1 Job escription Post : Land Agent Post No. : Section : states Grade : Location : xeter Reporting Arrangements and Main Contacts The Land Agent will be accountable to the irector of states and Asset Management. Main Tasks and Accountabilities 1. Assist the irector in managing the evon County Farms state in accordance with the agreed County Farms Strategy, Asset Management Plan and other policy documents. 2. Assist in the preparation and presentation of reports to the County Farms states Committee and other clients. 3. Work with colleagues in the provision of maintenance and farm improvement programmes on the evon County Farms state. 4. Work with evon County Council in the delivery of work commitments and programmes relating to the County Farms state. 5. Assist the irector in delivering capital receipts by disposing of surplus estate property by private treaty, tender or auction 6. Assist the irector in other agricultural and rural property related matters affecting evon County Council and other clients. 7. Assist in the provision of agricultural, land agency and rural property advice to other existing clients. 8. Provide clients with independent Agricultural Planning Appraisals and act as expert witness at Appeal 9. Secure property acquisition by negotiation or Compulsory Purchase Powers (where available) 10. Prepare planning applications, prior notification approvals under the GPO, and appeals 11. To represent clients of NPS as required at inquiries, tribunals, courts, appeals, arbitration and such other significant related activities as required.

2 12. Undertake a personal fee earning case load of work as agreed with the irector. 13. Assist the irector secure new work and income from new rural property clients. 14. Other related activities as required by the irector. 15. To observe and comply with the quality management system of the states and Asset Management Team and to ensure that work commitments are undertaken on time, to budget, to target fee and to the satisfaction of the client. 16. To make visits to other NPS offices when required. 17. Comply with NPS policies, procedures and guidelines including the NPS Health and Safety Policy. 18. To ensure / contribute / lead on the delivery of quality assured, client focused products and services to meet the agreed requirements of the customer. 19. To contribute to the operation and development of the Business Management System to ensure the continuous improvement of quality assured services/products for clients. 20. To carry out other duties appropriate to the level and character of the post. Key Result Areas The postholder will be expected to: 1. Assist in the management of the evon County Farms state to meet prescribed targets in accordance with all relevant policies, standards and legislation. Must have experience in dealing with clients at establishment head level. xperience in working to agreed targets within a commercial environment. Qualifications (Number, type and level of qualification or equivalent experience if appropriate) egree in Rural state Management or equivalent Member of Royal Institution of Chartered Surveyors Fellow of the Central Association of Agricultural Valuers Registered under the RICS Valuer Accreditation Scheme Skills, knowledge and aptitudes Must have legal knowledge of landlord and tenant, compulsory purchase and compensation. Must have legal knowledge of The Agricultural Holdings Act 1986, Agricultural Tenancies Act 1995 and The Arbitration Act 1996 Must have knowledge of property valuation techniques Able to negotiate and conclude property transaction terms with interested parties and their professional representatives. Knowledge of issues affecting Local Government Must be able to demonstrate relevant up to date CP records. Must be able to work unsupervised to a high quality.

4 Able to meet tight deadlines. A responsive, constructive and flexible attitude towards working arrangements within a team environment. Good organisational skills. Proficient in using IT (Microsoft Access, xcel, Word, PowerPoint) Able to demonstrate business acumen and to negotiate.
