English with French, Spanish or Arabic.Detailed experience and knowledge of World Visions culture and technical abilities. Preferred: Detailed knowledge of current approaches to design and construction of small, medium and large scale community water and sanitation facilities with experience in assessing water, sanitation and hygiene promotion. Experience in managing diverse teams. Professional experience in using community engagement practices for the assessment, design and implementation

Demonstrated experience in working closely within a team, collaboration, or group to analyze and implement WASH programs in local community settings. Detailed experience and knowledge of World Visions culture and technical abilities. The position requires ability and willingness to travel domestically and internationally up to 50% of the time.
