General Summary of Function/Purpose of Position The MDOC Reentry Administration, Reentry Services Section is currently seeking a Workforce Development Specialist to serve as a Job Developer (JD) who will assist parolees and probationers in finding employment in the private sector that matches their respective employment readiness training received while incarcerated or while involved in a MDOC job/vocational training or community probation diversion program. This position will also serve as a resource to support job development services contracted by the MDOC for parolees and probationers via statewide Reentry Sites. The position is responsible for developing relationships with employers, successfully placing offenders into jobs and providing on going retention services and supports to both the employer and the offender. This position requires someone that can work flexible hours, has experience in workforce development, case management and/or sales and marketing. The ideal candidate will not only be able to work with offenders, but will also be able to work with private sector and governmental employers to include workforce development agencies throughout the state of Michigan. The Job Developer position is key in promoting offender success in the community. The Job Developer has two overarching responsibilities: 1) establishing new employer relationships and maintaining pre-existing relationships with employers to secure valid and unsubsidized employment opportunities for offenders and 2) effectively matching offenders with unsubsidized employment. 2 15. Please describe the assigned duties, percent of time spent performing each duty, and what is done to complete each duty. List the duties from most important to least important. The total percentage of all duties performed must equal 100 percent. Duty 1 General Summary of Duty 1 % of Time 40 Works with outside agencies, state workforce agencies, reentry administrative agencies, businesses, offenders and employers to identify and cultivate employment opportunities for ex-offenders. Educate employers on the benefits, incentives and tax credits associated with hiring ex-offenders. Coordinate with prison and field administrators to develop pre-release job placement programs that offer prison-based vocational training and specific employment training to meet the skill needs of employers. Serve as a resource in coordinating these same efforts with community service providers under contract with MDOC providing employment services to parolees and probationers. Conduct specified cold calls and in-person meetings with potential employers (CEO, HR Managers, etc), develop job leads, and make a specified number of referrals for interviews to employers per week, log and report contacts. Acts as a liaison with other agencies, organizations, and employers to coordinate employability training and programs. Act as a liaison with CFA, Education/Vocation, FOA and Reentry Administrative Agencies under contract with the MDOC to create pre-release, on-the-job training agreements and post-release job placements. Contacts employers to develop partnerships that will lead to placement opportunities for prisoners and follows up on all employer and employment leads. Designs and conducts surveys of ex-offenders post release on employment. Makes contacts with schools and community guidance organizations in the development of cooperative plans. Educate others on the benefits of hiring ex-offenders, speaks before groups to promote and educate outside entities on prisoner training and certifications. Attend and host employer open houses. Serves as a resource person at conferences and other meetings as required. Attend job fairs that include local employers and businesses. Designs and implements methods for program review, evaluation, and cost analysis. Participate in business networks. (i.e. Chamber of Commerce) Organize employer recognition events. Maintain electronic database to track employer contacts. Research the company and conduct informational interviews. Provide employers with information on work opportunity tax credits & financial incentives. Observe the work place environment. Participate in performance site reviews/audits of community service providers under contract with the MDOC who provide employment services to parolees and probationers. 3 Duty 2 General Summary of Duty 2 % of Time 25 Works with facility, field and reentry staff (e.g. Employment Counselors, Reentry Administrative Agencies, Wardens, Principals, Parole/Probation Agents) to ensure the offender s employment readiness, vocational training and fundamental skills development. Assisting individuals in making realistic career choices via assessed interest aptitude and fundamental (soft) skills. Provides assistance in establishing employment and prisoner training instruction and curricula. Coordinate with Employment Counselors and other in the development of program goals and plans for implementation. Create opportunity and linkage to jobs in the community matching offender skills, interest and experience. Maintain ongoing contact with potential employers to identify placement opportunities for individuals completing programs/or transitional employment, as well as develop/implement marketing programs to increase job placement opportunities. Prepare offenders for competitive employment through familiarization with job application forms, anticipated employer expectations and general interview procedures. Counsel the offender in job seeking skills, including grooming and hygiene. Track development and conduct follow-up of each offender to ensure available services are provided as appropriate. Ensure a smooth transition and help offenders maintain employment. Periodically reviews files to ensure that prisoners in need of employment counseling are being referred. Provides resources to facility staff to ensure employment needs are being met. Analyzes ongoing program operations and recommends modifications of policies and procedures. Formulates guidelines for workforce development. Works directly with Field Agents, Facility Reentry Coordinators, school staff, housing/program staff, and Institutional Parole Agent to provide resources. Plans and coordinates the training of staff in designated program activities. Designs and implements methods for program review. Refer offenders for assessment as appropriate. (CareerScope, WorkKeys) Duty 3 General Summary of Duty 3 % of Time 20 Collects, maintains, analyzes, report and evaluates employment contacts and all program data related to employment post release. Recommends criteria, standards, and guidelines to improve delivery of employment programming in prison and the community, based on data. Reviews and analyzes employment tracking data submitted monthly by community service agencies under contract with the MDOC. Captures vocational training completion data prerelease. Captures job placement and retention data. Compares inside training opportunities to post release employment. Makes recommendations for improvement of training based on correlation of data. Formulates procedures, audit factors, guidelines based on employment training programs that occur before release. Collects and maintains program data to meet evaluation requirements and goals of the agency. Utilizes employment software to collect and capture data (long and short term) of post release employment, educational, and other relevant information to use for future programming decisions. Identify and communicate employment readiness and workforce development best practice models. Page 3

4 Duty 4 General Summary of Duty 4 % of Time 10 Provide coordination and guidance to contracted community service agencies operating within designated Prisoner Reentry site(s) in promoting efforts in; job development, employment, employment retention and Reentry Services as a whole. Collaborate with contracted community vendors. Developing new leveraged resource opportunities. Act as liaison between MDOC s Reentry Administration-Contract Management Section and its contracted community service agencies. Participate in reviewing monthly billing, invoices and data collection documents received from vendors. Participate in in vendor meetings as needed. Participate in Transition Team Meetings at designated In Reach Facilities. Participate in Steering Team meetings. Participate in Community Orientations at designated In Reach Facilities. This position plays an important role in providing statewide and agency-wide Reentry Services to prison, field and community stakeholders in meeting the mission of MDOC Reentry Division: Offender Success and Safer Communities. The primary function of the position is to collaborate with prison-based employment readiness program, while liaising and developing business relationships with employers in the community to successfully place parolees and probationers in jobs. 24. 7 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position? EDUCATION: Possession of a bachelor s degree in any major. Equivalent combinations of education and experience that provide the required knowledge, skills and abilities will be evaluated on an individual basis. EXPERIENCE: Four years of professional experience, including two years equivalent to the experienced (P11) level or one year equivalent to the advanced (12) level. KNOWLEDGE, SKILLS, AND ABILITIES: Extensive knowledge of employment readiness and workforce development strategies. Extensive knowledge of work opportunity tax credits & financial incentives associated with hiring ex-offenders. Extensive knowledge of developing business networks to create job opportunities.
