1 Redevelopment Project Coordinator Redevelopment Project Manager Class Specification FLSA Designation: Exempt Effective: 09/2007 Revised: N/A DEFINITION Under general direction, perform a wide variety of complex and technical level work involving, projects, studies, and activities related to the implementation and administration of the City s Redevelopment Agency; serve as staff liaison to various local organizations and the public on assigned matters; to provide highly responsible and complex assistance to the Redevelopment and Economic Development Manager. Redevelopment Project Coordinator--This is the entry level in this professional redevelopment class series. Positions at this level usually perform most of the duties required of the positions at the next higher level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Assignments require the application of fundamental redevelopment and project coordination/management principles and practices. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. Since this class is often used as a training class, employees may have only limited or no directly related work experience. Redevelopment Project Manager--This is the full journey level in this professional redevelopment class series. Positions at this level are distinguished from the Redevelopment Project Coordinator level by the performance of the full range of duties as assigned including responsibility for the application of professional knowledge and skills to various municipal redevelopment problems and projects. Responsibilities include the development and implementation of policies and procedures for the assigned programmatic function(s) and the preparation of specific studies, research projects, reports, and plans with opportunity for working independently and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class series are flexibly staffed and positions at the Redevelopment Project Manager level are normally filled by advancement from the Redevelopment Project Coordinator level with three years of experience and successful performance reviews. When filled from the outside, the employee is required to have prior related experience that allows the employee to meet the qualification standards for the Redevelopment Project Manager level. SUPERVISION EXERCISED The Redevelopment Project Coordinator exercises no supervision. The Redevelopment Project

2 Manager may exercise technical and functional supervision over lower level staff. EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES Perform a wide variety of professional level research, administrative, and analytical duties in support of the City s Redevelopment operations and programs; perform research and studies including economic or financial studies; analyze and identify trends; provide over-the-counter information to the public; respond to requests involving business development; prepare necessary correspondence and reports. Conduct site location assistance for business locators; research, gather, and provide data on available properties; collect data from brokerage companies on available property; organize data in spreadsheets; respond to surveys; prepare and send information packages to clients; coordinate and conduct business assistance meetings. Assist with the planning and implementation of City and Redevelopment Agency approved housing production and neighborhood preservation programs. Assist with development and management of housing budget as well as individual housing program and project budgets; provide recommendations to finance housing programs; locate and integrate suitable finance sources and implement funding strategies through Federal, State, and local banking and private sources. Participate in negotiating, preparing, and monitoring the development, construction, and implementation of affordable housing agreements; assist housing developers in understanding and complying with City and Redevelopment Agency housing requirements; participate in coordinating affordable housing development requirements and issues. Coordinate redevelopment and economic development activities with other City functions including finance, engineering, building inspection, planning, and neighborhood preservation. Coordinate specific redevelopment projects or redevelopment project areas, including assisting in the development and monitoring of professional service agreements and contracts. Assist in the development and implementation of short- and long-range programs for new development and business retention and attraction efforts. Assist in determining methods of soliciting, financing, reviewing, and evaluating proposals for redevelopment projects, including affordable housing and commercial or mixed-use projects; prepare reports. Interface with property and business owners, developers, design professionals, and financial and economic consultants, etc. in the implementation of projects. Assist in the collection and analysis of economic and housing data and assist in the preparation 2

3 of economic and housing elements of the City s Economic Development Strategy and the Redevelopment Implementation Plan. Prepare media publications and articles for newsletters; design forms, brochures, and other information packages utilizing computer graphic programs including the development of marketing publications for City Redevelopment and Economic Development programs. Develop qualitative and quantitative measures to evaluate program/project financial status, customer satisfaction, contractor performance, and public relations. Review and analyze important, detailed, and highly complex technical real property acquisition records and reports, budgeting, and activities for project implementation. Compile information and prepare other materials required by various types of grant applications; administer various types of grants, such as compliance with Federal and State overlay requirements, budgeting and tracking expenditures, contract negotiations, preparation and administration of grants, and status report/reimbursement request preparation. Prepare reports regarding redevelopment projects and participates in public presentations to the City Council, Planning Commission, Redevelopment Agency, redevelopment project committees/citizen advisory committees, and outside agencies. Respond to public inquires regarding housing and other grant- and redevelopment-funded programs and projects. Coordinate and provide information to developers, realtors, civic and business groups, citizen and neighborhood groups, advisory groups, other City departments, state and federal agencies, officials from nearby jurisdictions, and the general public. JOB RELATED AND ESSENTIAL QUALIFICATIONS Redevelopment Project Coordinator Knowledge of: Basic theories, principles, and practices used in affordable housing, real estate, and 3

