DICKERSON CONTRACTING OFFICER Addendum #3 DATE: January 19, 2018 TO: All Prospective Bidders REF: FY17-RFP-03 Strategic Business Plan Consultant The Request for Proposal for the above referenced RFP for the Tampa Housing Authority (THA) is hereby amended or clarified as set forth below: Please note THA s response to the following questions received: Question: Would Tampa Housing Authority consider a woman-owned business (WBE) to satisfy the 20% requirement for participation by businesses owned by socially or economically-disadvantaged persons? Answer: Not unless the owner is one of the listed minority groups. A non-ethnic minority female will not be counted toward the WBE goal. Question: Will Tampa Housing Authority consider excel for the database solution as a means to save acquisition and training costs if the bidder can demonstrate its experience successfully using excel for other similar engagements? Answer: Yes, we would give consideration but the vendor will have to demonstrate its adequacy as a database management and reporting tool for the THA needs. Question: Could you please expand on the requirement for the analysis of the affordable housing market in the Tampa region? Are you looking for formal market analysis? Or broader look at affordable housing in Tampa region? What type of deliverable does Tampa housing authority expect in regards to this analysis? Answer: These qualitative questions are up to the vendor to propose as part of their stated methodology and approach to delivering the requested. THA will judge on comprehensiveness and adequacy of what you propose as suiting the needs of the THA. Question: Our firm is not planning on hiring new staff for this project. to fulfill the section 3 requirement would Tampa housing authority consider a payment into a section 3 training/economic development fund in lieu of project participation? Answer: Section 3 employment is triggered when new hires are needed. if you have no new hires expected to fully deliver all the required over the term of the contract you have no section 3 employment goals to achieve except for reporting on the fact there were no new hires. Question: Tampa Housing Authority have a directory of local section 3 businesses that bidders can reference? 2 Question: Can Tampa Housing Authority please specify how proposals should be organized by tabs? Page 2 of the RFP asks for proposals to be tabbed in accordance with each of the below listed evaluation criteria and required components. However, it is unclear what tabs tha expects to see in proposals as there are differences between the evaluation criteria list and the required components list in regards to order and content. Answer: That is up to the vendor. We want the proposal organized in order of the evaluation criteria. Your choice as to where the required order of the required components goes as long as the order is logical and easily referenced and located by the evaluators. Sincerely, Nicholas W.
