1 JOB DESCRIPTION AMNESTY INTERNATIONAL INTERNATIONAL SECRETARIAT (AIIS) JOB TITLE: Deputy Director, Head of Impact and Learning DEPARTMENT: Strategy and Evaluation Programme JOB PURPOSE: The Head of Impact & Learning will drive enhanced impact of Amnesty International s human rights programmes by embedding effective approaches for strategy development, adaptation and assessment; by guiding implementation of AI s monitoring and evaluation system across IS offices and national entities; and by improving AI s approach to organizational learning and accountability. The post will manage a team of four, and will be responsible for ensuring the outcomes of impact & learning processes guide all levels of organizational decision making and shape Amnesty s strategic frameworks. DEPARTMENT PURPOSE: The Strategy and Evaluation Programme facilitates planning, delivery and assessment of AI s Strategic Goals. The Programme guides strategy development and adaptation, facilitates trend scanning and analysis and supports development of key organizational capabilities needed to deliver Amnesty International s core human rights work. The Programme s mandate includes: guiding strategic and operational planning, and recommending allocation of resources according to strategic priorities; monitoring, aggregating and analysing reporting of organisational performance; evaluating and assessing the impact of Amnesty s work; and fostering learning and accountability to ensure lessons are incorporated into future work. 2 The International Secretariat, which operates from a number of sites around the world, gathers and communicates accurate and action-oriented human rights information globally. We campaign for meaningful human rights change; enable effective human rights activism and work to persuade governments and other actors to uphold universal human rights standards. We provide strategic leadership, support and advice to the Amnesty International movement globally, fostering Amnesty International s contribution, presence and public accountability throughout the world. WORKING RELATIONSHIPS: Reporting to: Director, Strategy and Evaluation Posts that this job manages: Four posts: Lead Adviser Impact & Evaluation; Impact & Evaluation Officer; Lead Adviser Learning & Accountability, Learning & Accountability Officer; plus volunteers and consultants as required Other key relationships: Programme staff; diverse International Secretariat management and staff, particularly in Regional Offices, Global Thematics and Campaigns; Strategic Goal Groups; and Directors and staff in Amnesty International entities worldwide USEFUL INFORMATION: The Strategy and Evaluation Programme is part of the Directorate of the Office of the Secretary General and works closely with many teams at the International Secretariat and other Amnesty offices. This full time grade six post requires management and close working relationship with other staff of the Programme and a capability to play a leadership role across the organization as a whole. The team works in an integrated manner and all team members may be involved in other areas as appropriate and needed. Occasional evening or weekend work and some international travel are required as is a willingness to work flexibly. Location: International Secretariat, London MAIN RESPONSIBILITIES: Manage the Impact & Learning Team and the design and implementation of Amnesty s impact and learning system.

3 Ensure that outcomes of Amnesty s monitoring, evaluation, learning and assessment processes provide a clear evidence base for organizational decision-making; Identify and leverage opportunities to shape and improve Amnesty s global strategies based on these outcomes. Provide strategic support to Amnesty s Senior Leadership Team and Management Team on planning for impact; Facilitate high-level analysis of internal and external trends that affect delivery of Amnesty s Strategic Goals. Embed reflection, strategy adaptation, and results-based review as a core way of working across AI project teams. Establish a standardized approach to monitoring, evaluation and learning across the International Secretariat and Amnesty entities worldwide; Build capacity of AI s management team, across locations and AI entities, to implement this approach. Lead Amnesty s approach to internal and external accountability; Oversee development and implementation of policies and frameworks that drive greater accountability and transparency of Amnesty s work. Build external networks in the sector and within wider social movements; Remain current with innovative practice in assessing human rights impact, mainstreaming approaches to organizational learning and other areas relevant to Amnesty s core capabilities. Manage the Impact & Learning Team work plan and budget; Deputize for the Director, Strategy & Evaluation as needed. Work collaboratively with others in the Programme, providing cover for colleagues as needed; and with others in Amnesty International. Carry out own administrative tasks and other tasks as negotiated WHAT DOES SUCCESS LOOK LIKE IN THIS JOB? Success in this post will mean Amnesty International is better positioned to achieve its Strategic Goal outcomes. Implementation of an effective monitoring and evaluation system will provide an evidence base that captures results, and identifies challenges to be addressed through a focused organizational learning programme. The Senior Leadership and Management Teams will be supported to set strategy and allocate resources based on higher quality analysis and information. The Impact & Learning team

4 will be supported to set standards, implement effective methodologies and guide teams and entities across Amnesty. A culture of strategy reflection, adaptation and assessment will be strengthened across the organization SKILLS AND EXPERIENCE: - Extensive demonstrable knowledge and experience in impact-oriented planning, implementing monitoring and evaluation frameworks and systematizing organizational learning. - Extensive experience in improving organizational accountability and transparency; in establishing consistent reporting frameworks across complex organizations. - Proven ability to design and implement effective systems and methodologies for tracking progress, opportunities and risks across a large portfolio of work. - A demonstrated commitment to and understanding of human rights; of the drivers and challenges for affecting human rights change. - Extensive experience in developing global strategies; in collaborating within a multi-location, multi-stakeholder context to adapt and assess strategies. - Proven ability to drive organizational change in a complex, high-pressure environment. - Excellent judgment and interpersonal skills with a wide range of stakeholders, including ability to negotiate and influence, and build and maintain cooperative relationships. - Excellent facilitation skills and understanding of the use of participatory approaches - Connection to external networks and movements; Ability to identify and contribute to innovative practice in the wider human rights sector. - Proven experience in synthesising large volumes of information and producing high-quality analysis to support senior management or corporate board level decision. - Demonstrated ability to think strategically; Excellent political judgement and problem analysis skills. - Management experience, ability to set, manage and monitor plans and budgets - Ability to lead a diverse and high-performing team, to guide, support and encourage team members. - Proven ability to work under pressure including the ability to cope with deadlines, multiple tasks, and competing demands HOW YOU WORK The IS Behaviour Framework focuses on how we work rather than w designed to do.
