1 NSPCC Job Description Job Title: Service Manager Division: Services for Children and Families Date: May 2010 Context: The NSPCC Services for Children and Families Division operates within a Regional/National Structure. There are 8 English regions plus the nation entities of Wales, Northern Ireland and Scotland. For the purposes of this document the collective noun regions will be used to mean both regions and nations. The division exists to manage and develop the delivery of evidence based learning from innovative safeguarding services that are collaboratively developed through a commissioning process with the Strategy and Development Division. Each region will have a number of Service Centres from which services are delivered. Service centres will provide bases of work for up to 25 Practitioners (full service centre) and up to 15 for smaller centres to be decided on the basis of local requirements. The Service Manager will be responsible for all operations within their service centre(s) and will be based in a Service Centre. Organisation Structure National/Regional Head of Service Service Manager Projects Coordinator Projects Team Managers (up to 3 FTE) Consultant Social Worker Service Centre Admin Support Children s Services Practitioners (up to 8 FTE) Job Purpose: To implement high quality services to exact specifications and within procedures. To hold lead accountability for all services, staff performance, resources, assets within the service centre. To implement the service centre model, leading groups of staff into new locations, involving new ways of working and being organised. Recruiting, managing developing staff and resources in accordance with NSPCC policies and procedures. As a senior manager within the organisation, take responsibility for the production of and analysis of key reports including Individual Management Reviews for Serious Case Reviews as requested 1

2 Ensuring services are delivered effectively, efficiently and in line with NSPCC strategy, policy and standard and taking overall responsibility for the quality of all casework produced in the Service Centre(s) Promoting awareness and understanding of services for which s/he is responsible to fundraisers, supporters and donors. Identifying, developing and maintaining relevant partnerships with external organisations in conjunction with the Regional/National Head of Service. Utilising relevant relationships with external organisations to facilitate the effective sharing of knowledge and learning resulting from service activity and research. To support and implement the service centre model in line with NSPCC strategy implementation and cross divisional agreements. To hold accountability for the performance and delivery of operational activities within the service centre, including the requirement to deliver to the specifications of the commissions. Key Relationships Internal: The post holder reports to Regional Head of Services. She/he manages Projects Team Managers who in turn manage Children Services Practitioners and other operational staff within Service Centre(s). The post holder will manage the Consultant Social Worker and be the main contact for issues connected with the Authorised Status work in the service centre locality and will work with the Head of Child Protection Quality Assurance and Review as defined by the APS procedure. The post holder will be required to establish effective working relationships with staff at all levels across Services for Children and Families, colleagues within Strategy and Development, Communications, Child Protection Consultancy, Fundraising, and other Divisions and Functions. External: Managers of partnership agencies and local authorities, child care professionals, key supporters and media representatives. Key Duties and Responsibilities 1. Developing and Maintaining Partnerships 1.1 Identify key partners and taking the lead on building and maintaining effective professional relationships in order to promote services, ensure effective mechanisms for referrals and support the sharing of knowledge gained through the provision of commissioned services. 1.2 Engage local partners in a shared understanding of the contribution NSPCC can make in the locality. 1.3 Represent NSPCC on LSCBs and other inter-agency strategic planning and developmental groups as and when requested by the National/Regional Heads. 2

3 1.4 Contribute to the development of multi nation policy and legislation as requested by the National/Regional Head. 2. Developing and managing services to children 2.1 Ensuring all services operating with the Service Centre are delivered to the highest standard and in line with strategic objectives, ensuring appropriate information and data is gathered, analysed and regularly reviewed. 2.2 Ensuring safeguarding practices within the Service Centre(s) conforms to NSPCC principles, core standards and government guidance 2.3 Being accountable for the management of all service operations within the Service Centre(s), ensuring plans are implemented, monitored and evaluated to achieve the agreed outcomes for service users. 2.4 Ensuring that services are delivered in line with the NSPCC strategy for children and young people s participation. 2.5 Contribute to the development and maintenance of income and service level agreements for services as required. 2.7 Deliver service in line with equal opportunities practices and give due and professional attention to issues of diversity 2.8 To work alongside the Regional/National Head of Service to manage the effective transition of and establishment of new services in the Service Centre(s) as and when they become operational. 3. Management of the Service Centre(s) 3.1 Take a lead role in the setting up and evolving development of the Service Centre(s) 3.2. As the named responsible manager, work with the Facilities and Property teams to ensure all standards required from the operation of the building are met and any issues are identified and remedied. 3.3 To take overall day to day responsibility for the maintenance of the building(s) and ensure that all relevant legislation and policy is complied with in relation to health and safety, fire safety, asset management and building security. 3.4 Where necessary to liaise with the Projects Co-ordinator in the disposal of duty 3.3 above. 3.5 To ensure risk assessments are undertaken and actions are implemented in accordance with NSPCC requirements. 3.5 To ensure that all visitors to the building and those contacting the Service Centre(s), by whatever means, are dealt with in an efficient and 3

