THE COMMUNITY Located ten miles northeast of Interstate 5 along State Highway 62, Eagle Point a primary route to Crater Lake National Park and Eastern Oregon. As part of the beautiful Rogue River Valley, Eagle Point attracts outdoor enthusiasts from all over the world with world class fishing in the Rogue River and various nearby lakes, miles of hiking, snowboarding and skiing, snowmobiling, camping, hunting and boating. Eagle Point is the Gateway to the many lakes that serve the area including Crater Lake National Park, 50 miles to the northeast. The region also offers residents and visitors dining, shopping, and entertainment venues, including the famous Ashland Shakespearian Festival, Rogue Valley Symphony, Britt Festivals, Craterian Ginger Rogers Theatre and a multitude of fine dining and shops. Golfing is also a highlight in Eagle Point with the top-tier, world class 18-hole Eagle Point Golf Course, designed by Robert Trent Jones Jr. and rated as one of the best courses in the state. Eagle Point has been one of the fastest growing communities in Southern Oregon, nearly doubling in population since 2000 to a population today of roughly 9,000. The community is on the edge of new growth and has the general support and political desire to continue positive growth, projected to be 15,000 in the next 20 years. THE CITY Incorporated in 1911, the City of Eagle Point is a full-service municipality, and operates under a Council-Administrator form of government with a seven member City Council, an appointed Planning Commission, Parks and Recreation Commission and Economic Development Commission. The City Council members are unpaid volunteers who hold full-time jobs or are retired. The Council is responsible for all city policies, legislation, approval of the city budget, and appointing the City Administrator, who is responsible by Charter for the day to day operations of the city. The City Administrator is responsible for the hiring of staff. The Mayor is a full voting member of the City Council and is the legislative head of the city government. The City is organized into three operating departments: Administration, Police, and Public Works. Regional sewer services, fire protection, and water treatment are not supplied by the city. The City has 30 FTEs and an operating budget of $20 million for The Community offers excellent education opportunities, and is home to Jackson County School District #9; a Class 5A district serving Eagle Point, White City, Shady Cove, Trail and other small community areas in the northern end of Jackson County. A district-wide High School, new Middle and Elementary Schools are all located in Eagle Point. 2 P a g e

3 Two-thirds of the current community is made up of new subdivisions with half of the City's residents moving to Eagle Point within the last 15 years. Eagle Point was founded around farming and timber production in the region and will continue to maintain a close relationship with the Medford business center as a key to much of the region s employment opportunities. The city has incorporated a new vision in a revitalization of downtown and recently approved several new commercial center projects that offer shopping and new local employment. THE DEPARTMENT Eagle Point's Public Works Department provides municipal services to the City including clean and safe water, as well as streets, parks and stormwater maintenance. The department staff strive to provide the best customer service proactively, deliver quality work with each individual project, and establish a supportive and respectful environment. The Public Works Department includes Engineering, Parks & Facilities, Stormwater, Streets, and Water Distribution. THE POSITION The current Public Works Supervisor is retiring after 19 years with the City. Working under the general direction of the Public Works Director, Eagle Point's Public Works Supervisor plans, develops, manages, directs, and implements the yearly maintenance and operations of the City s water system, parks, streets, storm water, vehicle/equipment maintenance, and City facilities. The Supervisor directs and supervises all of the Public Works staff including the Lead Worker, Specialists, Technicians, Laborers, temporary staff, and at times contractors, and is expected to make day-to-day decisions independently to provide positive results in all areas. Other responsibilities include: Manage staff, methods, equipment, schedules, materials, and recommended budgets to complete the installation, repair, maintenance, and operations of all areas under the Public Works Department: Water Distribution, Streets, Parks, Storm Water, Public Works and Administration vehicle maintenance, and City owned facilities and properties. Exercise supervision over Public Works staff, perform employee evaluations, recommend hiring, promotions, disciplinary actions, training, and terminations. Plan, schedule, direct, and oversee the development and completion of the Public Works Department work plans, assign projects, monitor work flow, evaluate methods and procedures, oversee the inventory and ordering of materials, provide time accounting and timesheet approval, review and evaluate work of departmental policies and procedures, maintain department records, create reports, oversee temporary employees and contract work. Oversee the Water Distribution system including the installation and repair of water meters, service lines, and water leaks, as well as complete utility locates and water sample tests, maintain and repair hydrants and valves, monitor and operate pump stations and reservoirs (tanks), including the Supervisory Control and Data Acquisition (SCADA) system. The Supervisor may also serve as the City s mandated person in direct responsible charge (DRC) for the water distribution system under Oregon law. Monitor and recommend budget expenditures for each year. 3 P a g e