4 governmental and conventional housing finance. Pertinent Federal, State, and local laws, codes, and regulations including those relating to the acquisition and disposition of land in a redevelopment environment. Recent developments, current literature, research methods, and sources of information related to redevelopment programs. Statistical methods applicable to area of assignment. Principles and techniques used in negotiations and methods and techniques of effective technical report preparation and presentation. Structure and organization of public sector agencies. Skill to: Operate modern office equipment including computer and applicable software applications such as word processing, spreadsheets, and databases. Operate a motor vehicle safely. Ability to: Study and learn reading plans. Learn to explore and evaluate planning and project implementation alternatives in terms of goals and long- and short-range objectives. Participate in coordinating planning and project implementation activities. Operate within budget allocation. Analyze administrative, operational, and organizational problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals. Prepare clear and concise technical, administrative, and financial reports, statements, and correspondence. Perform analytical research and prepare statistical reports. Interpret and apply Federal, State, and local policies, laws, and regulations. Effectively present information and respond to questions. 4

5 Work under steady pressure with frequent interruptions and a high degree of public contact by phone or in person. Interact and communicate with the public in a helpful, positive, fair, tactful, resourceful, courteous, and effective manner, while providing accurate information regarding City affordable housing, redevelopment, economic development, and other activities. Communicate clearly and concisely, both orally and in writing. Work independently, organize information, and efficiently prioritize and complete work. Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work. MINIMUM QUALIFICATIONS: Experience: One (1) year of housing, economic development or redevelopment experience. Training: Bachelor s degree from an accredited college or university with major coursework in business, economics, engineering, public administration, urban planning, or related field is highly desirable. License or Certificate: Possession of or ability to obtain a valid California driver s license and proof of automobile liability insurance as required by the position. Special Requirements: Essential duties require the following physical skills and work environment: Ability to work in a standard office environment including ability to sit, stand, walk, kneel, crouch, stoop, squat, twist, and lift 10 lbs.; ability to travel to different sites and locations. 6 Advanced theories, principles, and practices used in affordable housing, real estate, and governmental and conventional housing finance. Principles and practices of budget development and implementation. Pertinent Federal, State, and local laws, codes, planning, zoning, and regulations including California Community Redevelopment Law and those relating to the acquisition and disposition of land and relocation in a redevelopment environment. Redevelopment funding mechanisms. Public administration policies and procedures; work with private sector and not-for-profit developers. Ability to: Explore and evaluate planning and project implementation alternatives in terms of goals and long- and short-range objectives. Effectively apply principles related to the redevelopment process. Initiate and prepare plans and proposals for development; participate in coordinating planning and project implementation activities with related agencies and individuals. Analyze, solve, and negotiate successful solutions to problems involving multiple interests of a development team, the Agency, the City, landowners, and the neighboring community. Analyze economic, financial, sociologic, and legal information. Prepare complete and comprehensive funding applications. Serve as a liaison between various public agencies. Plan, lead, organize, and control one or more projects. Exercise independent judgment and initiative with minimal supervision. Perform thorough research and analysis related to preparation of grant applications, including quantitative and statistical analysis. MINIMUM QUALIFICATIONS: Experience: 6

7 Three (3) years of increasingly responsible housing, economic development or redevelopment experience, with at least two (2) of these years of experience as project manager of complex physical projects in the public or private sector; or three (3) years of experience as Redevelopment Project Coordinator at the City of Perris.