4 courteous manner that holds the safeguarding of the children and young people as the paramount consideration at all times. 4. Participate and contribute in Children s Services planning and to strategic development and learning. 4.1 Liaise with Regional/National Head and other contacts to ensure evidence from services informs strategic planning and development and supports influencing activities in line with NPSCC strategy. 4.2 Ensure the evaluation of service users experience within operations, and apply the learning to service reviews and planning. 4.3 Provide business plans and regular service progress reports to the Regional/National Head of Service and others as requested. 4.4 Monitor and analyse progress against agreed service objectives. Recommend and take any appropriate action required to ensure they are met 4.5 Occasionally and on request, undertake Individual Management Reviews in line with society s responsibilities under Chapter 8 Working Together to Safeguard Children Financial and Budget Management 5.1 Ensure devolved financial budgets are effectively managed keeping Regional/National Heads appraised. 5.2 Ensure compliance with financial guidelines and policies 5.3 Ensure the efficient use of NSPCC resources. 6. Recruiting, managing and developing staff 6.1 Manage recruitment and selection of staff in accordance with NSPCC policy and procedures. 6.2 Participate in the Regional/National Management team and ensure that staff understand the contribution that the service makes to the NSPCC s strategic objectives and in relation to the Divisions service model and their role and responsibility within this. 6.3 Ensure that all new service centre staff receive an effective induction and where appropriate are assessed against core competences before confirmation in post. 6.4 Ensure that the performance and professional and personal development of staff is monitored, supervised and reviewed in accordance with NSPCC policies and procedures. 6.5 Effectively line manage and provide professional supervision to staff for whom the post holder is responsible. 4

5 6.6 Ensure that first line managers have achievable and balanced workloads. 6.7 Produce and implement training and development plans for directly managed staff in accordance with NSPCC policies and procedures. 6.8 Ensure that training plans are in place for all staff within the Service Centre(s) to ensure they have the skills, knowledge and flexibility to deliver a range of services. 6.9 Occasionally and on request undertake enquiries and investigations in accordance with the Society s employment policies and procedures. 7. Ensure services are developed, delivered, effectively, efficiently and in line with NSPCC strategy, policy and standards 7.1 Ensure compliance with the range of quality assurance measures through regular supervision, case monitoring and reviews. 7.2 Ensuring that all service operations are performed in accordance with the NSPCC policies and procedures on equality and diversity and to demonstrate a positive and practical approach to these issues. 7.3 Use and promote the use of information technology to enable best practice within all aspects of service delivery. 7.4 Keep up to date with developments in child protection and relevant legislation and disseminate information to the service as appropriate. 7.5 To ensure recommendations from inspections, audits related to the operational activities within the centre are implemented. 7.6 To ensure risk assessments are undertaken and actions are implemented. 8. Promote awareness and understanding of Services for Children and Families and the Service Centre(s) 8.1 Represent the NSPCC at public functions, media interviews, fundraising events, presentations etc. and acting as a spokesperson as required. 8.2 Work with Communications staff to develop and support local and national media strategy that influence attitudinal change in the public through the promotion of best practice. 6 Note: It should be noted that this list is not exhaustive and a flexible approach to the duties undertaken to achieve the objectives of the post is required. Dependent on local needs within the Region some Service Managers will be required to operate over more than one Service Centre. 6

7 PERSON SPECIFICATION Service Manager 1. A professionally recognised social work qualification or another relevant professional qualification within a social care setting. 2. Well developed skills in relation to the investigation, assessment and the management of complex child protection cases 3. Evidence of effective staff management, including managing performance and development 4. Evidence of successful management of services, including budgetary responsibility and achieving the desired outcomes 5. Evidence of managing multi-agency working and partnerships to influence safeguarding policy and service provision 6. Evidence of successfully resolving conflict between staff or partner agencies/stakeholders. 7. Evidence of using quality assurance systems, including service user participation to improve services. 8. Excellent oral and written communication skills including presentations to different audiences to affect attitudinal change. 9. Good working knowledge of Microsoft Office packages, particularly Outlook, Word and Excel, and the ability to adapt your knowledge to use our bespoke Microsoft based packages. 10.Knowledge and understanding of enabling the participation of children and young people in the development of the delivery of services 11.Ability to manage both self and professional development using supervision, consultation and support where necessary 12.Ability to work as a member of a management team 13.Ability to manage within an equal opportunities and anti oppressive framework 14.Ability to work flexibly and travel for meetings. 7
