1 PROJECT OFFICER, COMMUNITY RESILIENCE POSITION DESCRIPTION Position Title: Responsible To: Council Program: Project Officer, Community Resilience Senior Coordinator, Planning & Projects Community & Culture Classification Level: Salaried, Level 5 Overview of Program The Community & Culture Program exists to enable the Community to thrive. Key Relationships / Interactions Internal External Staff members across the Community & Culture Program City of Adelaide (CoA) staff members across all Portfolios and Programs City of Adelaide residents Resident associations Peak bodies in sector State Government agencies Federal Government agencies Emergency Management Zone and community meetings

2 Primary Purpose Responsibilities As part of the Community & Culture Program the Project Officer, Community Resilience will; Coordinate Council s planning and projects to increase the resilience of City of Adelaide (CoA) residents and businesses. Work with the community to deliver initiatives that seek to increase the resilience of City of Adelaide residents and businesses. Provide advice to the Senior Coordinator, Planning & Projects on community resilience, community recovery and emergency management matters. The Project Officer, Community Resilience is responsible for; Coordinating Council s strategic planning and projects specific to increasing the resilience of City of Adelaide residents and businesses. Working with the community and key stakeholders to deliver innovative projects and initiatives that increase community resilience using Asset Based Community Development (ABCD) principles. Building relationships with key stakeholders in the community and relevant Government agencies. Collecting data, conducting research, preparing information, and assisting in the provision of comment and advice to Council in relation to community resilience, community recovery and emergency management matters. Effectively coordinating the efficient use of Council resources to deliver activities and projects on time and within budget. Contributing to the successful delivery of the Wellbeing and Resilience Team s Strategic Plan actions and priorities. 3 Selection Criteria Candidates should ensure that their application clearly demonstrates their ability to meet the Criteria detailed below. Qualifications People Management Financial Skills & Acumen Technical Knowledge & Experience Project Management Innovation & Initiative Resource Management & Decision Making Professional Development Customer Commitment & Integrity Collaboration & Communication Administrative Skills A tertiary qualification in Emergency Management, Community Development, Social Sciences or related disciplines or related field and/or commensurate demonstrated experience in lieu of formal qualifications. Experience in the leadership of small teams of volunteers or community members including coaching, training and performance management. Understanding of budget management and ability to read and understand standard financial realities and reporting. Demonstrated experience in working with the community to deliver business as usual, projects and initiatives that seek to enable communities to increase their resilience. Knowledge of the ABCD framework and its application. Experience in the coordination and planning of community resilience strategies, policies and plans. Understanding of emergency management frameworks and their application in a Local Government setting. Knowledge of current and emerging trends in community resilience building and community recovery. Project management skills which underpin the timely development of projects and assist in cross functional collaboration. Deliver projects on time and within budget. Possess drive, initiative, innovativeness and capacity to self-motivate and to focus on achieving outcomes and meeting customer needs. Proven ability to prioritise and be flexible when responding to changing demands and appropriate use of judgement in decision making. Demonstrated ability to make decisions in a team environment. A commitment to ongoing professional development and continuous learning. A commitment to internal and external customers demonstrated through the provision of timely, reliable advice on matters within area of responsibility. Proven ability to build positive relationships and consult, negotiate and communicate with management and staff, government agencies, stakeholders and the community, both verbally and in writing. 6 Special Conditions Performance will be based upon the delivery of the agreed goals recorded in your Performance Review documentation. Some out of hours work may be required in order to meet the requirement of the role. An unencumbered Drivers Licence may be required. A satisfactory Police Clearance may be required.