4 Manage the Street system including road rights-of-way clearing, street sweeping, sanding, de-icing, and snow plowing, backing of shoulders, minor pavement repairs and striping or curb painting, issue encroachment permits/utility cuts, as well as visually inspecting bridges, sidewalks and paths, and oversee the construction of pavement management contracts (seal coat, chip seal, pavement overlays). Oversee the Parks System including park mowing, fertilizing, irrigation system repair, park and playground inspections/repairs, restroom maintenance/repair/janitorial, and park maintenance (winterizing, bark, playground chips, sand, and gravel). Manage the park mowing contract as needed. Monitor the Storm System and maintain City storm facilities, irrigation/storm ditches, detention systems, and keep a record of activities (Phase II permitting). Manage contract ditch cleaning, and oversee construction of minor storm projects. Manage City owned facilities including City Hall, Public Works Shop, Museum, Harnish Visitor s Center, as well as the Judge Stewart House or other city properties as needed. Maintain Public Works and Administration Vehicles and keep records of vehicle/equipment inspections and scheduled maintenance. Follow and enforce all safety rules and procedures for work areas, including traffic control plans, personal protective equipment, safety meetings, and monitor training schedules and keep records. Respond to requests and inquiries from the general public, City staff and outside agencies. Provide excellent customer service including respond in a timely manner to telephone calls, written requests and inquiries, meet with citizens to resolve complaints, as well as assist other City staff, agencies, business community, and the general public with special events or emergencies. Provide data, technical and system knowledge for capital improvements projects and long term maintenance and operations. Provide review of development plans, and consultant proposals as requested. Represent the City at community, interagency, regulatory/advisory meetings, boards, and functions as appropriate, and establish and maintain effective relationships with peers in other agencies and organizations, business community, and citizen groups. Complete special projects and perform other responsibilities and duties as assigned by the Public Works Director or City Administrator. Set professional development goals, maintain proficiency in certifications, demonstrate integrity and honesty, provide effective leadership, and serve as a positive example for staff. Must demonstrate regular, reliable and punctual attendance. Participate in the Public Works on call rotating off-hours and emergency schedule. Included as part of Incident Command during emergencies. OPPORTUNITIES & CHALLENGES Water System: The City has made considerable improvements to water infrastructure over the past several years. Continual improvements and first class maintenance are continuing goals. Pavement Maintenance: The City is in the fifth year of an outstanding pavement maintenance program. The Goal is to continue the program to keep streets at a good condition rating. Leadership: This position provides an opportunity for someone with the necessary skills to provide an egoless and approachable leadership style to support the staff and to carry out the Council goals. IDEAL CANDIDATE PROFILE Education and Experience: Possession of High School Diploma or equivalent is required. A minimum of 5 years of general construction/municipal experience with at least 3 years of lead/supervisory experience. Possession or the ability to obtain a valid Oregon Level II Water Distribution Operator Certificate, a valid Oregon Cross Connection Specialist Certificate, and a valid Oregon Commercial Driver s License. These requirements are under review. Required Knowledge, Skills and Abilities: Demonstrated knowledge of the principles and practices, equipment and tools used in operating, maintaining, repairing, replacing, and constructing infrastructure in each area of the Public Works Department: Water Distribution, Streets, Parks, Storm Water, vehicles, and City facilities. 4 P a g e

5 Ability to supervise, train, schedule, and evaluate personnel. Ability to organize and keep good records for various maintenance and operations. Ability to establish and maintain effective working relationships with the crew, other staff, private contractors/developers, and the public in a courteous and professional manner. Knowledge of and ability to apply federal, state, and local rules, laws, regulations, policies and procedures for appropriate recommendations. Knowledge of computer skills such as word processing, spreadsheets, s, and the ability to learn basic computer tasks in other applications. Ability to operate light to heavy equipment including: backhoe, vac-truck, sweeper, dump trucks, power hand tools, generator, and other City-owned or rented equipment. Ability to meet the physical requirements necessary to safely and effectively perform all assigned duties, including lifting specified weights and climbing ladders. Ability to read and interpret civil engineering plans, and communicate effectively orally and in writing. Candidates may possess any combination of relevant education and experience that demonstrates their ability to perform the essential duties and responsibilities. COMPENSATION & BENEFITS $59,429 - $68,895 (SALARY UNDER REVIEW) Medical, Dental, Prescription, Orthodontic & Vision. Medical plan is a preferred provider plan paying 95%. Employee currently pays $20/month/ family. 10 paid holidays annually. 8 hours sick leave per month. 8 hours vacation per month for first 5 years.
