1 DONCASTER METROPOLITAN BOROUGH COUNCIL ATTENDANCE & SAFEGUARDING JOB DESCRIPTION Post Title: Lead Officer for Primary English Post No: Grade: Soulbury EIMP 8 Directorate: Learning and Opportunities Grade: Subject to job evaluation Service: Dept/Section: Responsible To: Senior School Standards and Effectiveness Officer Responsible For: No direct reports Job Purpose: To support the leadership and teaching of Literacy in Doncaster schools that have been identified as schools causing concern To lead on specific projects related to Literacy, including improving transition To contribute to the improvement of Doncaster primary schools in order to raise standards of educational achievement, particularly in Literacy. To provide support, consultancy, training and evaluation in Literacy To be aware of best practice nationally and regionally and share it with Doncaster schools Duties and Responsibilities: Specific To support improvements in pupil progress, quality of teaching and middle leadership of Literacy in schools of concern to work flexibly with this group of schools, tailoring support to the specific needs of the school and in line with the priorities identified in the LA School of Concern plan. This may include whole class teaching for key groups To work alongside SSEOs, SLEs or LLEs so that support is carefully co-ordinated to ensure that there are clear lines of communication. This would involve working closely with the Partners in Learning PiL Bridging Officers. To work closely with colleagues from the LA and PiL, this would include the Early Years Team, the KS1 and KS2 enhanced moderator teams, data team etc, as well

2 as school improvement colleagues. To lead and contribute to subject specific training and strategic initiatives run by either PiL or the LA, such as the Doncaster Reading Strategy, KS2 Raising Achievement Initiative and the Doncaster Raising Aspiration and Achievement Strategy. To provide leadership and plan and co-ordinate key projects related to Literacy such as, improving transition, developing the Move On, Move Up programme. To produce, as appropriate, written guidance for schools relating to Literacy To access national and regional best practice and ensure that this was brought back and implemented in Doncaster. Standard Statements: 1) As appropriate, to the Post holder s duties must be carried out in compliance with and ensure management oversight and promotion of the following: Council s Equal Opportunities Policy and Strategy, Information Governance and Security, Policies, Protocols and Procedures Financial Regulations, Standing Orders and Contract Procedure Rules Health and Safety at Work Act (1974) (and subsequent health and safety legislation). Council s Carbon Reduction Commitment (CRC) Safeguarding of Children and Young people. 2) Promote and maintain positive relationships with all managers, staff, partners and trade unions in the interests of developing a climate of harmonious and constructive employee relations. 3) Provide support to achieve excellence in performance and financial management and develop a positive and enabling performance culture. 4) Apply risk management, identifying and managing key risks to the achievement of objectives 5) Participate, support and comply with Council arrangements for responding to emergencies and or business interruptions. (All people managers) 6) These duties and responsibilities should be regarded as neither exclusive nor exhaustive as the post holder may be required to undertake other reasonably determined duties and

3 responsibilities, commensurate with the grading of the post, without changing the general character of the post.

4 PERSON SPECIFICATION Post Title: Lead Officer for Primary English Post Number: ATTRIBUTES/ REQUIREMENTS ESSENTIAL DESIRABLE HOW IDENTIFIED Education, Qualifications and Vocational Training Qualified teacher Evidence of Continuing Professional Development appropriate to Literacy education Higher degree or further qualification linked to the specialism Certificates Willingness & ability to obtain &/or enhance qualifications &/or training for development in this post. At Interview Relevant Experience Experience in a middle or senior leadership role in a primary school with direct responsibility for improving Literacy Experience of leading developments that result in improved outcomes for pupils Experience of coaching and supporting teachers to improve their practice Experience of the implementation of whole school initiatives Interview Reference Knowledge And Skills Demonstrable knowledge of effective strategies for improving the quality of learning in schools in Literacy. Good understanding of the broader educational context, including inspection. Interview

5 Ability to effectively judge the quality of teaching and provide support advice and guidance to enable others to improve. Effective presentation skills, particularly in relation to in-service training. Ability to communicate effectively with a range of people both orally and in writing, Ability to gain commitment from head teachers and teachers to key messages Ability to deliver high quality Literacy teaching. Ability to analyse and evaluate quantitative and qualitative data and report findings clearly and succinctly Ability to lead and work with others Able to organise own work to meet deadline Able to work on own initiative Personal Characteristics Willingness to share expertise, skills and knowledge and able to encourage others to follow suit. Openness and willingness to discuss issues and explore solutions. Knowledge of recent developments relating to Literacy education Experience of working with colleagues in other primary or secondary schools.
