BACKGROUND UNDP partners with people at all levels of society to help build nations that can withstand crisis, and drive and sustain the kind of growth that improves the quality of life for everyone. On the ground in 177 countries and territories, UNDP offers global perspective and local insight to help empower lives and build resilient nations. UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development. Support for Reform of the Justice Sector in Indonesia (SUSTAIN) is a 5-year project with the overall objective of enhancing public trust in the judicial system through support to the Government of Indonesia in strengthening the rule of law. The specific objective is to increase the transparency, integrity and accountability of the judiciary and the quality of justice services delivered to the people. The project is implemented under the framework of the UNDP Country Programme Action Plan (CPAP), and applies the National Implementation Modality (NIM) with the Supreme Court designated as the Implementing Partner. UNDP provides Country Office Support Services to support the Supreme Court in implementing the project and producing all the expected results. UNDP is responsible for: (i) the identification and recruitment of project and programme personnel, (ii) procurement of goods and services, (iii) the administration of donor financial contributions; and (iv) other support services required to deliver the outputs. This programme accordingly provides technical support to the Supreme Court with the aim of achieving strategic results that directly linked to the Blueprints for reform of the Supreme Court. More specifically, SUSTAIN focuses on four sectors: internal and external oversight of the judiciary, enhanced skills and knowledge of judges and court staff, improved human resource organization and management policies and enhanced case management system designed to increase transparency, quality of case data and decisions and timeliness of case handling. The Supreme Court is currently improving its training center system to meet the expectation as outlined in the Blueprint, namely to create a qualified and respectable Judicial Training Center (Balitbang Diklat Kumdil MA-RI), by developing the following aspects: (i) institutional/capacity building; (ii) infrastructures; (iii) human resources; (iv) integrated and sustainable education and training programs; (v) utilization of training results; (vi) training budget; and (vii) other supporting activities, such as research and development. One of the activity results as stated in SUSTAIN Project Document is Capacity of the Supreme Court s Training Centre strengthened in training management and development of monitoring and evaluation tools. Under its Annual Work Plan for 2017 that has been approved by the Project Steering Committee, SUSTAIN is planning to recruit an International Individual Consultant (IC) to assess the institutional capacity of the SC Training Centre to identify priority needs of training and development until The International IC is expected to address the abovementioned aspects in producing an assessment report and a draft policy paper, consisting of a roadmap on institutional capacity and priority needs of training and development until In undertaking this task, the IC will have to consider as a baseline, the results as well as recommendations produced by another project working together with the Supreme Court, namely the JSSP (Judicial Sector Support Program) that has recently been completed.

SCOPE OF WORK, ACTIVITIES, AND DELIVERABLES The Consultant will do the following tasks: (1) Conduct in desk review on the final report of JSSP (Judicial Sector Support Program) as the baseline reference of this assignment; (2) Conduct in interview and discussions with the officials of Echelons 1, 2 and 3 of the Judicial Training Center (Balitbang Diklat Kumdil MA-RI); (3) Conduct in interview and discussions with the officials of the Supreme Court s Secretariat; (4) Conduct in interview and discussions with other relevant officials of the Supreme Court; (5) Producing a report on the results of interview and discussions with the officials of Judicial Training Center (Balitbang Diklat Kumdil MA-RI) and the Supreme Court s Secretariat; (6) Provide presentation and discussion in an FGD with relevant officials of the Supreme Court to present and discuss the draft policy paper; (7) Producing a full assessment report and a draft policy paper consisting of a roadmap on Judicial Training Center (Balitbang Diklat Kumdil MA-RI) s institutional capacity development and priority needs of training and development until Deliverables/expected result Under the day-to-day reporting to the Judicial Training Sector Coordinator, the Consultant is expected to produce the following outputs: Deliverables/ Outputs Estimate number of Working days Target Due Dates Review and Approvals Required - Minimum 5 pages of a report on the results of interview and discussions with the officials of Judicial Training Center (Balitbang Diklat Kumdil MA- RI) and the Supreme Court s Secretariat; - Minimum 15 pages of (i) an assessment report and (ii) a draft policy paper consisting of a roadmap on Judicial Training Center (Balitbang Diklat Kumdil MA-RI) s institutional capacity development and priority needs of training and development until Presentation on draft policy paper and acquired input and recommendation gathered from the FGD. 3 days 19 July days 4 August 2017 Reviewed by SC Judicial Training Approved by Chief Technical Adviser Reviewed by SC Judicial Training Approved by Chief Technical Adviser Subject to prior approvals from the Project Manager/CTA, payment for Consultant services will be paid upon SUSTAIN receiving an invoice and certified deliverables from the authorized personnel in SUSTAIN. A schedule of reporting, as stated above shall be adhered to. The consultant is expected to be present at the project office at least once in a week during the contract period. III. WORKING ARRANGEMENT Institutional Arrangements The position is under supervision of the Judicial Training Sector Coordinator, The National Project Manager and UNDP, with overall guidance from National Project Director (The Supreme Court). Duration of Work The Consultant is expected to accomplish the task in 15 (fifteen) working days starting 17 July 2017 to 4 August 2017.

4 Duty station The consultant is located primarily in Judicial Training Center (Balitbang Diklat Kumdil MA-RI) s compound in Ciawi-Bogor, with possibility of travels to Jakarta at least once a week. Travel Plan Below is an indicative travel plan for the duration of the assignment. The consultant will be required to travel to the indicated destinations and include the relevant costs to the proposal. There are may also unforeseen travel that will come up during the execution of the contract which will be agreed on ad hoc basis. No Destination Frequency Duration/Days 1. Jakarta: consultative meetings 6 times 6 nights total in and FGD Jakarta IV. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS I. Academic Qualifications: Master s or Doctorate degree in Law, Management or Social Studies. II. Years of experience: Minimum 15 (fifteen) years of experience for Master Degree and 10 (ten) years for Doctorate Degree in legal fields, preferably with experiences in judicial training and/or work experience in the court. III. Competencies: Specific Skills: - Familiarity with the court business processes; - Good analytical thinking in reading the other country s regulations especially procedural laws, case management and judicial policy in the civil law countries; - Technical skills in the judicial training patterns. Language Skills: - Fluency in English, Bahasa Indonesia would be an asset Communications and Networking - Maturity and confidence in dealing with senior and high ranking members of national and international institutions, government and non-government. - Proven networking, team-building, organizational and communication skills and ability to build strong relationships with government and other external actors. - Has excellent oral communication skills and conflict resolution competency to mediate intergroup dynamics and mediate conflict of interests - Has excellent written communication skill, with analytic capacity and ability to provide policy advice, recommendations and strategy. Knowledge Management and Learning - Shares knowledge and experience. - Ability to provide a strong analysis, policy advice, recommendations and strategy. EVALUATION METHOD AND CRITERIA Cumulative analysis When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. * Technical Criteria weight: 70 % * Financial Criteria weight: 30 % Only candidates obtaining a minimum of 70 point in Technical Evaluation would be considered for the Financial Evaluation Criteria Weight Maximum Point Technical Criteria A 70% 70 Master s degree or Doctorate Degree in Law, Management or 15 Social Studies.
