1 Job Title Department Unit Grade 2 Salary Contract type Reporting to Evidence, Learning and Impact Manager Programme Evidence, Learning and Impact 45,291 per annum Permanent Head of Programme Effectiveness and Compliance Overview of Department The Programme department supports Plan s global programme by: Ensuring Plan International UK has a coherent, relevant and innovative programme from which we learn, share and promote change to realise Plan s mission and promote awareness of Plan s work Providing technical support and thought leadership to all departments and contribute to Plan s global technical capability Collaboration in the design, development and submission of and reporting against grants awarded by institutional donors Providing resources to support Country Office resource mobilisation and strategic plans Managing strategic grants secured by Plan International UK on behalf of the global organisation Monitoring Plan International UK s programme portfolio and sharing learning, supporting the development of policy and advocacy positions, contributing towards publications and representing Plan s programme work to a range of audiences to promote awareness of Plan s mission Policy and programmes directorate supports these aims by ensuring that Plan International UK has the coherent, relevant and innovative programme needed to realise Plan s mission, and more generally help promote awareness of Plan s work. We work with our country offices to design high quality project proposals, and raise the funds needed to implement them. We then manage the grants secured, ensuring that project monitoring and evaluation is carried out effectively, and that reports are submitted to donors in compliance with the increasingly exacting standards they set. More widely, and in close cooperation with Plan International Headquarters, the UK Policy and programmes directorate supports Plan s global programme by working across the organisation to share lessons learned, support with the development of policy and advocacy positions, contribute towards publications and fundraising, and by presenting Plan s programme work to a range of audiences. To help achieve this, we wish to strengthen our learning and impact assessment work, with a view to capturing more robust evidence of our effectiveness, and then sharing this both externally and internally to enhance our upward and downward accountability, thereby enhancing Plan s reputation as a credible development partner. The Evidence, Learning and Impact Manager will manage two other professionals leading on Monitoring and Evaluation, and data and reporting, in pursuit of these objectives.

2 Job Purpose Lead the implementation of organisational MEL framework Provide M&E technical support and guidance for programme teams Develop beneficiary feedback approach, Support and coordinate (where applicable) organisation wide evaluations, impact assessments and Value for Money Approach drawing on evidence of impact and best practice from programmes to capture and ensure dissemination of shared learning for Plan International UK s work.. Key Deliverables Key Activities Programme Quality and Effectiveness Strengthening Monitoring,Evaluation and Learning (MEL) Provide leadership on monitoring, evaluation and learning and programme quality, in line with good practice across the sector. Develop innovative participatory data frameworks for integrating beneficiary feedback approaches within Plan UK projects and Programmes in consultation with key programme stakeholders Implement new Value for Money (VfM) framework for the organisation and develop and provide advice and guidance on VfM to ensure new projects and programmes are rooted in good practice and in quality programming. Develop, with programme teams, high quality quantitative and qualitative methods and participatory methodologies to monitor program quality for performance and results. Provide technical support for the integration of cross-cutting themes in M&E designs. Work with programme colleagues to ensure that lessons learned from project and program evaluations create new learning to influence future project selection, design and implementation. Liaise with the Programme Effectiveness Team at Plan s International Headquarters around issues on programme quality and M&E Lead the implementation of an organisational MEL framework (aligned with the organisational Theory of Change) including the development of M&E data tools for high-level aggregation and reporting of outcomes to demonstrate programme effectiveness and impact (e.g. tools under the MEL framework). Lead the annual review of the Theory of Change models. Develop and oversee the implementation of harmonised M&E work across key thematic areas in support of wider work, including advocacy, communications and relationships with donors and sponsors. Review and advise on proposed M&E designs for high value projects and contribute to their sign off. Routinely perform quality control checks of M&E work and improve processes and practices relating to M&E data analysis and management. Oversee the development of tools to support programme development to ensure that robust monitoring and evaluation plans are included in the design of new programme proposals, and that these are adequately resourced; Build the M&E capacity of programme staff in the UK and provide guidance to Country Offices (as needed) in the use of the latest and most relevant M&E tools and methodologies, including in relation to M&E, impact assessment, data quality and beneficiary

3 feedback. Pro-actively engage and contribute to M&E strategy and development on Plan s regional levels and at International Headquarter (IH) level. Develop and advise on best practice standards, ensuring alignment with current IH and regional wide standards in identifying and contracting M&E expertise to support Plan International UK and in-country project M&E. Chair M&E working group and work in partnership across the organisation to capture best practices, peer to peer shared learning and document key challenges and learnings Reporting & Communicating Results (10%) Oversee that periodic updates are provided to senior management (e.g. KPI reports, portfolio analysis, and annual reports) and are checked and verified before submission to Management Board Develop and implement strategies for disseminating lessons from M&E to internal and external stakeholders Be responsible for ensuring that the organisation meets all DFID-required Transparency and Accountability requirements (IATI) Pro-actively engage with Advocacy and Communications staff on the best ways to get messaging across to Plan UK s audience, and advise on the appropriate use and interpretation of evaluation results. Be an internal champion for the communication and celebration of successful project outcomes within the organisation. Evidence and learning Provide thought leadership and vision for strengthening programme learning strategies and systems. Develop or commission learning materials and support the documentation and communication of best-practice guides, toolkits, stories of change, lessons learnt and impact assessments. Advise on the effective utilisation of existing data sources and M&E resources within Plan International. Representing, networking, influencing and Strengthen Plan s credibility and reputation by using evidence from programmes in writing or contributing to the production of papers, briefings, publications/reports, learning Represent the organisation and present to Plan International and external networks on MEL, VfM, Share, and keep abreast of current best practice, in relation to evidence and evaluation skills and techniques, through contact with professional organisations and institutions, and by networking with M&E practitioners in other development organisations Develop and manage relationships with key partners and stakeholders working on MEL. Management Build and maintain a strong Evidence, Learning and Impact team and ensure effective working with colleagues in the Programme Department and other departments. Lead on developing team and individual work plans and learning and development plans, and reviewing achievements against objectives for team members

4 Other responsibilities Manage budgets allocated to the E&I functions; Monitor quarterly budgets, including budgets allocated to the Evidence, Learning and Impact team members and provide quarterly forecasts. Attend team meetings as appropriate and contribute to the overall smooth operation of the Programmes Department. Manage interns, volunteers and consultants as necessary. Participate in support visits to overseas Country Offices as required. General Ensure that all activities undertaken on behalf of Plan International UK, externally or internally, are in line with the overall aims of the organisation and with policies and procedures. 6 RELEVANT EXPERIENCE The successful candidate will have experience of. Substantial experience of monitoring and evaluating rights-based projects and programmes in international development, preferably with experience in one or more of the following areas: voice and accountability, gender, disaster risk reduction, education, economic security, sexual and reproductive health. Developing systems for and building capacity in monitoring, evaluation and learning at project, programme and preferably organisation-wide levels Adapting analytical tools to challenging contexts with limited budgets and/ or limited staff capacity to produce good enough monitoring and evaluation Documenting and effectively communicating evidence and learning to improve practice Commissioning and/ or supervising monitoring and evaluation work by others Line management SPECIFIC SKILLS AND KNOWLEDGE The successful candidate will have the ability to.
